CALL TO ORDER A Regular Meeting of the San Luis Obispo City Council was called to order on June 2, 2026 at 5:30 p.m. in the Council Chambers, 990 Palm Street, San Luis Obispo, by Mayor Stewart. 2. PLEDGE OF ALLEGIANCE Council Member Marx led the Council in the Pledge of Allegiance. 3. PRESENTATIONS 3.a PRIDE MONTH PROCLAMATION Mayor Stewart presented a Proclamation to Tobin Johnson, representing the NAACP LGBTQIA+ Committee, declaring June as Pride Month. 3.b CITY MANAGER REPORT City Manager Whitney McDonald provided a report on upcoming projects. 4. PUBLIC COMMENT PERIOD FOR ITEMS NOT ON THE AGENDA Public Comment: Shawn Harris Sharon Spatafora Roberta Smith --End of Public Comment-- 2 5. CONSENT AGENDA Public Comment: Alec Lance Desi Lance Michael Leibovich --End of Public Comment-- Motion By Council Member Marx Second By Council Member Shoresman To approve Consent Calendar Items 5a to 5k. Ayes (5): Council Member Boswell, Council Member Marx, Council Member Shoresman, Vice Mayor Francis (recused on Item 5j, due to owning property near the project), and Mayor Stewart CARRIED (5 to 0) 5.a WAIVE READING IN FULL OF ALL RESOLUTIONS AND ORDINANCES Waive reading of all resolutions and ordinances as appropriate. 5.b MINUTES REVIEW - MAY 19, 2026 COUNCIL MINUTES Approve the minutes of the City Council meeting held on May 19, 2026. 5.c 2026 BIENNIAL REVIEW OF THE CITY’S CONFLICT OF INTEREST CODE Direct the review of the City’s Conflict of Interest Code and the filing of a Biennial Notice with the City Clerk regarding such review, as required by the Political Reform Act. 5.d AUTHORIZE THE COLLECTION OF MULTI-DWELLING PROPERTY FIRE AND LIFE SAFETY INSPECTION FEES Adopt a Draft Resolution entitled, “A Resolution of the City Council of the City of San Luis Obispo, California, authorizing the San Luis Obispo County Auditor to collect fees for 2025-26 Fire and Life Safety Inspections of Multi-Dwelling Properties containing three or more dwelling units on the Secured Property Tax Roll pursuant to California Government Code Section 54988.” 3 5.e 2026-27 ROAD MAINTENANCE RECOVERY ACT (SB1) FUNDING AND PROJECTS Adopt a draft Resolution entitled, “A Resolution Adopting a Project List for Fiscal Year 2026-27 funded by SB 1, The Road Repair and Accountability Act of 2017.” 5.f APPROVE A SIDE LETTER REGARDING PARAMEDIC COORDINATOR PAY TO THE JANUARY 1, 2024, THROUGH JUNE 30 2027 MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF SAN LUIS OBISPO AND THE INTERNATIONAL ASSOCIATION OF FIREFIGHTERS, LOCAL 3523 Adopt a Draft Resolution entitled, “A Resolution of the City Council of the City of San Luis Obispo, California, approving a Side Letter to the January 1, 2024, through June 30, 2027 Memorandum of Understanding between the City of San Luis Obispo and The International Association of Firefighters, Local 3523” amending Article 13 – Paramedic Coordinator Pay. 5.g AUTHORIZATION TO AWARD ISLAY STREET SEWER REPLACEMENT, SPECIFICATION NO. 2000170 1. Approve the project plans and special provisions for the Islay Street Sewer Replacement, Specification No. 2000170; and, 2. Award a construction contract (Attachment A) to Souza Construction in the amount of $1,512,539 for the Islay Street Sewer Replacement, Specification No. 2000170; and, 3. Authorize the Finance Director to transfer $250,000 from the Storm Drains Annual Asset Maintenance Account (2090742) to the Islay Street Sewer Replacement Account (2000170); and, 4. Authorize the City Engineer to issue Contract Change Orders up to the available project budget, and up to any amended budget subsequently approved by the City Manager per City Purchasing Policy approval thresholds. 5. Find the action exempt from the California Environmental Quality Act. 5.h FIRE DEPARTMENT’S 2025 ANNUAL REPORT The City Council receive and file the City of San Luis Obispo Fire Department’s 2025 Annual Report. 