I’m sorry for the disruption the concert caused you. I understand how frustrating unexpected noise can be, especially in the early morning hours, and I appreciate you taking the time to let us know how it impacted you. This event was part of a broader effort to address some serious safety challenges we’ve experienced around this particular holiday in past years. Previously, large unsanctioned gatherings developed in surrounding neighborhoods that led to streets being blocked, emergency access issues, and other dangerous situations for students, residents, and first responders. The goal of hosting an organized event on campus was to provide a safer, more controlled environment and help reduce the likelihood of those kinds of incidents occurring in nearby neighborhoods. That said, we recognize that events like this can still create impacts for our neighbors, and we are continuing to evaluate how to balance student safety with being respectful of the surrounding community. Feedback like yours is very helpful as we think about future planning. Thank you again for taking the time to write and share your perspective. We spend a lot of time trying to be good neighbors and will keep your concerns in mind as we review how this event was managed. This will significantly impact the typical flow of the academic calendar and be felt in the community in a number of ways. Here are some key dates associated with this significant calendar shift: 3  WOW week: August 19-23, 2026  First day of Fall 2026 classes: August 24, 2026 (previous years this has been mid- September)  All 23,000 students and their supporters will be in town and on campus beginning: August 17, 2026 (please note the earlier arrival timeframe)  Last day of the Spring 2027 semester: May 21, 2027  Commencement: May 22–23, 2027 (previous years these events were held in early to mid- June) I also attached a one-sheet on our non-academic events that will be impacted. Rodeo events will be held at Spanos Stadium with events kicking off each evening at 6:30 p.m. followed by a concert. All concerts are scheduled to conclude by 10pm, in accordance with Cal Poly campus policy. Tickets can be purchased here: ticketscalpoly.evenue.net As for Open House, we have a shuttle system from all the local hotels to reduce traffic in SLO and parking demand on campus. We still expect that there will be increased activity in the area. A few other events to be aware of:  PolyCultural Weekend: also April 9-11.  ASI spring events with amplified sound in the University Union: April 16, April 23, May 14 from 11-noon and May 27 from 7-10pm.  Mustang Mile is scheduled for May 6 which has live music outdoors from 6-8 pm in two locations at O’Neill Green Lawn and at the Recreation Center.  Finally, Poolooza is scheduled for May 30 at the Rec Center Leisure Pool from 1-3pm. Finally, campus tours will be very full from now until May followed by SLO Days taking place July through August. If you happen to see a new student with their family visiting, this is a great time to welcome them to the community. Ceremonies will be at 8:30am, 12:30pm and 4:30pm on each of those days. Shifting Downtown Presence 1144 Chorro St. in downtown San Luis Obispo is being redeveloped into the new Cal Poly Mustang Shop and Center for Innovation and Entrepreneurship. 4 Cal Poly Partners is leading the project, which will merge the Mustang Shop and the Center for Innovation and Entrepreneurship into one downtown hub. Construction is underway with a planned winter 2026 move-in. Student Housing Update Cal Poly’s 10-year, $1.2 billion Housing Future Plan remains in motion. This includes replacing North Mountain halls, building on the adjacent parking lots, and adding roughly 4000 new beds— with the first building expected to open its doors for fall 2026. A public viewing area is located at Fremont Hall. Live View the Stacking Here This plan also includes summer renovations in the Red Bricks, modernizing these high-demand residence halls. Faculty/Staff Housing The staff and faculty housing development at the northeast corner of the intersection of Slack Street and Grand Avenue on Cal Poly’s campus is progressing with homes expected to be occupied later this summer and fall. This is the second project in our faculty and staff housing program that currently includes the nearly 70 units at Bella Montana. Cal Poly also has Harvest Lofts: a 120 unit multi-family housing complex on Madonna Road. These projects are intended to address commonly voiced recruitment and retention issues for Cal Poly’s staff and faculty as well as provide additional housing options amidst the extremely high demand in the local housing market. I understand that it is St Frattys Day and we are trying to encourage good choices, but as a neighbor living over a mile away, by SLO High School, I don’t need to wake up to sounds Coachella reverberating through my closed windows. I didn’t ask for this inappropriate wake-up call. While we want the best for all Cal Poly students, and making key choices is essential on holidays, this is unacceptable. At 4:54, when the baseline jolted me out of bed, I was shocked that I could hear this festival. Of course no one wants a quiet concert, but San Luis Obispo does have noise restrictions and is also in the midst of their “max enforcement”. Why does Cal Poly get to adhere to different rules? While it’s too late to do anything now, I hope this noise can be corrected for future events. What a great opportunity to, “learn by doing”! Please consider your neighbors and respect the rules that we also follow and embrace as members of the community. While we want to speak highly of the school, it’s hard when they don’t respect their neighbors. Please consider us too! I understand the intent behind the concert is to lessen the effects on the community, but unfortunately the goal was missed in 2026. Cal Poly Partners is leading the project, which will merge the Mustang Shop and the Center for Innovation and Entrepreneurship into one downtown hub. Construction is underway with