Special M eeting A genda Promotional Coordinating C ommittee City of San Luis Obispo Wednesday, December 19, 2012 5:30 p.m. Special Meeting Council Hearing Room 990 Palm Street The Goals of the City of San Luis Obispo Promotional Coordinating Committee are to (1) Improve the quality of life available to all residents of and visitors to San Luis Obispo and (2) Promote, in a manner consistent with long-range community goals, the development of San Luis Obispo as a regional and tourist center. SLO HAPPENINGS BROCHURE Verdin Marketing will present the draft brochure and advertising artwork for the committee’s review and feedback. 2. STYLE GUIDE PROPOSAL REVIEW The committee will review the proposals received from the recent RFP for a City Style Guide and Identification Manual. PCC LIAISON REPORTS & COMMUNICATION At this time Committee members make announcements, report on activities, refer to staff issues for study and report back to the Committee at a subsequent meeting. 1. Promotional Coordinating Committee Meeting Minutes Wednesday, November 14, 2012 5:30 pm City Hall - Council Hearing Room CALL TO ORDER: Chair Marco Rizzo PRESENT: Pearce, Yukelson, LeMieux, Cox STAFF PRESENT: Brigitte Elke, Principal Administrative Analyst; Molly Cano, Tourism Manager; Claire Clark, Economic Development Manager PUBLIC COMMENT Ermina Karim from the Chamber of Commerce thanked the PCC commissioners for their input into the Visitor Center development process through response to the survey and participation in the Ad Hoc committee. She announced that construction was underway and that the Chamber is looking toward the future of the Visitor Center plans to not lose the chance for new opportunities and partnerships. Karmin asked to present a partnership for new Visitor Center signage to committee in December. Staff was directed to add the request to the December agenda. CONSENT AGENDA ACTION: Moved by Yukelson /LeMieux to approve the consent agenda as presented. Motion carried 5:0 PRESENTATIONS 1. SHARE SLO Ryan Allshouse of Rosetta Marketing gave an overview of the ShareSLO campaign developed for the TBID and presented the first stage of the program launch. The name of the initial campaign is SLO Speaks and is targeted to find a San Luis Obispo digital Ambassador to develop a social media community and engage that community on all of the features that make San Luis Obispo an attractive place to live/visit. He presented the creative design concept for the web site, contest page and marketing collateral for SLO Speaks. He also discussed the media plan for December pre-launch and January launch. Allshouse also shared that Rosetta is taking on the legal responsibility of temporary employment. DRAFT C1-1 C1 Promotional Coordinating Committee Minutes Page 2 2. DIRECTIONAL SIGNAGE UPDATE Senior Civil Engineer with Public Works, Bridget Fraser presented an update on the way finding program. She reviewed the program components including: signage system, conceptual design, and implementation plan. She reported the accomplishments to-date and shared the next steps for the program including the installation of test signs in December followed by the font readability test. Based on the outcome of those tests, in January or February they will begin the fabrication and installation on a set of prototypes in order to identify modifications needed before the major fabrication and installation project begins in the Spring. The total number of signs fabricated and installed this spring will be subject to available budget. Fraser will submit a Capitol Improvement Project request to fund additional signs in the 2013/2015 Financial Plan. 6:20 pm – Commissioner Yukelson departed the meeting. 3. SUNSET SAVOR THE CENTRAL COAST RESULTS Stacie Jacob and Faith Wells of the SLO County VCB presented the event results from Sunset SAVOR the Central Coast 2012. They reported attendance was up 11% to approximately 10,000 attendees. The event garnered over 300 million media impressions from pre and post coverage and included a media familiarization tour hosting 13 qualified journalist. Jacob presented the overall economic impact for the event at $3.58 million, a 22% increase over 2011. The average length of guest stay was 2.32 days with an average party size of 3.9 persons. Wells presented an overview of the events over the full four days. Moving forward, SAVOR has begun a partnership with the SLO Marathon to explore new event opportunities for a wellness feature in SLO during SAVOR 2013. BUSINESS ITEMS 1. EVENTS PROMOTION UPDATE Commissioner LeMieux provided an update from the October 30, 2012 Events Promotion subcommittee meeting beginning with the request for support for the Concourse d’ Elegance. The event is scheduled from June 7-9, 2013 at the Madonna Meadows. The event is planning to grow in 2013 as it features the Corvette as the marquee car celebrating its 50th anniversary. Both Commissioner Cox and Commissioner Pearce recused themselves from the discussion. Due to lack of quorum Commissioner LeMieux requested that the item be continued in December. 2. SLO HAPPENINGS BROCHURE Megan Rivoire of Verdin Marketing presented the concepts for the new digital brochure to the committee. Rivoire explained that since the brochure is solely digital the role of the cover has changed so maintaining a simple cover and changing the color help distinguish between the brochure issues. Rivoire noted that the event images collected would be used to promote the events on facebook. In addition due to the cost savings from the reduction in creative development, Verdin would be able to produce the brochure quarterly. The committee reviewed the two brochure cover concepts. ACTION: Moved by Cox/LeMieux to use the “twinkle lights” design for the digital brochure cover Motion carried 4:0 ACTION: Moved by Cox/Pearce to revise the contract to reflect a quarterly digital brochure publication from the original bi-annual approval Motion carried 4:0 COMMITTEE COMMUNICATION Commissioner Pearce provided an update on the TBID discussion that morning Lindsey Miller of the SLO Chamber announced that demolition began on the new Visitor Center. Commissioner LeMieux thanked her for the tour. Chair Rizzo asked staff to provide an update on the Tour of California. Staff reported that based on the change from the original request of a race start to a race finish and the related cost increase to four-times the original amount, SLO would not be a host city for the Amgen Tour of California in 2013. The City has communicated to the race organizers that it would be interested in exploring the opportunity in the future with more time for consideration and planning. Wrote Holiday Events release and have been distributing locally as well as to event publications