DISCUSSION: Back rground The Council set aside $100,000 in the 1993/95 Financial Plan ($50,000 per year) to fund an Enhanced Promotional Program. As conceived, the monies for the Enhanced Promotional Program were to be used to fund creative approaches for increasing overnight tourism to the City during the off-season (November through April). The City Council charged the Promotional Coordinating Committee (PCC) with developing a spending plan for these monies. Based on recommendations from the PCC, monies for the first year of the program (93/94) were used to fund a pilot "Get-Away Gold Program" (a discount card program to promote winter and mid-week tourism); a high quality event poster for display in local hotels, restaurants and tourists attractions (to provide tourists with easy access to up-to-date event information); and a direct mailer of an events calendar to past visitors of the City (to promote repeat tourism). "Seed monies" were also provided to the International Film Festival. The purpose of this report is to share with the Council the PCC's recommended strategy for using the 1994/95 Enhanced Promotional Program allocation of $50,000. PCC Review Process Over the past several months the PCC has evaluated a wide variety of ideas from staff, the City's marketing consultant (Barnett, Cox, & Associates), and the community as to how the $50,000 should be spent for 1994/95. Just a few of the ideas reviewed by the PCC include: augmenting the City's existing advertising contract to promote off-season special events; creating an "Info-merical" about San Luis Obispo (modeled after the successful Santa Barbara version); augmenting visitor signage in the City, and providing "seed monies" to encourage the creation of off-season events. The PCC also analyzed the success of the activities that were funded in the first year of the program to determine if any should be continued into the second year. �►► uu�IiIII�I�NIII�III city of San tins osIspo COUNCIL AGENDA REPORT The PCC then met in August to formally act on the Enhanced Promotional Program recommendations that would be forwarded to the City Council for consideration. During this meeting,the PCC was not able to reach agreement on how to spend the entire $50,000. The PCC was able, however, to achieve consensus on how $30,000 should be allocated and in order to address timing concerns, they are forwarding this partial recommendation to the City Council now. The PCC will then return in the near future with a recommendation on how the balance of the funding should be allocated. Decemberfest Proposal Of all the ideas evaluated by the PCC, the group was most impressed with a proposal presented by the Decemberfest Committee to create a city-wide holiday promotion during the second weekend of December(December 8th through the 11th)entitled"Decemberfest: A Holiday Tradition". The Decemberfest Committee is composed of representatives from the business community (e.g., the Business Improvement Association (BIA), the Central Coast Mall, and the Madonna Plaza), tourism community (e.g., the Chamber of Commerce and the Visitor and Conference Bureau), community and arts groups (e.g., the Symphony, Mozart Festival, Children's Museum, Jack House, RSVP, Historical Society, the Arts Council, and many others), the media (e.g., Telegram-Tribune and the New Times), hotel and motel owners, as well as others. As set out in the Decemberfest Committee's proposal (see attachment 1),Decemberfest will consist of a wide variety of holiday oriented events and activities geared to attract residents and tourists to the City. The goal of the event is to keep City residents shopping and recreating in the City; encourage regional residents to shop and recreate in the City; and provide an attraction to encourage more overnight tourism to the City during the holiday season. In short, the Decemberfest Committee wants to create a reason for shoppers and visitors to select San Luis Obispo over the City's retail and tourism competition. The Decemberfest Committee has developed a three year plan for implementing the event. In the first year, the group will focus on creating a more visually appealing holiday atmosphere throughout the entire City and providing a wide variety of holiday oriented events that will encourage people to come to San Luis Obispo. Once this framework is in place, the Committee will use the second year to build on the event by adding more activities and attractions, increasing the participation of the local retail and hospitality industry and securing private and corporate sponsorships. It is the Committee's desire to be self supporting by the third year with a dedicated staff person to coordinate the event. With staffing in place, the Decemberfest Committee will be able to work toward their long term goal of expanding the event throughout the entire month of December. With respect to the first year's activities, the Decemberfest Committee's highest priority will be to create a more visually appealing holiday atmosphere. To accomplish this, garlands and banners will be hung from upper Monterey Street, through the downtown and out to the Madonna Plaza and Central Coast Mall in a single, continuous holiday theme. In o2'oC ����►i uulllllll�pi�� ��1 city of sari vis OBISPO COUNCIL AGENDA REPORT addition, Mission Plaza will be decorated with a 30 foot community Christmas Tree, a carousel, and animated elves and toy solider characters. Finally, merchant windows and motel/hotel lobbies will be decorated in traditional holiday themes. The activities proposed for the first year are designed