Kenny, Supervising Civil Engineer SUBJECT: New Marsh Street Banner Location CAO RECOMMENDATION: By motion, approve the new banner design and location on Marsh St., at Carmel and authorize the Public Works Director to pursue the installation of necessary poles. DISCUSSION: On May 31, 1994, the City Council adopted a new Banner Policy per Resolution No. 8293 (1994 series). Since the Mission Plaza banner locations were eliminated, other sites were considered. The Council chose Marsh Street, between Carmel and Beach as the best second banner site, but asked staff to return with an exhibit that illustrates the banner at that location. An exhibit has been prepared and will be available in the Council office and at the meeting. (A reduction is attached) This location is near the proposed "gateway arch" structure shown on the "downtown conceptual physical plan" and banners could be incorporated into that future structure. Staff proposes that banners be hung from freestanding poles. The existing PG & E owned street light pole (at the right side of the exhibit) will probably need to be replaced with a stronger pole to provide for the wind loads caused by the banners. Therefore, 2 new City- owned poles (traffic signal poles or similar, one with a street light) will need to be installed at the corners. Staff will pursue the pole installation upon Council approval of the design. The cost of the installations is estimated at between $ 3,000 and $ 5,000. CONCURRENCES: The Community Development Director and Business Improvement Association concur with the recommended action. FISCAL IMPACT: Staff estimates the cost of installing new poles at $ 3,000 to $ 5,000. Funding is available within existing resources. The benefit of replacing the PG & E street light pole would save the City about $ 8.00 per month and would be in accordance with current policy of "City- owned street light poles".
