SUBJECT: Pilot Information Kiosk
RECOMMENDATION: 1) Adopt resolutions of Appreciation thanking Cal Poly
students and others for their work on the information kiosk;
2) Appropriate $2,700 from the General Fund for pilot
information kiosk program to be located at the Library; Direct
staff to return in six months with an evaluation of the program;
3) .Adopt "Info-SLO" as the kiosk's name.
DISCUSSION:
In an effort to provide better information about the City to a wider group of citizens, and
to alleviate the impact of budget reductions impacting the City Information desk, a,pilot
information kiosk project was implemented by the City Clerk's Office. Our goals included:
♦Public access to information at all hours
*Reduced need for public to walk to different departments or buildings
+Provide information to the non-computer-owning public; allow future expansion to
provide connections to networks like SLONet
+Provide ability to place kiosks in malls and other remote locations in the future
The kiosk was developed as a joint project with Cal Poly San Luis Obispo Management
Information Systems Group. Participating City departments selected by the City
Administrative Officer were Community Development.and Police in addition to the City
Clerk Department. The project was directed by Professor Barry Floyd of Cal Poly and City
Clerk Diane Gladwell.
Eight students contributed their skills and expertise in the development of the project, and
the should be commended for their outstanding expertise and volunteer spirit. They are:

In addition, Bob Gladwell donated 50 hours developing the cabinetry for the kiosk. The
kiosk was shown at the Electronic Village Forum, and was favorably received by the public.
A contest was held to name the kiosk, and the winner was Joan McBride with "Info-SLO".
Locally, Santa Maria and Arroyo Grande have requested information and participated in
our meetings to learn more about the project. We have received requests from New
Zealand, Canada, Ohio, and several other cities across the nation about the kiosk project
because of its creative, low-cost development.
If approved, the MIS Steering Committee has recommended the pilot kiosk be located at
the Library. Response cards will be developed to monitor its value to the public. After six
months, the kiosk will be evaluated, and a report returned to Council.
INFORMATION DEVELOPMENT OPTIONS
Since the pilot was developed at very little cost to the City,the scope was purposely limited.
Information developed on the pilot kiosk includes City Council, Board and Commission
information, Bus Routes, Community Development, Police Information and hotel and
restaurant information, which was demonstrated using "counterfeit" businesses for the pilot
project. Other data options that can be added to the kiosk include:
Bus Route enhancement
Job Opportunities
Recreation Classes, Park locations
Fire Department Information
The City has applied for a grant through the National Telecommunications and Information
Infrastructure Assistance Program of the Department of Commerce, which would provide
funding for hardware and software development. The Department of Commerce will
announce the awards in November for this highly competitive grant.
Several hotels, restaurants and real estate owners, as well as the City/County Library have
expressed their interest in becoming involved in the project.. The Chamber of Commerce
has offered to provide their membership data as a base for their information and pursue
utilizing their current contractor to sell and maintain information on the kiosk. While we
support the concept of multi-agency information on the kiosk, we recommend that the
Library, Chamber of Commerce, VCB and Board of Realtors work directly with Cal Poly
to develop their information modules because of government subsidy issues, complexities
of updating data on the terminal, as well as equity issues among the private sector
participants.
Professor Barry Floyd has requested a 17" color monitor (approximately $900) to be loaned
to the Cal Poly computer lab if additional modules are to be developed. They have been

utilizing the City's monitor which will be placed in the kiosk, and have no funds available
to purchase this monitor.
TERMINAL LOCATION OPTIONS
The community has suggested the following public locations:
Airport
Chamber of Commerce
City Hall Lobby
Library
Malls
The MIS Steering Committee has recommended that the kiosk be placed in the City/County
Library during the pilot program; the Library welcomes the opportunity.
It is recommended that we make future kiosks available at the cost of the equipment to
interested parties, with Cal Poly administering the updating of the data.
SUPPORT AND MAINTENANCE ISSUES
The City Clerk's Department has agreed to be responsible for updating their information
and coordinating with the other City Departments; a policy will be developed regarding each
agency's responsibility for periodic updates and quarterly reviews to ensure accuracy of
information.
Hardware support for the kiosk during the pilot program will be provided by the City
Clerk's Department, then escalated to Cal Poly if necessary. Although we do not expect any
expenses during the six-month pilot, software maintenance can be provided by Cal Poly at
their cost of approximately $8.00 an hour, with free development of new or enhanced
modules via their Senior Project program. (Cal Poly has agreed to provide maintenance for
future kiosks located outside of the City Hall.)
CONCURRENCES:
The MIS Steering Committee has reviewed this proposal, and concurs with the
recommendation.
FISCAL IMPACT:
Donation of Labor (estimated): $25,000

Hardware: $1,900
Software: $800
TOTAL: $2,700
The recommended $2,700 should be appropriated from the General Fund Unappropriated
Fund Balance.
Future kiosks are estimated to cost $5,600 because of cabinetry expenses (donated by Bob
Gladwell), and the monitor, which was funded by Information Systems.
It should be noted that the "sunk costs" of the project are very low, because if the kiosk
proves not valuable to the public, the computer can be placed in a City operating
department and fully utilized.
ALTERNATIVES:
1) Purchase additional kiosk terminals at a cost of $5,600.to be located at:
Chamber of Commerce exterior lobby
City Hall Lobby
Airport
Central Coast Plaza
2) Not acquire kiosk, or defer project until completion of the Information Systems Master
Plan.
