DISCUSSION: Pursuant to the by-laws established for the Human Relations Commission (HRC), a workplan must be submitted to the Council on an annual basis outlining the activities that the Commission intends to undertake during the coming year. Attached for Council consideration is the HRC's workplan for 1994-95. It is composed of four components: Human Assessment Needs Update/Grants-In-Aid, Homeless Issues, Education and Forums and a Community Outreach Program. Each component contains an explanation of the program and outlines the HRC's proposed activities during 1994-95. There are no new components this year although there are new activities planned by each of the subcommittees. New and carry over activities will be outlined in the attached report. With regard to the exploration of the "Self Reliant Neighborhood" concept, the HRC will coordinate its efforts with both the Community Development and Police departments. Although not a part of the formal workplan, the HRC has agreed to conduct a public hearing to gain input from the community about the City's Americans with Disabilities Act Self-Evaluation of Programs. This hearing is required by law and will be held sometime in early October, 1994. CONCURRENCES: The HRC unanimously approved their workplan during their September meeting. HUMAN NEEDS ASSESSMENT/GRANTS-IN-AID O Commission Responsibilities: The Human Relations Commission has created a subcommittee to oversee the Human Needs Assessment and the Grants-In-Aid Programs. This year the subcommittee will review three major Needs Assessment Surveys completed recently by the Latino Outreach Council, United Way and the EOC to determine if more information is needed for HRC purposes. If more information is required the subcommittee will oversee an update of the HRC's Human Needs Assessment. This subcommittee is also responsible for carrying out the annual Grants-In-Aid Program. The annual Grants-In-Aid Program will take place during the second half of the fiscal year (January through June). O Subcommittee Members: Randy Baudendistel, Joan Lawrence and Mike Multari. 2. HOMELESS ISSUES O Commission Responsibilities: The Human Relations Commission is responsible for monitoring the City's contract with the EOC for the operation of the Homeless Shelter. This includes: e reviewing quarterly financial and operational reports from the Shelter; and ♦ providing staff with recommendations on whether to release quarterly contract funding based on Shelter performance; and ♦ working closely with the Shelter to assist in their efforts to encourage better relationships with the neighbors; and I • serving as an open forum for the community to express concerns regarding the homeless and/or Shelter. The Commission has established a liaison to the Homeless Shelter that serves as the Commission's direct link to the Shelter (in addition to staff). O Commission Liaison: Randy Baudendistel C V-' 3. EDUCATION AND FORUMS O Commission Responsibilities: The Human Relations Commission has established a Subcommittee that will be responsible for sponsoring (or co-sponsoring) two forums per year to educate community residents on various human service or civil rights topics under the purview of the Commission. Self Reliant Neighborhoods and the City's ADA Self- Evaluation of Programs will be the topics this year. The Commission also plans to continue pursuing a program developed last year that provides summer jobs through local business people for "at-risk" 12 and 13 year olds. The focus is for the business owners to mentor the youths while they are gaining the work experience. The program bogged down when the subcommittee discovered Federal Law does not allow this age group to be employed. Currently the subcommittee is exploring ways to exempt this targeted group from the law. O Subcommittee Members: Trish Avery, Don Green, and Mike Multari 4. COMMUNITY OUTREACH O Commission Responsibilities: The Human Relations Commission has established a subcommittee to increase awareness of the HRC in the community and to provide improved channels for citizens to voice their concerns and ideas regarding social-service issues. In its conceptual state, the subcommittee will focus its efforts on: ♦ Investigating and promoting the idea of other cities in the County forming HRC's with a long term goal of forming a County HRC. This is a long term project with the first goal being an investigation of other counties who have HRC's and discovering what the benefit, if any, a County HRC would be to the City of San Luis Obispo. e Being an active participant in Cal Poly's Into the Streets program. This is an educational and participatory event developed to involve students in the discovery of the rewards of volunteer service as an integral part of their lives. This years project is to build an expanded playground for children living in the Madonna Road Apartments. The students are asking the HRC to help them identify where they can get support in the community to accomplish the refurbishing at the playground. -2- G 3-3 ♦ Starting up two "Self Reliant Neighborhood" pilot programs. The purpose of Self Reliant Neighborhoods is to make neighborhoods safer. The pilot program would be started in two different neighborhoods in the City. The theory of this program is if neighbors can be brought together and get to know each other, they can be the "eyes and ears" for each other. People would begin to rely on each other as opposed to relying on "government" to solve some of their problems. If the first two pilot programs are successful, the HRC's Education and Forums Subcommittee would sponsor a "Self Reliant Neighborhoods" forum to explain the program and encourage other neighborhoods to participate. The desired outcome would be Self Reliant Neighborhoods all over the City. O Subcommittee Members: Don Green, Bill Tyson and Marion Wolff -3-