a planned late-April move-in. Student Housing Update 3 Cal Poly’s 10-year, $1.2 billion Housing Future Plan remains in motion. This includes replacing North Mountain halls, building on the adjacent parking lots, and adding roughly 4000 new beds— with the first building expected to open its doors for fall 2026. Faculty/Staff Housing The staff and faculty housing development at the northeast corner of the intersection of Slack Street and Grand Avenue on Cal Poly’s campus is progressing with homes expected to be occupied later this summer and fall. This is the second project in our faculty and staff housing program that currently includes the nearly 70 units at Bella Montana. Cal Poly also has Harvest Lofts: a 120 unit multi-family housing complex on Madonna Road. Thanks, Brett RE: Request for Dedicated Code Enforcement Resources to Address Illegal Fraternity Operations — Allocation from FY 2024–25 Unassigned Fund Balance Dear Mayor Stewart and Council Members: On behalf of Residents for Quality Neighborhoods, we respectfully request that the City Council allocate a portion of the City’s FY 2024–25 unassigned General Fund balance to support dedicated code enforcement resources addressing illegal fraternity operations in San Luis Obispo’s R-1 and R-2 residential neighborhoods. The City’s FY 2025–26 Second Quarter Budget Report confirms the availability of $3,468,954 in surplus funds and states that Council may direct these funds to other community needs. The City’s financial policy also prioritizes use of unassigned funds for emerging health and safety needs of the community. Illegal fraternity operations in residential neighborhoods clearly meet this standard. Despite the 2024–2025 Grand Jury investigation and report, current enforcement capacity remains insufficient to address ongoing violations, and residential neighborhoods continue to experience weekly large-scale events that violate zoning laws and significantly affect residents’ health, safety, and quality of life. THE CRISIS IN RESIDENTIAL NEIGHBORHOODS Many fraternities are operating from rental homes located in R-1 and R-2 residential zones. The San Luis Obispo Municipal Code does not distinguish between “main” or “satellite” fraternity houses. When fraternity members occupy a residence and conduct fraternity-related activities, the use constitutes a fraternity operation. 4 These events are fundamentally different from typical student gatherings. They frequently involve large numbers of attendees, amplified music, live bands or DJs, alcohol-related disturbances, and significant neighborhood disruption late into the night. Residents report: • Multiple fraternity events every weekend with 100–250 attendees • Live bands and DJs creating noise audible blocks away • Events continuing late into the night on weeknights and weekends • Properties continuing operations despite Notices of Violation • Chronic sleep disruption affecting residents’ health and employment • Safety concerns from large crowds of intoxicated individuals in residential areas These impacts substantially diminish neighborhood livability and interfere with residents’ ability to peacefully use their homes. DOCUMENTED ENFORCEMENT CHALLENGES City Code Enforcement staff face significant investigative burdens in documenting illegal fraternity operations, particularly when tenant statements contradict publicly available evidence or prior violation histories. This creates substantial resource demands that current staffing levels appear unable to meet. Recent documented cases illustrate a consistent pattern in which complaints supported by police citations, public advertising, and documented violation history were closed as “unfounded” based solely on tenant statements. Examples include properties on Stafford Street, Albert Drive, and Orange Drive where large events were documented yet enforcement action was not pursued. (See attachment) These situations demonstrate the need for additional investigative capacity to gather evidence, coordinate with law enforcement, and build enforceable cases. ONGOING UNRESOLVED COMPLAINTS In addition to complaints dismissed as “unfounded,” numerous recent code enforcement complaints remain unresolved in the City’s AskSLO reporting system, the platform residents are directed to use to report violations. These complaints, which historically have been processed within approximately three days, remain open for weeks without resolution and involve documented fraternity events at multiple locations throughout residential neighborhoods. The existence of both dismissed and unresolved complaints indicates that current enforcement capacity is insufficient to address the volume and complexity of violations. FINANCIAL INCENTIVES DRIVING NONCOMPLIANCE Illegal fraternity operations create significant financial incentives for property owners. Properties used for fraternity operations may generate substantially higher rental income than standard residential use, encouraging continued violations where enforcement consequences are limited or inconsistent. 5 Without consistent enforcement, illegal operations may expand and further destabilize residential housing markets and neighborhood conditions. GRAND JURY FINDINGS The County Grand Jury previously identified deficiencies in enforcement of municipal codes related to fraternity operations and recommended improvements. Additional enforcement resources would support implementation of those recommendations and demonstrate the City’s commitment to addressing documented concerns. THE OPPORTUNITY: ONE-TIME FUNDING SOLUTION The City currently has $3,468,954 in unassigned fund balance available for one-time allocation. A targeted investment of approximately $150,000–$200,000 for a temporary contract enforcement investigator represents a small portion of these funds and would provide measurable results within a defined period. A dedicated position could: • Focus on illegal fraternity operations • Conduct proactive investigations and evidence gathering • Coordinate with SLOPD and other agencies • Document repeat violations and support enforcement actions • Track properties and compliance outcomes • Reduce the investigative burden on existing staff This request supports the City’s stated Major City Goal of Neighborhood Livability and represents a practical, limited-duration solution to assess the level of ongoing enforcement resources required. REQUESTED ACTIONS Residents for Quality Neighborhoods respectfully request that the City Council: 1. Allocate $150,000–$200,000 from FY 2024–25 unassigned fund balance to fund a temporary contract position dedicated to investigation and enforcement of illegal fraternity operations. 