SUBJECT: CITY CONTRACTORS
I would like to raise an issue with the Council with regard to accountability.
We award many contracts in any given year and it concerns me that we may not have a
process for evaluating how much the contractor actually costs us. We have the provision for
awarding contracts to the "lowest responsible bidder." While "lowest" is easy to define, the
word "responsible" raises a lot of questions. How do we document the costs the City has
had to incur as a result of, perhaps, poor performance or inadequate performance on the
part of any particular contractor? Do we chart the total costs and and keep track of those
contractors to whom we award a low bid only to "add on" more after the award? Shouldn't
we know that and ask City staff to look at this and give us some suggestions as to how we
can best begin to develop a criteria for the word "responsible" bidder? Listing past
expenditures, in this context,will certainly give us an initial profile to see if there is, indeed,
a problem.
This issue has been raised by some contractors who believe that they have seen the City give
contracts to the '7owest" bidder who, in the end, is paid more than their competitors bid in
the first place, and I believe that they are raising a valid issue.
