Hello Rebecca – Below is an update regarding the Impact Fee Study data requests.
As of this week all departments have provided DTA with initial inventory spreadsheets.
DTA has followed up with additional requests as detailed below:
Department Additional Requests
Transportation For TIF areas, provide either boundary map or list of APNs for
each area. Luke has spoken with Leni and they decided that
GIS Mapping for each area will be sufficient.
Current TIF Project List. Luke is in process of finalizing.
P&R List of any new parks next 5 years. Brendan is currently
working on this request.
Brendan needs DTA help with cost of assets
Police DTA believes there is substantial additional inventory that
should be added to Police Inventory spreadsheet. DTA
provided list of equipment which can be included in the fee
calculations. Melissa is reviewing and will provide updated
spreadsheet.
Fire Spreadsheet provided to DTA has incorrect formulas in cost
fields that need to be removed. Nicole is working on updating
spreadsheet and confirming the costs listed in column K.
DTA needs the year for which the inventory was purchased in
order to use CPI to escalate to todays value.
Nicole questioned column K and if should be RCN or current
2023 value.
CDD Permit data provide to include square footages and unit count
for MFR. Brent working with Neema to revise report, only
changes to # of units for each permit is still needed. Should
be available by Monday.

This is what I was wanting to calculate. Depending on the square footage of the home, they pay around $300 for a
larger benefit and a reimbursement of $1400 to $2100.
Can you look at sheet 2 and populate what you records show for each annual CPI and CCI increase within the yellow
highlights? The increases in red I assumed were CPI, but now I am not sure. I am developing a quick model to see if I
can forecast what the pay out is at the end of the project or at the end of 10-years.

Here's the building and fire departments fee restructuring:
Building:
In the 'Fee Sch Restr.' tab you can see the edits that building staff recommended.
o Any language in blue font means that the fee name was updated and/or a new fee category was added
o Any fees crossed off in red font means building staff recommends removing
For the building construction Plan Check and Inspection (PC and Insp tab) there is a big change in how fees are
charged. In the PC and Insp tab, you can see how the City currently charges. The construction categories will
all remain the same, however, we are moving away from the base + threshold fee. We will be developing a
single plan check fee and inspection fee for each category at a cost per square foot. This is an extension of ICC

table and MGT has successfully implemented in many agencies over the last three years, most recently for San
Luis Obispo County.

Question 1: See more info on this in #2 below
Question 2: This one is a bit tricky to answer since the outdoor dining program has so much overlap across
departments and requires a considerable amount of collaboration between Planning, Public Works, Fire Dept and
Utilities. Public Works led the policy update to the Outdoor Dining ordinances last year but most of the implementation
of the program requires expertise from the Planning Dept for the following aspects:
a. Routing the applications in EnerGov for input from other departments
b. Review of structural elements for compliance with the Fire and Building Codes (including any proposed
electrical elements)
c. Issuing an Encroachment Permit, ensuring insurance documentation is up to date, and coordination
with Finance on issuing the use fee
Question 3: Parklets are just one aspect of the Outdoor Dining Program, which also includes Tables & Chairs, and
Sidewalk Café permits. The use fee for parklets recovers the City’s costs for the following elements:
d. Parking revenue loss
e. Weekly manual street sweeping
f. Permit administration and inspections
g. Tree trimming over the parklet areas

program since it can be a little complicated.

First, thank you all for your help so far with the fee study; I know it’s an additional workload item and it can be time
consuming, so I really appreciate your prioritization of the asks from our consultants!
As we move into the time estimates aspect of the study, we have a “unidentified” list of fees that have no home!

Not super helpful, but I found info from a 2006/2007 fee study that included the fee, it looks like only one was
“issued”/accounted for that FY/period that they were analyzing so it might just be an outdated fee. My last thought
would be to check in with Matt LaFreniere, he has great historical knowledge with the Engineering division.

I have not had any involvement with fee structures as they are associated with working contracts. I do recall some
conversation of the City and Cal Poly having agreements with fiber protection, though not sure how that would tie into
a Permit for E/T. If it is associated with Kurt’s position, then Marcus may have additional information regarding how
they are intertwined. And to also note, that currently this is not a traffic signal fiber, as described below.