4 5.i ADOPT SLO TRANSIT’S FY 2025-26 PUBLIC TRANSPORTATION AGENCY SAFETY PLAN AND AUTHORIZE EXECUTION OF REQUIRED FEDERAL TRANSIT ADMINISTRATION CERTIFICATIONS AND ASSURANCES 1. Adopt a Draft Resolution entitled, “A Resolution of the City Council of the City of San Luis Obispo, California, approving San Luis Obispo (SLO) Transit’s Fiscal Year 2025-26 Public Transportation Agency Safety Plan”; and 2. Authorize SLO Transit’s Accountable Executive, the City Manager, to sign the FY 2025-26 Public Transportation Agency Safety Plan; and 3. Authorize the City Manager to execute the FY 2025 -26 Certifications and Assurances. 5.j AUTHORIZATION TO ADVERTISE REQUEST FOR PROPOSAL FOR SOUTH BROAD STREET CORRIDOR PLANNING AND DEMONSTRATION PROJECT, SPEC. NO. 2001070 Vice Mayor Francis declared a conflict on this item due to owning property near the project and recused herself. 1. Authorize the advertisement of a Request for Proposals for design services for the South Broad Street Corridor Planning and Demonstration Project (Specification No. 2001070), in a final form approved by the City Engineer and City Attorney; and, 2. Authorize the City Manager to execute an agreement with the selected consulting firm; and, 3. Authorize the Finance Director to execute and amend purchase orders under the executed consultant agreement in an amount not to exceed the available project budget; and, 4. Authorize the Finance Director to appropriate the awarded Safe Streets for All (SS4A) grant funds to the South Broad Street Corridor project account (2001070). 5 5.k ADOPTION OF ORDINANCE NO. 1757 (2026 SERIES) AMENDING TITLES 5, 16, AND 17 OF THE MUNICIPAL CODE REGARDING ACCESSORY DWELLING UNITS, JUNIOR ACCESSORY DWELLING UNITS, URBAN LOT SPLITS, MOBILE HOMES, AND OTHER CLARIFICATIONS AND CHANGES TO REGULATIONS Adopt Ordinance No. 1757 (2026 Series) entitled, “An Ordinance of the City Council of the City of San Luis Obispo, California, amending Title 16 (Subdivision Regulations), Title 17 (Zoning Regulations), and Title 5 (Licenses, Permits, and Regulations) of the Municipal Code Regarding Accessory Dwelling Units, Junior Accessory Dwelling Units, Urban Lot Splits, Mobile Homes, and Other Clarifications and Changes to Regulations Associated with Housing, with an Exemption from Environmental Review (CEQA) (CODE-0149-2026)”. 6. PUBLIC HEARING AND BUSINESS ITEMS 6.a ADOPTION OF THE FY 2026-27 BUDGET SUPPLEMENT (120 MINUTES) City Manager Whitney McDonald, Finance Director Emily Jackson, and Principal Budget Analyst Riley Kuhn provided an in-depth staff report and responded to Council questions. Adopt a Draft Resolution entitled, “A Resolution of the City Council of the City of San Luis Obispo, California, approving the Fiscal Year 2026-27 Budget” and approve the allocations as stated in the Budget Supplement document; and 2. Confirmed the cost recovery goals to be used in the FY 2026-27 user fee study; and 6 3. Received a status update on the San Luis Obispo Museum of Art’s (SLOMA) progress related to the City’s Phase 1 grant. Ayes (5): Council Member Boswell, Council Member Marx, Council Member Shoresman, Vice Mayor Francis, and Mayor Stewart CARRIED (5 to 0) 6.b RECEIVE A PRESENTATION ON FEASIBILITY FOR ADVISORY BODY COMPENSATION (60 MINUTES) Motion By Council Member Marx Second By Council Member Shoresman 1. Received a report on the feasibility of implementing a pilot program compensating City Advisory Body Members; and 2. Adopted a draft Resolution amending the Advisory Body Handbook to add a Parking and Food Budget section; and 3. Continued the current system of monetary compensation for only Architectural Review Commission and Planning Commission Members as City employees. Ayes (5): Council Member Boswell, Council Member Marx, Council Member Shoresman, Vice Mayor Francis, and Mayor Stewart CARRIED (5 to 0) 7. Council Member Shoresman • Attended the History Center of SLO event recognizing Mia Lawrence and the Semi-quincentennial on May 27th • Attended the SLO Food Bank Open House on May 30th • Attended the Community Services Awards at San Luis Obispo High School on May 31st 8.
