SUBJECT: Appointment to Fill a Vacant Council Seat (REVISED FOLLOWING
COUNCIL ACTION TAKEN ON 11/29/94)
RECOMMENDATION: 1) By motion, nominate a Council Member to serve a term of
office to end December 1, 1996
2) Adopt a Resolution appointing aforementioned Council
Member
DISCUSSION:
With the commencement of terms on December 1st, a vacancy of one Council seat will be
created. On November 29th, the Council adopted the following procedure:
1. Any citizen wishing to serve on the Council should be present at the Council
meeting to verify that they would be willing to serve, if appointed, and must be a
resident of the City of San Luis Obispo and a registered voter.
2. Each candidate will be given five minutes to make a presentation to Council.

3. Candidates are encouraged to deliver a 200 word written statement presenting
their qualifications for serving by Monday, December 5th. The statement should
include:
.Time available each week to devote to the Council
.Reasons for wanting to be appointed
.Involvement in community affairs and organizations, especially in the
preceding 23-month period
.Personal qualifications for the position
.Prior experience in government, or areas associated with or doing business
with government
4. The Council may questions candidates, then a nomination is made and vote taken.
Following a successful nomination, the Council takes a separate vote on a resolution
making the appointment.
In the event a majority of the Council cannot reach agreement on an appointment, the item
may be continued throughout the month of December. In this case, the Council may wish
to appoint a Council Subcommittee to interview and make a recommendation, similar to the
process utilized for Advisory Body appointments.
If an appointed Council Member does not take office prior to December 31st, a special
election must be held in March. The last special election was held in 1991 and consisted
of four ballot measures. The cost of the election was $60,859.
It is my hope to avoid this additional expense to our taxpayers and I would urge all of us
to work together to achieve a compatible and representative appointment.

OF THE CITY OF SAN LUIS OBISPO MAILING AN APPOINTMENT
TO FILL THE OFFICE OF COUNCIL MEMBER OF'THE CITY OF
SAN LUIS OBISPO, TO FILL THE VACANCY CREATED BY THE
ELECTION OF ALLEN K SETTLE AS MAYOR
WHEREAS, Allen K Settle was-duly elected to the Office of Council Member of the
City of San Luis Obispo at the November 1992.regular municipal election, with a term to
expire December 1, 1996; and
WHEREAS, Allen K Settle was duly elected to the Office of Mayos of the City of
San Luis Obispo at the November 1994: regular municipal election, and has. therefore
resigned as Council Member, and
WHEREAS, qualified electors have.been nominated to this Council.for appointment
to the Office of Council Member to fill the vacancy created by Allen K Settle's election as
Mayor,.for-the balance of the unexpired term, which is December 1; 1996, under the terms
of City of San Luis Obispo Charter Section 406;.and
WHEREAS, this Council has considered and reviewed the applicants;
NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:
SECTION 1. The Council hereby appoints to the office of
Council Member of the City of San Luis Obispo, to fill the vacancy created by Allen Settle's
election as Mayor,for the remainder of Allen K Settle's unexpired term, to wit, until noon,
December 1, :1996.
SECTION 2. This appointment shall become effective on

Dear Mr. Settle:
I would like to state my intention to seek appointment to the vacant Council seat.
A City/County resident since 1969, I am a Cal Poly graduate and have resided within the city
for twenty of the last twenty-five years. I have resided at my current address since 1980.
I have been very active in the area of youth activities, both recreational and educational.
I sit on numerous community boards, including the Economic Opportunity Commission and
several San Luis Coastal Unified School District strategic planning groups. I have also
volunteered time with the YMCA, 4-H, and Cal Poly Fine Arts.
A number of people who I -have had the privilege to work with over the years have been
kind enough to encourage me seek this appointment.
I have enclosed a resume for your review, and I look forward to speaking to the Council on
Tuesday, 6th.