and CA newspapers. Working with Granada Hotel PR team on national pitches. Sent out Granada opening release to media lists including CA newspapers and magazines as well as the State of CA and key online sources. Continue to promote Share SLO, TBID’s new social media campaign. Working on promotion locally and working with the Rosetta team on outreach efforts. We also continued to finalize event listings for the January-March brochure by contacting event organizers and compiling an up-to-date list of events and requesting photos for the publication. Advertising Our advertising campaign continued through the month of November and received the below results: *Online advertising has a national average click thru rate of 0.02% SLO Chamber Kiosk Total pageviews: 2,613 Event section views: 352 The online ads for sanluisobispo.com run every other month, and they were scheduled to run in November, but due to a scheduling error on the Tribune’s end, they did not. We were scheduled to run ads for 62,500 impressions for $500, so we have rolled those advertising dollars into December and we will report on those results next month. Social Media We continue to post upcoming events and information on the Facebook page 3-4 times per week and are continuing to see a good amount of user interaction through likes and comments on our posts, as well as private messages and posts to our wall from others promoting their own events. We gained 463 additional likes during the month of November, which brought our total likes to 5,252. Our average weekly reach, which is the number of unique people who saw any content from our page, was 82,528 in November. ELECTION OF VICE CHAIR Board Chair Pearce announced that there is an opening for the Vice Chair position of the TBID Board due to the resignation of Commissioner Billing. Board Chair Pearce publically thanked Mr. Billing for his service to the TBID through his participation in the board and as a founder. In addition, Board Chair Pearce also thanks Commissioner Ridgeway for her participation as well and announced her resignation from the board. Commissioner Hutton volunteered to serve in the capacity of Vice Chair. ACTION: Moved by Patel/Pearce to nominate Commissioner Hutton to serve as Vice-Chair. MARKETING PARTNERSHIP Board Chair Pearce introduced this item and explained that it arose from the members of the TBID being approached for individual property advertising with Cal Poly Athletics. The board discussed whether this presented a legal contractual conflict with Cal Poly or simply a conflict of the intended purpose. Board Chair Pearce requested that staff review the contract with the City Attorney for legal counsel. Commissioner Hutton suggested surveying the membership for input if determined that there is not a legal conflict with the advertising agreement. Board Chair Pearce requested that this topic be agendized for an update at the December meeting. 3. TRADESHOW DELEGATION The Board discussed the outreach strategy to secure member participation in the upcoming tradeshows. Staff reviewed the committed tradeshows for attendance with the board, presented the lottery process used in the past to determine the delegates. The board recommended the selection of an alternate representative should a last minute cancelation occur within the delegation. ACTION: Moved by Hutton/ Patel to follow the same procedure as used in the previous year. Motion carried 3:0 4. EVENTS PROMOTION UPDATE Commissioner Hutton reviewed the discussion from the October Events Promotion Sub Committee meeting. The items included the sponsorship request from Concourse ‘d Elegance. Commissioner Hutton requested to table this item until December due to lack of quorum. Commissioner Hutton also reviewed the discussion on the development of an RFP process for new event seeking sponsorship. He noted that this would allow the board to know what events are seeking the funding so the board would be able to budget accordingly for the year. Staff clarified that the process would not restrict event sponsorship through the RFP process. Board Chair Pearce requested to continue this discussion to the December meeting. PRESENTATIONS 1. SHARESLO Ryan Allshouse of Rosetta Marketing gave an overview of the ShareSLO campaign developed for the TBID and presented the first stage of the program launch. The name of the initial campaign is SLO Speaks and is targeted to employ a San Luis Obispo digital Ambassador for one year to develop a social media community and engage that community on all of the features that make San Luis Obispo an attractive place to live/visit. He presented the creative design concept for the web site, contest page and marketing collateral for SLO Speaks. He also discussed the media plan for December pre-launch and January launch. Allshouse also shared that Rosetta is taking on the legal responsibility of temporary employment. LRC2 LRC2-2 Tourism Board Improvement District Minutes Page 3 2. SAVOR THE CENTRAL COAST Stacie Jacob and Faith Wells of the SLO County VCB presented the event results from Sunset SAVOR the Central Coast 2012. They reported attendance was up 11% to approximately 10,000 attendees. The event garnered over 300 million media impressions from pre and post coverage and included a media familiarization tour hosting 13 qualified journalist. Jacob presented the overall economic impact for the event was $3.58 million, at 22% increase over 2011. The average length of guest stay was 2.32 days with an average party size of 3.9 persons. Wells presented an overview of the events over the full four days. Moving forward, SAVOR has begun a partnership with the SLO Marathon for 2013 and would like to explore new event opportunities for a wellness feature in SLO during SAVOR 2013 with the TBID. COMMITTEE COMMUNICATION Board Chair Pearce reported the opening of Granada Hotel. Board Chair Pearce provided an overview on the topics before the PCC in November and recapped the October meeting items. Board Chair Pearce asked staff to report on the Tour of California update. Staff reported that based on the change from the original request of a race start to a race finish and the related cost increase to four-times the original amount, SLO would not be a host city for the Amgen Tour of California in 2013. The City has communicated to the race organizers that it would be interested in exploring the opportunity in the future with more time for consideration and planning. Board Chair Pearce requested that the board discuss the consideration of reducing the board size from seven to five members during the December meeting. Commissioner Patel requested staff survey TBID membership on this consideration prior to the December meeting. Meeting adjourned at 11:37 am LRC2 LRC2-3
