SUBJECT: Priorities for Use of Sinsheimer Park Facilities - SLO Baseball Stadium,
SLO Swim Center, Sinsheimer Softball Field, Sinsheimer Tennis Courts
CAO RECOMMENDATION
By Motion, approve revised Priorities for Use of Sinsheimer Park Facilities. Direct City Clerk
to forward approved priorities to San Luis Coastal Unified School District Board of Trustees
for concurrence.
DISCUSSION
Annually, the Advisory Committee on Joint Recreational Use of School District Property
reviews the priorities for use of Sinsheimer Park facilities - SLO Baseball Stadium, SLO Swim
Center, Sinsheimer Softball Field, and Sinsheimer Tennis Courts. As agreed upon in 1991,
priorities would be automatically renewed each year if no changes are made.
In January, 1994, the Joint Use Committee took upon the task of doing a comprehensive
review for each facility at the park. Final approval by the Committee was granted in August
1994.
Changes to the priorities from the 1991 version are minimal. Clarification of the SLO Swim
Center users was made to reduce problems between City, School District, and the Seahawks
Swim Club. Tennis court priorities were amended to allow the SLO Parks & Recreation
Department to give user approvals under routine circumstances rather than having all tennis
court reservations addressed by the Joint Use Committee.
Upon acceptance of the revised Priorities by the City Council, a copy of the Council's action
should be forwarded to the San Luis Coastal Unified School District Board of Trustees for
concurrence.

PRIORITIES FOR USE OF THE SAN LUIS BASEBALL STADIUM
LOCATED IN SINSHEIMER PARK
RESPONSIBILITY FOR SCHEDULING
All scheduling will be the responsibility of the Parks and
Recreation Department following the priorities developed by the
Advisory Committee on Joint Recreational Use of School District
Property.
PRIORITIES FOR USE
1 . Special games and tournaments
(a) Youth groups sponsored (Babe Ruth - 1st priority) -
(b) San Luis Coastal Unified School District (SLCUSD)

NOTES :
* Practices will be limited to game situation sessions . Workouts
should be scheduled at other facilities .
* Night "Practice games" will be charged for lights as though they
were regular games.
* All practices must be cleared through the Parks and Recreation
Department and scheduled as in regular games .
* User organizations will be responsible for field maintenance
and/or charged in accordance with fee schedule as in regular
games.

set forth by the Parks and Recreation Department in order to
maintain this facility in the best possible condition. Disregard
for rules concerning use of the facility will constitute grounds

This list of priorities shall be in effect until August 1, 1995 .
These priorities shall be reviewed annually by the Advisory
Committee on Joint Recreational Use of School District Property and
if changed submitted to the San Luis City Council and San Luis
Coastal Unified Board of Education for approval .

LOCATED IN SINSHEIMER PARR
RESPONSIBILITY FOR SCHEDULING
All scheduling will be the responsibility of the Parks and
Recreation Department following the priorities developed by the
Advisory Committee on Joint Recreational Use of School District
Property.
PRIORITIES FOR USE
1 . Parks and Recreation Department Use, including City
sponsored youth swimming club (s) (see note below)
(a) Special meets and events
(b) Regular class instruction and public swimming
programs
(c) Other Parks and Recreation Department sponsored
events
2 . San Luis Coastal Unified School District
(SLCUSD) sponsored events
3 . Other school district meets
4 . Regular youth group use (other than Parks & Rec Dept

NOTE: Meets or other aquatic special events that may produce
revenue for the City' s pool will take preference over practices or
non-revenue ,producing activities . The Parks and Recreation
Department will determine when scheduling such activities in the
best interest of the City. Parks and Recreation Department co-
sponsored swim clubs shall have entered into a written agreement
with the City to qualify for Priority #1.

TENNIS COURTS
RESPONSIBILITY OF SCHEDULING
All Scheduling will be the responsibility of the Parks and
Recreation Department following the priorities developed by the
Advisory Committee on Joint Recreational Use of School District
Property.
PRIORITIES FOR USE OF THE COURTS
1 . Parks and Recreation Department use (see note below)
(a) Special tournaments
(b) Regular lessons and practices (see note below)
2 . Public recreational use (see note below)
3 . San Luis Coastal Unified School District (SLCUSD) use
(see note below)
(a) Special tournaments, CIF matches etc
(b) Regular league play
4 . All other groups (see note below)

CONDITIONS CONCERNING PRIORITIES
Priority #1 : Department Sponsored Lessons - No more than three (3)
courts will be scheduled on any given day or any given hour of a
day. Department Sponsored and Co-sponsored Tournaments - Courts as
necessary.
Priority #2 : Recreational Tennis Play - On any given day or at any
given hour, other than Department' s Tournament days, there shall be
a minimum of two (2) courts available for recreational play.
Recreational play will comprise the prime use of all courts when
not scheduled by the Parks and Recreation Department for lessons or
tournaments .

Priority #3 : SLCUSD Tournament or Championship Matches - Requests
for use of Sinsheimer Courts for this priority must be forwarded to
Parks and Recreation Department for consideration as soon as local
team is notified that they will be a part of such competition.
SLCUSD team must take part in such a tournament or championship in
order to qualify for this priority. SLCUSD League Play - No more
than four (4) courts will be scheduled on any given day or hour for
this priority. School schedules must be submitted to the Parks and
Recreation Department one month prior to first league game .
Priority #4 : Other tournaments or events - Requests must be made
directly to the Advisory Committee on Joint Recreational Use of
School District Property at least 30 days prior to the start of the
event .
All uses must be made directly to the Parks & Recreation Dept . at
least 30 days prior to the start of the event . The Advisory
Committee on Joint Recreational Use of School District Property
will make decisions for any request not specified above.
