FROM: Ken Schwartz, Jack House Committee Chair Prepared by: Paul LeSage, Parks & Recreation Director SUBJECT: Jack House Committee CAO RECOMMENDATION By motion adopt a resolution changing the disposition of revenue from activities associated with the Jack House and redefining the roll of the committee in operational & capital budgetary matters. DISCUSSION. Since the inception of the Jack House Committee, all fees for grounds and equipment rental have been deposited into a Jack House fund for disposition by the Jack House Committee. This is an unusual practice in the scheme of the City's financial policies, as most revenues derived from facility and equipment rentals are credited to the General Fund to help offset the costs of maintaining the facilities and equipment. To make Jack House financial operations consistent with the City's financial policy this resolution has been prepared for consideration by City Council. The result of adoption will be: - Fees collected from grounds rentals will be deposited to the General Fund to offset facility operating expenses. - Revenues from docent activity and donations will be deposited to the Jack House Fund. - Revenues in the fund as of January 1, 1995 shall remain. - Jack House & garden improvements will be considered as part of the Capital Improvement Program process. - All CIP projects will be reviewed and approved by the Jack House Committee - The Jack House Committee will review and comment on those portions of departmental operating budgets that impact the house & gardens. - The Jack House Committee will forward recommendations for changes to operating and CIP budgets that the committee believes have an impact on the operation of the Jack House. These recommendations were carefully studied by the Jack House Committee in consultation with City staff. Ken Schwartz, Committee Chair, prepared the resolution. The Jack House Committee approved the resolution on October 12th with a unanimous 6-0 vote (committee member Strong was absent). CONCURRENCES Staff concurs with the recommendation of the Jack House Committee that the Council adopt this resolution. 4- i����� l�lllll�Ip ►�d�U city of san Luis oBispo Sia; COUNCIL AGENDA REPORT FISCAL IMPACT - Revenue - Rental revenue from the Jack House is 518,000420,000 annually. This will be a net increase to the General Fund. - Capital Expenditures for the Jack House will be determined during the 1995-97 budget review process. ATTACHMENTS Resolution RESOLUTION NO. (1994 Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS OBISPO CHANGING THE DISPOSITION OF REVENUES GENERATED BY THE JACK HOUSE AND GARDEN WHEREAS the Jack House Committee has enjoyed a unique position amongst City Advisory Bodies in the collection of and disposition of funds for the improvement of the Jack House and Gardens by means of the "Jack House Fund"; and WHEREAS the Jack House Fund has not been used as a source for the Parks and Recreation Department and the Public Works Department to recover their costs administering and maintaining the Jack House and Gardens; and WHEREAS the Jack House Committee has held meetings with the Director of Parks and Recreation, the Director of Public Works, and the Director of Finance to more completely understand the City's financial policy; and WHEREAS the Jack House Committee has been assured that changing its revenue accounting procedures will work to no disadvantage for the orderly administration and maintenance of and improvements to the Jack House and Gardens and will assist the supporting departments to more accurately portray their revenue sources and expenditures; NOW, THEREFORE, BE IT RESOLVED .THAT: 1 . Fees collected from rental of grounds and garden furniture are to be deposited into the City's General Fund to offset facility operating expenses, effective January 1, 1995. 2. Revenues generated from tours, gift shop, fund raisers, donations and other house and garden related income shall continue to be deposited to the Jack House Fund for use on the authorization of the Jack House Committee by majority vote. 3. Those revenues in the Jack House Fund on January 1, 1995 shall remain in the Jack House Fund, regardless of source. 4. Jack House and Garden improvements will be funded primarily through the City's Capital Improvements Program. The Jack House Committee may provide full or partial funding of any CIP projects it deems worthy. 5. All capital improvement projects will be approved by the Jack House Committee by majority vote before being submitted for inclusion in the CIP. 6. The Jack House Committee will review and comment on those portions of the operating budgets of the Parks and Recreation Department and the Public Works Department that directly impact the operations of the Jack House and Garden. 7. The Jack House Committee will forward advisory recommendations to the City Council for changes or additions to CIP projects and/or the Parks and Recreation operating budget that the Jack House Committee believes have a direct impact upon the function and operation of the Jack House.