to appeal to all age groups and range from a Mozart concert to snow day at the Central Coast Mall. Other events include a teddy bear tea at the Jack House, food exhibitions, receptions at hotels and motels, all types of musical entertainment throughout the community, carriage rides, a high tea, a festival of trees, and a gingerbread house display at the Children's Museum. In addition, the Committee will also incorporate the events already scheduled for this weekend into their advertising to provide more options for visitors (e.g., Civic Ballet's performance of the Nutcracker, the Vocal Ensemble's Annual Holiday concerts, etc.). With respect to the budget for the event, the Business Improvement Association has allocated $30,000 toward Decemberfest to fund the holiday decorations for the downtown and Mission Plaza (these monies have been raised through special fund raisers such as the Taste of San Luis and the Silent Auction). In addition, the BIA has donated the time of their'Administrator to coordinate the Decemberfest event during this first year. The Central Coast Mall has committed to decorating the mall area in the Decemberfest theme and has agreed to sponsor several of the events during the four day weekend (Mall representatives are not able to provide dollar figures, but it is estimated that their contribution is in the range of $50,000). Madonna Plaza has augmented their marketing budget by 40% to purchase decorations and fund events. In addition to the "hard dollar" contributions from the downtown and mall area, all types of in-kind contributions will be provided to support the Decemberfest. As an example, the Decemberfest logo design will be donated, the labor to develop the brochure will be donated, the Chamber of Commerce will help to promote the event, and many cultural and arts groups will sponsor events. In total, staff estimates that well over $100,000 will come from local groups and businesses to support the Decemberfest In order to insure the event's success in the first year, however, the Decemberfest Committee has requested the City provide "seed monies" in the amount of $30,000 for the following uses: ■ $9,000 - Events These monies would be allocated to various performing arts groups to offset costs of performing during Decemberfest. The groups tentatively earmarked to receive funding include the Mozart Festival,Pacific Repertory Opera, the County Symphony, the Little Theater, the Historical Society, and the Arts Council. ■ $7,000 - Decorations These monies would be allocated to purchase banners and garland to decorate upper Monterey Street, lower Marsh Street and Madonna Road in the Decemberfest theme. Because the BIA,the Central Coast Mall, Madonna Plaza,and various hotels have already agreed to purchase decorations for their respective areas, these monies �����►�i�i�u►IIIIIIII1P ��l�li city of san L.I s OBISPO wi& COUNCIL AGENDA REPORT will allow. us to create a continuous holiday decoration theme throughout the community during the holiday season. ■ $7,500 - Event Advertising These monies would be used to advertise the event to the City's traditional tourist market in southern California. The City's marketing agency (Barnett, Cox and Associates) would oversee the expenditure of these monies to ensure coordination with the City's existing Advertising Program. ■ $5,000 - Direct Mailer Promotion I Using mailing lists from the Mozart Festival, the County Symphony, and local hotel/motels, these monies would be used to print and mail 10,000 brochures advertising the event locally and throughout the state. By developing a mailing list that uses this combination, we will be able to advertise the event locally as well as to our traditional Southern California tourist market. i ■ $1,500 - Trolley i These monies would be used to provide free Trolley service to the mall areas during the four day event. As proposed, the City would use our back up Trolley to create a "second loop" out to the mall areas during the event. It is the Decemberfest Committee's feeling that the free Trolley service will help to tie the downtown and mall areas together during the event,thereby offering more opportunities to shoppers j and visitors. i PQC RECOMMENDATION j i The PCC is recommending that the City provide the Decemberfest Committee with the $30,000 as requested. I After thoroughly evaluating the event against all the other options presented to the PCC, the group concluded that the Decemberfest represented the best investment in the City's "tourism"future. It is the PCC's opinion that the organizers are enthusiastic and committed; have taken great care with their planning efforts, and have secured the financial and conceptual support of the retail, tourism and arts community. In addition,the Decemberfest Committee has assured the PCC that they view the City's dollars as "seed monies" to get the event "off the ground", and-would not expect to continue to receive this level of funding from the City on an ongoing basis (they may, however, apply for a smaller grant through the City's Grants-In-Aid process until they are self supporting). In summary, it is the PCC's opinion that Decemberfest represents an excellent opportunity to generate more off-season tourism for the City and respond to the increasing retail competition from neighboring communities to the north and south. ����M�► ��11111fIIIP �I�II city of San EUIs OBISpo COUNCIL AGENDA REPORT As mentioned earlier in this report, the PCC also evaluated the success of the 1993/94 Enhanced Promotional Program as part of this process. A detailed explanation of