I’m excited that there is a Fiber Infrastructure Protection Fee, but honestly I didn’t know it existed. I checked in with
Miguel and he wasn’t familiar with it either. I did have a few ideas that might be good leads to start with. I’m thinking it
could be something with either the traffic signal fiber (PW), or something with Utilities/utility locating (Kurt Long’s
position). Are we able to see what triggers the fee, or how much revenue has been collected?

I did a quick audit of like ten permits with 0 sq footage and they were all for window retrofits or door replacements.
One was a commercial which was for a hood replacement. It looks like I misspoke, seems like our users in the front
are pretty good about entering square footage if its applicable.

I did a quick audit of like ten permits with 0 sq footage and they were all for window retrofits or door replacements.
One was a commercial which was for a hood replacement. It looks like I misspoke, seems like our users in the front
are pretty good about entering square footage if its applicable.

I suspect these positions are coming up as 0s because we only partially cover the salaries. Some of these salaries are

I was hoping you could use the template that you were going to have us populate as the shared document. But we do
have the attached document if you wanted to put this in a centralized place as well.
(3) Do we need to share material costs for the identified fees?
This is something we will use when we are looking at time and volume. If you wish to use material costs as an
element in updating the fee we will look at it.
We are happy to defer to your expertise in calculating fees where this is pertinent, but just wanted to note that this
has been the historic methodology for calculating fees like Water Meter Cost (.75").
(4) When do we anticipate our next meeting?

No, you do not have to have categories. That is up to you. I think larger fee schedules need them, but yours is small
enough if you don’t want them. I think the purpose is just for the reader, to help them quickly identify the fee they
are looking for.

(7) Double Check Sewer WYE Installation current fee amount.
(8) Does the Lateral Installation Fee include sewer installation? Check Lateral Installation and Lateral

Yes (kind of). A sewer lateral is the pipe that connects a building's plumbing to the City's public sewer main. The fee is
the cost of connecting to the City's public sewer main. Lateral abandonment can include the removal of a sewer

lateral as determined by the City. The fee is to cover the costs of abandonment when pertinent (i.e. demolition of a
building). We can provide more detailed information as needed.

Directors, we ended up having a couple of follow up questions--
1. Are we able to start a shared document? This would be instead of sending back and forth versions of the
attached document. We think this will help with version control and information sharing. If you would like to
send me a document to open in Sharepoint, I am happy to work off a shared file.

Linked is the completed IT surcharge fee worksheet for your review and any feedback. I added in the cost of the
half time EnerGov SAS that CDD and IT have been discussing, which would be a new resource funded through the
surcharge.
The other items listed on the worksheet are EnerGov related that are currently built into the annual CDD Department
budget. I’m including those as informational for the consultant to see if we should be shifting any of the methodology
on how we’re utilizing the surcharge.

Thanks for sending me this info! I wasn’t able to export the information either because I am not an ‘owner’ of that
power BI, but Neema was able to extract the data for me. After I received the report I realized it was pulling all the
fees, and not just the fees that the IT surcharge is applied to. I ended up reverse engineering the building permit
average by using the surcharge totals to get the final number dialed in.

Sorry for the delay as I’ve been out sick and bene playing catch up!
We have a couple PowerBI reports that I believe were created for finance here:

Fees by GL account is the report under there that seems to be the one being used the most.
We might also have some other reports that break fees down further by permit and GL, but let me know if this works
for your purpose.
Also, we can always schedule a 30 min meeting to jump into EnerGov and see what we can find in the system.
However, the ‘advanced search’ in EnerGov is super limited in my opinion.

Taks:
Fill out time estimates on table 2. Fixed fees. Remember we're looking for an average time/estimate (in
hours).
o Feel free to add columns, if needed.
o Feel free to add rows if you want to add new fees
Provide annual volume counts for FY 22-23. By fee category.
Fill out data on table 1. Anything highlighted in yellow needs to be filled out.
o Percentages of annual efforts spent on each category for each staff member - Doesn't have to be 100%
but can't be more than 100%. Some staff listed may not have any percentage allocated (if they are only
admin in nature for example)
o On row 60 you need to provide the total annual square footage for all projects for each category.
o On row 60 provide the "typical" square feet for the typical project under each category.
On row 68 please provide the fee associated for the typical project you listed on row 60 (plan
review and inspection fees)
