One suggestion was submitted by Carolyn Munshaur, Office Assistant II. She suggested that all mail, whether misdirected from the Post Office or originating from a City office be hand delivered to the County Government Center daily. At the same time mail addressed to the City will be picked up. There are significant savings to both the City and the County by eliminating postage and employee time in processing the items. It also demonstrates the City's willingness to work with other government agencies. The savings to the City in the initial year are $1,522 and approximately $1,800 per year thereafter. The Employee Suggestion Award Program provides for awards to be in the amount of 10% of the first year's estimated savings, in this case $152. Two suggestions submitted by the City's Water Supply Supervisor, Bob Hamilton, represented a total of $60,000 in estimated savings during the initial year. In addition, the estimated savings after that total will be $94,100 per year. All of the suggestions have been implemented. Due to the magnitude of Mr. Hamilton's suggestions, several department heads and the Water Division Manager were asked to provide additional information and input to the Employee Suggestion Award Committee prior to their decision. Mr. Hamilton's first suggestion was to train staff to perform routine cathodic protection readings and provide repairs as necessary to the line to maintain proper protection rather than use consultant services. The advantages are decreased monitoring cost and less waterline downtime for repairs. Estimated cost savings in the initial year were $30,000 with annual savings of $2,000 thereafter. Mr. Hamilton will receive $2,500, the maximum award amount. At Mr. Hamilton's suggestion this award is going to be shared with three other members of his staff; Dexter Upton, John Bell and Milton Koop. They will each receive $625. Mr. Hamilton's second suggestion was to develop a rate analysis spreadsheet to forecast electrical use patterns at energy intensive facilities to enable the City to specify the most energy efficient rate for P.G. & E. The advantages are: energy savings and conservation, reduced operating costs, and allowing the department to monitor accounts and rates more frequently. The actual savings were $30,000 and $92,100 per year thereafter. Mr. Hamilton will receive the maximum award of $2,500. Police Officer Ian Parkinson submitted a suggestion that the Police Department charge money for each vehicle release to help recover costs for vehicles impounded for a violation of the law. Due to an inabliity to determine actual savings for the initial year the Committee recommended Officer Parkinson receive the minimum award of $25. Based upon the recommendation of the Employee Suggestion Review Committee, I am approving the cash awards in the amounts of: $152 payable to Carolyn Munshaur, $25 payable to Ian Parkinson, $2,500 payable to Bob Hamilton and $625 payable to Bob Hamilton, Dexter Upton, John Bell and Milton Koop.