the results of this review will be provided when the PCC returns with a recommendation for using the balance of the Enhanced Promotional Program monies ($20,000). In short, however, the PCC would like to continue the "Get Away Gold Program" for one additional year (at a cost of$3,500 that will be absorbed in the City's existing advertising contract) and continue the calendar of event updates for the event posters (using savings available from the original appropriation for this project). CAO Recommendation The CAO is supportive of the recommendation, provided that the City contribution is limited to one year only (other than what the event may receive through the PCC's annual Grants-In-Aid process). If the event can truly become a yearly self-supporting event that grows over time into a major annual tradition and tourist attraction, then the long-term "return" on the City's investment will be significant. This would not be the case, however, if annual contributions at this level were needed. As conceived in the proposal, the City's contribution is intended to be one time only. And, given the effort's rather unprecedented level of investment by, and collaboration among, a wide cross section of the community, the event appears to have an excellent chance of becoming a long-term success. For these reasons, the CAO is supportive of the PCC's recommendation. FISCAL IMPACT: $50,000 is available in the 1994/95 Financial Plan to fund the PCC's Enhanced Promotional Program. If the Council adopts the PCC's recommendation of providing $30,000 to the Decemberfest Committee, $20,000 will still be available to fund enhancements to the City's Promotional Program. ALTERNATIVES: The Council could choose to provide a lesser level of funding to the Decemberfest Committee. As an example, two members of the PCC, while very supportive of the Decemberfest, felt that $20,000 would be a more appropriate level of funding. The PCC as a whole, however, felt that the $30,000 was necessary to fund a quality event in the first year and insure return visits to the City. Competition from neighboring communities continues to increase at a rapid rate with thousands of retail square footage planned for opening this Holiday Season. The Decemberfest Committee believes that only through fusion marketing can San Luis Obispo continue to compete against the increasingly competitive market. Development of comprehensive, City-wide promotion for the Holiday season is not a new idea. The goal of this plan is to position San Luis Obispo as a shopping/tourist destination through development of cultural, civic, artistic and commercial events. The atmosphere in the City would be that of a "Norman Rockwell" holiday print. The Decemberfest Committee is comprised of the following groups who are supporting the promotion both in concept and financially. The Committee feels that the events and marketing that these funds would support will meet the goals of the PCC. The Committee would also ask that the City supply trolley service between the mall and downtown by utilization of the second trolley during the weekend events. Finally, the Committee would ask for City staff assistance in obtaining all necessary permits and installing decorations as needed. NOTE: The Decemberfest.obtained approval from the PCC at their August 10,1994 meeting. This would be paid for through advertising, however, a discounted advertising rate would be developed to create desire among prospective advertisers. DECEM 3ERFEST: A HOLIDAY TRADITION DECORATION GUIDELINES: Creating an atmosphere that enhances the City and portrays one theme is crucial to the over success of this program. The Committee feels that creating an atmosphere is the element of the program that must come first. Fantastic events will only be enhanced by an ambiance that creates the mood. Along with the guidelines listed below. City promotional funds would be used to purchase garlands, wreaths and banners for the City streets. No funding will be used for common areas or BIA district area. The Committee feels that Madonna Road, Marsh St. at Higuera, and Upper Monterey (past Grand) would the areas decorated by City funding. Attached is a sample of the decorations recommended for purchase. MERCHANT/PARTICIPANT GUIDELINES: White lights only. Light should be used to trim the frame of the building and frame windows. Lights should tightly frame windows, buildings, etc. and not sage or look in disrepair. _. CO DECEMBERFEST : A HOLIDAY TRADITION MANNER PROGRAM Banners will be placed on the City streets at upper Monterey, Higuera to Madonna Road and Madonna Road in front of the malls. The banner style selected by the Decemberfest Committee will be a green background with a white wreath and red ribbon. The word Decemberfest will appear across the bottom. The malls will place the banner in their parking lots using the double wreath banner style. Downtown will purchase the single wreath banner. Both the Chamber's Tourism Council and the Chamber Board of Directors have examined the proposal and feel it would be beneficial to both the retail and tourism industries. The proposal is especially attractive because it seeks to develop an event during the non -peak tourism season and at a time when the city is facing increased competition from newly established retail centers in neighboring cities. The Chamber believes this event, with proper community support, could develop into a significant tourist draw. The Chamber urges the city to support this effort and all other efforts which promote tourism, one of the city's most important industries.
