Pursuant to the California Public Records Act, Government Code § 7920.000
et seq., I request all records concerning San Luis Obispo Police
Department Officer Church and his involvement with Scott Hochstetter on
July 10, 2024, after the swatting incident near Santa Rosa Street and
Olive Street / Jack in the Box parking lot.
Officer Church took my complaint, police report, and/or notes after the
July 10, 2024 swatting incident. Officer Church was wearing a body-worn
camera during this interaction.
I request:
1. Officer Church’s full name, badge number, rank, assignment, and unit
number on July 10, 2024.
2. All body-worn camera footage, body-worn camera audio, activation
logs, audit logs, metadata, upload records, retention records, and
deletion/purge records for Officer Church on July 10, 2024.
3. All reports, complaint forms, citizen complaint intake records,
police reports, incident reports, supplemental reports, field notes,
officer notes, handwritten notes, memoranda, summaries, or other
writings created by Officer Church concerning Scott Hochstetter on
July 10, 2024.
4. All records showing that Scott Hochstetter appeared at or contacted
San Luis Obispo Police Department on July 10, 2024 after the swatting
incident to file or attempt to file a complaint or report.
5. All lobby video, station video, front desk video, dispatch audio,
phone audio, call logs, visitor logs, records-counter logs, and
station-entry records showing Scott Hochstetter at San Luis Obispo
Police Department on July 10, 2024.
6. All CAD records, dispatch records, call history, unit history, radio
traffic, event chronology, and activity logs identifying Officer
Church’s involvement with Scott Hochstetter on July 10, 2024.
7. All records connecting Officer Church to any of the following:
o SLOPD Incident No. 240710069;
o SLOPD Incident No. 240710089;

o CHP Incident No. 240710SL0110;
o the July 10, 2024 swatting incident;
o the felony stop near Santa Rosa Street and Olive Street;
o the seizure of two Samsung Galaxy S24 Ultra phones;
o Plaintiff’s attempt to file a complaint;
o Plaintiff’s request for a police report.
8. All emails, text messages, internal messages, memoranda, notes, or
communications involving Officer Church that mention or relate to:
o Scott Hochstetter;
o Hochstetter;
o Defender of Ants;
o DOA;
o The Lore of DOA;
o swatting;
o false emergency call;
o machine gun;
o man with a gun;
o CHP;
o California Highway Patrol;
o seized phones;
o Samsung phones;
o complaint;
o police report;
o Scientology;
o July 10, 2024.
9. All records showing whether Officer Church’s body-worn camera footage
was reviewed, tagged, categorized, retained, deleted, purged,
exported, withheld, or produced.
10. If the City contends that no complaint report, police report,
notes, or body-worn camera footage exist for Officer Church’s
interaction with Scott Hochstetter, please identify who searched,
what systems were searched, what search terms were used, when the
search was performed, and the basis for that determination.
Because these records relate to pending or anticipated federal civil-
rights litigation concerning the July 10, 2024 detention of Scott
Hochstetter and seizure of two cellular telephones, please preserve all
responsive records, including body-worn camera footage, metadata, audit
logs, deletion logs, notes, emails, complaint records, lobby video,
station video, and records-request processing materials.
If any records are withheld, please identify each withheld record or
category of records and state the specific statutory exemption relied
upon. Please provide all reasonably segregable non-exempt portions.
Please provide records electronically and on a rolling basis.
