SUBJECT: California Men's Colony (CMC) Update
General information that may be of interest to the City Council:
• Due to a statewide policy, many inmate "lifers" have been relocated to other prisons,
and many prisoners needing drug rehabilitation have been moved to the CMC. The
implication of this action is that there is less stability in the prison population and
more possibility of violence.
• CMC being one of the top prisons in the state system has a better quality of inmate
than other prisons. They are also easier to control since they don't want to lose
privileges or be transferred to another prison.
Average age of inmates at the CMC is 31 years.
There is a great increase in the use of"speed" and "meth'drugs. The prison adminis-
tration spends a great deal of effort in trying to control the drugs coming in and
being used in the prison.
80% of the inmate population at CMC is due to some connection with drugs.
• Parole violators are being returned to prison at approximately a 50%rate as opposed
to a previous 38% figure.
If the "three strikes" law is approved there will be a huge influx in prison population.
If new prisons are not built in the very near future, there will be a great inmate
increase, including at the CMC. The current population is 6,500 and is quite likely
to go to 8,000 under these circumstances.
