Request for Proposals to conduct Sanitary Surveys of the Salinas, Whale Rock, and Chorro
Valley watersheds.
CAO RECOMMENDATION:
By motion, approve Request for Proposals (RFP) for the performance of a Sanitary Survey of
the Whale Rock Reservoir watershed, the Salinas Reservoir watershed, and the Chorro Valley
watershed, and direct staff to proceed with the issuance of the RFP and evaluation of submitted
proposals, acting as lead agency. Authorize staff to negotiate and the CAO to execute the
agreements with the selected consultant, with the Atascadero Mutual Water Company, and with
the California Men's Colony, who will be participating financially, providing that the City's
costs for this work are within the engineer's estimate.
BACKGROUND:
Article 7 of the Surface Water Treatment Regulation outlines the requirements for watershed
sanitary surveys. Section 64665(a) of the SWTR mandates that all water suppliers shall
complete a sanitary survey of each supply watershed at least every five years. The first survey
must be completed by January 1, 1996. The surveys are to be submitted to and certified by the
State of California Department of Health Services (DHS).
The Sanitary Survey reports will include information about the physical and hydrogeological
properties of the watershed, source water quality monitoring data, activities and sources of
contamination, watershed control and management practices, and any significant changes that
have occurred since the last survey which could affect the quality of the source water. A guide
for conducting Sanitary Surveys has been produced by the American Water Works Association
(AWWA) in conjunction with DHS. This guide will be used by the selected consultant to
produce the required documents.
DISCUSSION:
Since the Salinas Reservoir watershed also affects the water system of the Atascadero Mutual
Water Company, a cooperative approach to the Sanitary Survey requirement will easily be the
most economical. The Atascadero Mutual Water Company has agreed, at the staff level, to
participate in this project.
California Men's Colony is required to prepare a Sanitary Survey of the Chorro Valley
watershed. As a member of the Whale Rock Commission, CMC desires to have the Sanitary

Survey prepared under the City's consultant contract. The RFP has been developed with
assistance from Atascadero and CMC, and their comments have been incorporated. The
Atascadero Mutual Water Company and California Men's Colony have approved the issuance
of the Sanitary Survey RFP.
Once approved by Council, the RFP will be issued and proposals received. The proposals will
be reviewed by a panel consisting of representatives from each of the participating agencies.
Following the selection of a consultant, San Luis Obispo and Atascadero will execute an
agreement with the consultant to conduct the Sanitary Surveys.
Agreements defining the relationships between the City and the other agencies have been
prepared and are attached. According to these agreements, the City and AMWC will share in
the cost of the Salinas Reservoir watershed sanitary survey. Since the Whale Rock Reservoir
watershed is shared by the members of the Whale Rock Commission, the cost of the sanitary
survey for this watershed will be paid out of the Whale Rock Fund. The cost of the Chorro
Valley sanitary survey will be paid out of the Whale Rock Fund, and that amount reimbursed
entirely from CMC.
RSCAL IMPACT:
The engineer's estimate for the City's prorata share in the costs of these sanitary surveys is
$30,000 for the Salinas Reservoir (Water fund) and $30,000 for Whale Rock Reservoir (Whale
Rock Fund). Funding for this project is identified on page D-14 of the 1993-95 Financial
Plan Supplement - Approved 1994-95 Budget, dated July 1, 1994. The cost of the Chorro
Valley sanitary survey will be paid out of the Whale Rock Fund and each payment will be
reimbursed by California Men's Colony within thirty days from the date each pay estimate is
received by CMC.