As a city resident I have been very committed to helping our community met the
educational, health, and social needs of our citizens. My desire to be appointed is driven
by the encouragement of the people that share this commitment.
Within the last two years I have been involved in the community as: a Board member of the
San Luis Obispo County Economic Opportunity Commission; a coach for Babe Ruth; a
member of the 4-H Futures advisory group; a sub-committee member of the Latino Task
Force; a member of several San Luis Coastal Unified School District Strategy study groups;
and, a parent member of the San Luis Obispo High School Community Council, Support
team, Bilingual Advisory Committee, and the 1993-94 school accreditation review.
I graduated from Cal Poly with an MBA, a MA in Education, and .a BS in Business
Administration. I have been employed by the County for the last nineteen years as an
analyst in the Personnel Department. The majority of those years specializing in Employee
Relations and Affirmative Action.
Separate the hours required to complete my job responsibilities with the County, I remain
available to put in the hours required to successfully complete the duties of a Council
Member. This also includes utilizing vacation time.

In an interesting twist of fate in the City of 5an Luis Obispo elections,the voters showed
their support for Marc Brazil to occupy the now vacant 5th council seat. As one who
still believes wholeheartedly in the political process,the people have made a clear choice
through their vote.
In an exercise of good judgment and fairness, it is encumbent upon the new council
members to be responsive to the demonstration of the people and appoint Mr. Brazil.
There should be no doubt on the council's part that this decision is in the best interest
of the community and that the voters will applaud the expediency of your decision.

Dear Honorable Mayor & Council Members,
Having just completed the election process in this community, it is very clear
that one thing we don't need is more political jousting on how to fill the
newly created position on the City Council.
What most people want is to have the vacated position filled as quickly as
possible and see the city get back to business..
I strongly recommend that new council, upon taking office the first of
December, decide to fill the vacant position with the appointment of the
person receiving the third highest number of votes in the recent election:
Marc Brazil. Mr. Brazil, by campaigning for a position on the council, has
shown his interest in being involved and the people have shown their
approval by casting the number of votes they did for his candidacy.
Let's not feel like we have to reinvent the wheel. The idea of appointing the
next highest vote getter is just good common sense. Let's do it and get on
with the difficult job of governing our City

City Council. I, among many others, feel strongly that Mark Brazil should be
appointed to the City Council to fill the vacancy.
I was very impressed with Mark's campaign for the council and I feel that he has a
genuine concern for the future of this city. Mark's family has deep roots in this
county, going back five generations. Mark has demonstrated a solid working
knowledge of the political process, but he balances it with a vision for the city that
reflects a high ethical standard. I also find him a good listener and one who is able
to get to the heart of the citizen's concerns. In short,he has the vital tools it takes to
be a responsible and competent council member.
Mark ran a good campaign, backed by many current and past civic leaders. His
endorsements are many, and deservedly so. Other names have been mentioned for
this position, but Mark was the third highest vote getter in the election and he
should be appointed to the position. Most others mentioned did not run in the
election, therefore they did not express prior interest in the position. I feel this is an
important factor in the selection process. Please give Mark the chance to serve the
community and select him for the vacancy.

Congratulations on your recent election campaigns! With
your diverse and unique perspectives we can hope for a more
professional style of leadership for our City.
Now is the time to upgrade the level of local politics and
move away from the small town "Good Old Boy" system which we

For nearly 30 years I have chosen to serve the city of San Luis Obispo as a volunteer on
many committees, commissions, and boards such as Park & Recreation (10 years), Jack House
(18 years), and Friends of Hearst Castle Board (6 years). All of these positions have been in the
area of helping to create and improve the life style for our citizens. I have also served on many
county, state, and institutional boards and commissions. I state this is to show my willingness to
be involved in making decisions that help the community. Having served the city for this long
period of time in many capacities, shows that I am willing to spend my time for the next two years
expanding on that service. I retired from teaching in 1988, and now have a small consulting
business in Landscape Architecture and Arboriculture. I have ample available time to devote to city
business.
My wife, Dotty, and I first moved here in 1963 from Yosemite National Park, we both
realized that San Luis Obispo was a unique place, and we both wanted to work to retain that
quality. I observed then that the city was growing and expanding, but in a controlled manner.
Those are some of the qualities that are special in view of what I had seen elsewhere. I will
continue to see that special quality is retained.
Having grown up in Glendale, I observed how urban sprawl could change the character of
cities. I realize that stagnation and "freezing in time and space" is not an acceptable alternate to
growth—I believe we must have sufficient growth to retain an economically balanced community.
I am a moderate in my thinking and have friends and associates of many political
persuasions. My "constituency" is the entire citizenry of San Luis Obispo. I can bring to the
council an ability to work with people as exhibited by over 28 years as a professor in the
classroom.
I have led more than twenty overseas cultural tours. Participants were students and other
adults from across the nation.This has given me the opportunity to see and evaluate many different
forms of urban development. I am a Landscape Architect and can bring to the council a design
perspective. As the city deals with development in the future, my expertise in this area would be
valuable.
I will bring a balance to the council. I have been on enough decision-making bodies to
know that little is gained in settling issues unless all parties are willing to give and take. I can do