2. Direct staff to provide a comprehensive enforcement report detailing staffing capacity, complaint volume, enforcement outcomes, and investigative procedures. 3. Direct staff to develop enhanced enforcement protocols incorporating multiple sources of evidence, violation history, and interdepartmental coordination. This request is not solely about noise complaints or isolated disturbances. It concerns public health, neighborhood safety, housing stability, and the consistent enforcement of the City’s zoning laws. The City has the duty, legal authority, financial capacity, and policy framework necessary to address this issue. A limited one-time investment in dedicated enforcement resources would provide immediate relief to affected neighborhoods, support City staff, and advance the Council’s stated goals for neighborhood livability. 6 We respectfully urge the City Council to allocate dedicated resources to address this ongoing problem and restore confidence in consistent enforcement of municipal codes. The area we are talking about is specifically Bond and Hathway which had a full street closure last year. Our officers will work with every student needing to return to their home on Hathway. However, last year we dealt with roaming groups of 50-100 people or more and when asked their address, many didn’t know the house numbers. People are welcomed to carry ID if they choose, but regardless, if a person needs to get home and surely knows their address, we’ll happily get them to where they need to go. We legally cannot bar someone nor would we from going home. Our mutual goal is to get everyone back home safely and off the street as soon as possible. With that said, large roving groups will not be able to enter and amass behind officers working the street closure on Hathway. Again, this is likely just a very small area as it was last year, effecting a very limited number of people who are walking home from the show. They will certainly be allowed home, but it cannot be free flowing for their safety and ours. I am writing to provide clarification on that point. Fraternities and sororities are not permitted to register events on the Friday evening prior to Morning on the Green (March 13), nor on Saturday (March 14) until after 5:00 p.m. These restrictions are part of our coordinated risk-reduction and community safety efforts surrounding the weekend. Our planning efforts are guided by the “Don’t Test Your Luck” campaign, which outlines expectations, safety measures, and consequences for policy violations. If we say capacity at 10,000 and then it increases shortly after (which we could do) they’re afraid it could raise questions/confusion. Are you afraid that the community is going to respond negatively to a gathering that large? I would think they’d be happy the larger it is… as long as it’s on campus and doesn’t trickle into the neighborhoods. PATRICK’S DAY: CAL POLY PREPARATIONS Presented by: Cynthia Vizcaíno Villa, Interim Vice President for Student Affairs Allison Baird-James, Senior Vice President, Administration and Finance KEY EFFORTS Comprehensive Response Plan •Proactive outreach students to discourage neighborhood partying and disruptions. •Security on and off campus, including collaboration with the city and police to maximize enforcement. •Planning a special event that draws students to campus. •Targeted communication and outreach. / 12 ZERO TOLERANCE APPROACH IN CITY •Holding students accountable for violations of law and campus policies. •Off-campus violations to be reported to Cal Poly’s Office of Student Rights and Responsibilities. •Enhanced patrols and coordination with SLOPD for maximum enforcement — high visibility, zero tolerance. •Ongoing outreach to Fraternity and Sorority Life. •Promotion of city’s Safety Enhancement Zone. / 13 ON-CAMPUS ENFORCEMENT •Increased number of officers on campus. •No guests allowed in University Housing from March 13-18. •ID checks and increased staffing at all building entrances. •Road closures and parking restrictions in place. •Quiet hours to be strictly enforced. / 14 ON-CAMPUS EVENT •March 15 on campus — significant investment to draw students out of neighborhoods. •Early-morning event with amplified sound in Sports Complex Lower Fields. •Ticketed event, 18+, open to public. •5,000 attendance cap. •Headliner to be determined. / 15 HARM REDUCTION & CLEAN UP •Harm-reduction efforts: hydration boxes, overdose education, food and water stations. •Clean-up efforts on March 16 organized by Fraternity and Sorority Life and the Center for Service in Action. / 16 Multi-Prong Approach to Ending the Party •Visible presence on campus leading up to and throughout the St. Patrick’s Day weekend. •Clear communications and messages to all students. •Meetings with the Fraternity and Sorority Life community. PARTY PREVENTION / 17 TOP PRIORITIES Priorities for the weekend: •Health and safety. •Minimize damage and disruptions. •Successful university event to keep students on campus. / 18 IN SUMMARY We have zero tolerance for breaking laws and policies. We will hold students accountable for violating laws and policies, such as possession of alcohol and drugs, inviting out-of-town guests, etc. Cal Poly will host a safe alternative event to keep students on campus. The event will be held on campus on Saturday, March 15. Safety is our top priority. Many additional staff members will be on site.
