SUBJECT: Morros Plan Advisory Committee
CAO RECOMMENDATION
By Motion:
1) Appoint the Parks & Recreation Director to serve as the City
representative on the Morros Plan Advisory Committee.
2) Actively encourage citizens within the community to apply for positions
on the committee.
DISCUSSION
The County of San Luis Obispo Parks & Recreation Commission is now accepting
applications for the Morros Advisory Committee (Attachment A). The committee will
be responsible for determining Morros protection mechanism and the content of the
draft Morros Plan.
The committee will consist of a cross section of representation: Public land owners,
private land owners, agricultural organizations, environmental groups, business
organizations, at large members and a city representative from Morro Bay and San
Luis Obispo (Attachment B).
The project manager has requested that a staff member be appointed as City
representative (Attachment C). A staff member would have knowledge of City budget
and operational matters, which is important in preparing the Morros Plan.
If authorized to apply, the Parks & Recreation Director will be charged with
representing the City's position on the Morros Plan by seeking direction from City
Council on a regular basis. The Morros Advisory Committee represents an opportunity
for the Parks & Recreation Director to meet and interact with many individuals
involved in the City's open space and green belt areas.
As the Morros Advisory Committee will consist of 12-18 members it is important that
the City be well represented. It is appropriate that residents be encouraged to apply
for positions, such as the representatives from business or environmental groups.
With Council's authorization, I will contact the project manager and inform him of your
concern that the City be properly represented on the committee.

RE: The City's Morros Plan Contribution & The City's Advisory Committee Appointment
In July the Draft Morros Work Program was reviewed by the County's Park and Recreation Commission
(PARC). Based on PARC and community comments a Final Morros Work Program has been completed (see
attached) and County Parks will now start advisory committee appointments and the research phase of the
project. Your contribution would be appreciated to help fund this phase of the project. Checks should be
made out to the County of San Luis Obispo and sent to the attention of Tim Gallagher, Parks Manager. If
possible, please provide your contribution by the end of September. As indicated in the Work Program, the
City's contribution will be used in fiscal 1994-1995 as part of the Morros' research and mapping phase.
In addition, Parks is now accepting applications for the Morros Advisory Committee. A space.has been
reserved on the Committee for the City of San Luis Obispo. Please have the City's representative fill out the
attached application. The application must be submitted by Thursday, October 20, 1994, 5:00 pm.
Applications should be mailed or hand delivered to: Attn: J. Di Leo, County of San Luis Obispo, County
Parks, County Government Center, Room 460, San Luis Obispo, CA 93408.
The County's Park and Recreation Commission (PARC) will appoint the Morros Advisory Committee (MAC)
on November 17, 1994. Persons interested in serving on the MAC are encouraged to attend this meeting.
Each applicant will be allowed three to five minutes to present information to the PARC. The PARC meeting
will start at 6:00 pm, and is schedule at the San Luis Obispo Veteran's Hall, 801 Grand Avenue, San Luis
Obispo, CA. Persons submitting an Advisory Committee application will be noticed of this meeting.
To help you fill out the application a map of the study area is enclosed as well as a list of common questions.
The Common Questions sheet clarifies the Advisory Committee's role and responsibilities as well as the
Morros Plan process. If you know of someone that may be interested in being on the Advisory Committee
but may not have received an application please notify me and I will send that person an application packet.

City representatives on the Morros Advisory Committee are intended to represent that individual city.
They would provide input regarding consistency with City policy, goals, etc. For example, as policy
is being developed by the Advisory Committee, the City representative would provide input regarding
the City's existing trails, policies regarding open space, etc. to guarantee that the final Morros Plan
is consistent with City guidelines/policies. The Advisory Committee is a combination of citizens and
government representatives. Citizens include at large representatives; property owners; and persons
from an agricultural organization, an environmental organization, and business. Government
representatives include persons from the County's Park and Recreation Commission and Planning
Commission, and city representatives.
