Dear Mr. Sanville:
Caltrans District 5 staff has reviewed the above-referenced
document. The following comments were generated as a result of
the review:
a. (Reference Page 37) - Funding for the closure of ramps
should be the City of San Luis Obispo's responsibility
since the City insisted that they be built.
b. (Reference Page 38, Prado Road Interchange) - Shouldn't
this say SLOCOG funding instead of "federal funding" ?
C. (Reference Figure 21 Street Classification Map) -The
document's map is not consistent with the terminology
used in the latest Functional classification Maps
adopted by FHWA. If the City intends to seek federal
funds for any of the improvements listed in this
document, the Functional classification of roads and
State Highways should be consistent with FHWA
terminology.
d. The Major Investment Study (MIS) for State Highway lol
was apparently not mentioned in this document. Please
be aware that Rorve Engineering of Oakland, California
has been selected as the consultant to perform this
study. The contact is Mr. Brent D. Ogden who can be
reached at (510) 763-2929.
e. (Reference Page 24, 7.5) - Caltrans believes that this
stated position could pose a problem. The statement
effectively makes suspect any widening of State
Highways . that may be necessary for reasons such as
safety.

RE: Circulation Clement
In an effort to calm traffic. the Planning Commission and City staff have
recommended closing north on- and south off-ramps Broad and Osos
I streets at Highway 101. The BIA Board of Directors agrees this would
help reduce by-pass congestion.
We also support the City's effort to aid visual enhancements on Highway
101. We would like to encourage you when working with Cal Trans to
implement these plans and ask that you negotiate directional signage
from Highway 101 to the downtown business district. It is a constant
source of amazement that the City of San Luis Obispo has no such
signange from Highway 101.
We would also like to ask that a mid block cross walk at Marsh street
(from the Downtown Centre Cinemas to the parking structure) be
evaluated. We feel that this is a tremendous need in the downtown due
to the natural pedestrian path. We would appreciate input on the
project being completed in stages with temporary measures occurring
immediately. As Marsh street is re-surfaced, we would ask consideration

of this project becoming a bulb out similar to Higuera.
Finally, with the proposed changes to Garden Street between Higuera
and Marsh, we would like to see the addition of bulb-outs at the Marsh
and Higucra intersections to allow pedestrian passage safely. We feel the
bulb outs would greatly added to the traffic calming desired in the
downtown.

Dear Mayor and City Council Members:
The San Luis Obispo Chamber of Commerce offers its comments for the October 11
hearing on the Draft Circulation Element. Specifically, the Chamber's
recommendations refer to the sections of the document on Street Standards,
Neighborhood Traffic Management, and Street Network Changes. First, the Chamber
offers general suggestions relating to street networks, and parking-in-lieu fees,
followed by more specific recommendations on individual circulation policies.
Regarding street networks, the Chamber urges your efforts to improve the City's street
network while also calming the traffic in neighborhoods. To facilitate traffic flow, the
Chamber supports street extensions at specific locations such as Bishop Street,
Sacramento Avenue, and Santa Fe Road. Street extensions should be contingent upon
neighborhoods already having traffic calming measures in place prior to the street
extension. Consideration should be given to alleviating high volume traffic on a few
neighborhood streets and spreading out the volume over more streets. The ultimate
goal should be to access neighborhoods from different points rather than a single access
point.
The Chamber also suggests alternatives to parking-in-lieu fees such as an ability to pay
transit-in-lieu fees. This could include TMA memberships, transit passes,trip
reduction management plans, or other transportation plans.

Comment: In keeping with the recommendation of the City's
Economic Strategy Task Force, the Chamber recommends that the
City accept LOS E during peak periods. Additionally, a major
percentage of road improvement funds need to be:directed toward
transit systems in order to provide viable alternatives to the single
occupancy vehicle.

Neighborhood Traffic Management
p. 22 6.3 Comment: The Chamber agrees with the EQTF recommendation on
Neighborhood Traffic Management.
Traffic Flow
p. 23 7.1A Recommendation: Delete "A" and move "B" into top priority position
and "C" into second priority position.
Rationale: The City already has growth management in place within
our recently adopted Land Use Element. Growth management policy
will not solve the problems of traffic congestion. Growth
management policy will not affect the habits resident generated trips.
In addition, growth management does not address the externally
generated trips. For such trips, transit alternatives must be offered
on a regional basis.
p. 25 7.5 Recommendation: The Chamber requests that you make this policy
consistent with your earlier decision on transportation goals
regarding meeting state and federal health and air quality standards.
7.6 Comment: See the Chamber's recommendation for Policy 7.5 above.
The EQTF recommended program would increase growth outside the
city which would be counterproductive to efforts of decreasing
congestion and overall air quality.
Street Network Changes
p. 25 8.1 Recommendation: Revise the Policy to read:
Large or cumulatively significant development will be allowed only with
comprehensive transportation programs which facilitate modal shift.
The San Luis Obispo Chamber of Commerce supports a street network system
which facilitates the use of alternative transportation. In Council's efforts to
provide an accessible community that also fosters clean air and congestion
management goals, the Chamber urges your consideration of our
recommendations.

Dear Mayor Pinard and Council I:embers:
All of you have been most helpful in your support of the
preservation of residential neighborhoods and your encouragement
of the Chorro area is much appreciated.
Although I will not be able to attend your meeting, on the u' "
element, I would like to urge major attention
to the items which influence the quality of life in this part
of. our community.
As you know, statistics show a much heavier load of traffic
on Chorro than it is supposed to carry.This makes it very
difficult for those on its side streets to safely turn onto
Chorro, in addition to creating great problems of noise for
the residents of that street.
Closely related to the amount of traffic is the speed. Cars
using Chorro as a route between Foothill and downtown routinely
exceed. the posted 30-mile limit. For this type of neighborhood
street, 25 ;could be a more reasonable cap.
City policy encourages us to walk or bike rather than driving,
but the speed and the volume of traffic make it much less
attractive an option. It is difficult to cross Chorro at
present (on foot) with any feeling of security.
Your efforts , and those of City staff, to move toward some
forms of traffic calming will be a big help. One of the benefits
of living in a small city is the opportunity to be heard when ._
problems arise. Both the staff and the elected officials have
made our neighborhood efforts productive. Many thanks for all
that. Now, if you can continue by supporting those parts of
the transportation element that apply, we may be able to restore
one of our town' s most appealing areas .

SUBJECT: Suggested street beautification objective to be included in
the draft Circulation Element.
In response to a request by Mayor Pinard, the staff has drafted the following Circulation
Element objective for Council consideration. Staff recommends that this objective be included
on page 9 of the Circulation Element.
Establish and maintain beautiful and livable street corridors. The City will:
20. Pursue changes to existing corridors and support the design of new corridors that
create safe, attractive, and useful environments for residents,patrons of adjoining
land uses and the traveling public.
This new objective is supported by policy 8.5 (page 25) and programs 8.11 (page 26) and 14.10
(page 38) as recommended by the Planning Commission.
