Statler, Director of Finance Prepared by: Lori Atwater, Information Systems Coordinator f4a___� Sue Baasch, Utilities Administrative Analyst-J j SUBJECT: WIDE AREA NETWORK - ADDITION OF WATER RECLAMATION FACILITY CAO RECOMMENDATION ■ Approve addition of the Water Reclamation Facility to the City Wide Area Network at an installation cost of $27,118.17. ■ Amend .agreement with Accelerated Technologies to provide installation and the maintenance of network infrastructure at the Water Reclamation Facility. DISCUSSION Approval of these requests would authorize the work necessary to connect the Water Reclamation Facility (WRF) to the City's Wide Area Network (WAN). The three components of this project are: ■ WAN connection to WRF administration building ■ WAN connection to the telemetry technician's shop ■ WAN connection to operations building Background On October 21, 1993, the City received competitive bids for the installation and maintenance of a City wide area network. Accelerated Technologies of Bakersfield, California, was awarded the WAN installation contract and a.four year maintenance contract based on the breadth of their technical expertise, recommended communications systems solution, experience, and price. The WAN project was successfully completed on March 17, 1994. At this time, the City has a highly reliable WAN connecting the following locations: ■ City Hall ■ Corporation Yard ■ 955 Morro ■ Parks & Recreation Administrative Offices ■ Police Station ■ Fire Station Headquarters ■ Parking Administrative Offices Accelerated Technologies coordinated with Information Systems, other City staff, Sonic Cable, and Pacific Bell to install connections between these sites using T-1 lease line and fiber optic technologies creating an integrated system. Due to budget constraints and major construction work in progress, connections to the water reclamation facility and other sites in the original workscope were not included. Because of the WAN's integrated nature and related need to establish single-vendor responsibility for its maintenance and support, Accelerated Technologies has previously been selected as the sole vendor to make modifications to the WAN, assuming that their proposed cost is reasonable, during the term of their four year WAN maintenance agreement. Information Systems secures reasonable quotes from Accelerated Technologies, oversees the proposed project, and modifies the existing contract to ensure that new work is. included in its scope. This approach is intended to guarantee the wide area network's reliability and prevent the development of network growth in a "piecemeal" fashion. Water Reclamation Facilities. During the replacement and upgrade of the Corporation Yard local area network (LAN) in October of 1992, fiber optic cable was installed to the waste water operations building in anticipation that the Water Reclamation Facility (WRF) would be included in the future wide area network. This project was not part of the previous wide area network project completed in March of 1994 because staff wanted to complete and pay for all contracted construction work at the WRF before entering into this project. Unit 3 and 4 improvements are now complete at the facility. The WRF administration building uses city standard ethernet cabling at each of six computers to share printing, however, there is currently no network capability at this site. Existing conduit has been identified for the remaining 1500 feet from the WRF operation building to the WRF administration building. The proposal includes additional fiber optic cable to connect the telemetry shop in the center of the plant site. Staff in Information Systems and Utilities identified the requirements to connect staff at the WRF buildings, which includes staff at the WRF administration and operations buildings and the telemetry shop, with the City wide area network. Accelerated Technologies submitted a proposal which was reviewed and accepted by the Information Systems Coordinator and Utilities staff. CONCURRENCES The Utilities Department, MIS Steering Committee and CIP Review Committee concur with this recommendation. FISCAL RAPACT The total cost for this project is $27,118.17, summarized as follows: 1. WAN connection to WRF admin bldg $19,474.23 2. WAN connection to telemetry technician's shop 6,417.24 3. Sewer Fund ■ Connection to WRF admin building ■ Prorata share of telemetry connection ■ Link with WRF operations building Source: 94/95 Wastewater Division Manager salary savings 21.908.17 Total $27,118.17 Increased WAN maintenance costs will be funded by Utilities through June of 1995 and there will be minimal impacts on Information Systems staff resources to connect this site. ATI'ACEM4ENT Agreement with Accelerated Technologies to install and maintain the addition of the water reclamation facility to the City's wide area network ON FILE IN THE COUNCIL OFFICE Proposal from Accelerated Technologies AGREEMENT THIS AGREEMENT is made and entered into in the City of San Luis Obispo on this _day of by and between the CITY OF SAN LUIS OBISPO, a municipal corporation, hereinafter referred to as City, and ACCELERATED TECHNOLOGIES, hereinafter referred to as Contractor. WITNESSETH: WHEREAS, in accordance with the City's strategy to establish single-vendor responsibility for modification, maintenance, and support of its wide area network, the City requested a proposal from Contractor for the addition of fiber optic links to the Water Reclamation Facility administration building and telemetry office. WHEREAS, pursuant to said request, Contractor submitted a proposal which was accepted by City for said project. NOW THEREFORE, in consideration of their mutual promises, obligations, and covenants hereinafter contained, the parties hereto agree as follows: 1. AMEND EXISTING AGREEMENT. The scope of this project shall be included under the existing city wide area network agreement dated March 8, 1994 and shall remain in effect during the duration of the four year, wide area network maintenance agreement with Contractor. 2. INCORPORATION BY REFERENCE. The wide area network installation and maintenance agreement dated March 8, 1994, Contractor's proposal dated August 15, 1994, Contractor's proposal addendum dated August 23, 1994, City Specification No. 93-45 as amended on October 7, 1993 and October 19, 1993, Contractor's proposal dated October 21, 1993, and Contractor's proposal addendum dated January 4, 1994 are hereby incorporated in and made a part of this Agreement. All conditions and obligations incorporated in the original agreement are binding upon the parties hereto. 3. AUTHORITY TO EXECUTE AGREEMENT. Both City and Contractor do covenant that each individual executing this agreement on behalf of each party is a person duly authorized and empowered to execute Agreements for such party. IN WITNESS WHEREOF, the parties hereto have caused this instrument to be executed the day and year fust above written.