My background includes an extensive history of government service, most recently
as Development Project Coordinator for the State of Hawaii Housing Finance and
Development Corporation. I was responsible for creating new communities and
subdivisions that were financially balanced between affordable and market price
housing needs. I continued to work on small projects in San Luis Obispo and have

• Heeia Meadowlands - Kaneohe, Oahu, is a proposed residential subdivision that will
incorporate approximately 500 units on 90 acres above 430 acres of adjacent wetlands. The
site is environmentally and politically sensitive due to the wetlands, archeology and location
on the urban fringe.
• Waikiki Community Center - Waikiki, Oahu, is a proposed elderly rental and fee simple
market housing project in two high rise towers that will incorporate all of current sites uses
within the master plan for this under utilized site.
Other responsibilities include evaluating, negotiating and recommending joint ventures with
private and non profit developers,preforming due diligence activities,reviewing Tax Increment
Financing Project proposals and administration of development for various Hawaii Housing
Authority projects.

STATEMENT FOR THE CITY COUNCIL IN CONSIDERATION OF:
JACK GATZ
I can spend approximately 20 hours per week on Council business. -
If more time is required I wipll work it out!
I
Essentially there are four issues that drive me in wanting to serve
my community:
1) Quality of life in San Luis Obispo.
2) Job quality/quantity in San Luis Obispo.
3) What will our community look like in 10 or 20 years?
4) How do we protect our environment as we journey to the
20th Century?
I have been involved in City matters since I was appointed to the
Promotional Coordinating Committee in 1988. (I ran for City
Council in November 1987. ) I am a past president of the San Luis
Obispo Lions Club, Toastmasters, and the SLO Seahawk AAU Swim team.
I also have served on the Counties Alcohol and Drug Advisory
committee.
I have served leadership roles in each service organization that I
was a member of. I have been Chair of the PCC for three terms. I
believe that my 'maturity' will benefit the community in the role
of Council member. I am a good listener, and I . like to believe
that I am fair in my evaluation and judgement of issues and people.

I received a Masters Degree in Agricultural Engineering from the
University of Idaho. I then became an officer in the Air Force. I raised four
children who all have college degrees, and now have their own fine families, and
fine careers. I spent most of my working years as a draftsman and as a drafting
instructor.
I strongly believe that all should obey the law in regard to the "separation
of church and state", however, I believe just as strongly that an effort should be
made to bring God back into the government.
In this great "land of the free", we should have the right to express our
religious beliefs, and to express them strongly, if we so choose.
I believe that I should make frequent mention of my belief that, for the
most abundant life, we must seek the divine love, joy, and peace which comes
only from the holy Spirit of God. I do not believe that this is contrary, in any
way, to either the letter of the law or the spirit of the law of this great "nation
under God" which has the motto: "IN GOD WE TRUST".

Dear Council Members,
1 am over 18 years of age, a 46 year resident of the City of San Luis Obispo, and a
register voter. I have considered the time and energy involved, consulted and received
support from my. family, and thus am applyingfor for the open position on the City Council.
I am familiar with the time requirelhents for this office and will make the commitment
necessary to fulfill the responsibility.
This Council vacancy comes at a critical time in our City's history and the make up of the
Council is such that I strongly believe I can be the person that will "bridge" the
perceived gulf between the two sides of the table. I have been in this position before
and have been able to "team build" with my Commission so that, although seven
individuals, we respected each others opinions without letting it interfere with our
"professional" attitude as Commissioners
I have been involved with youth groups as my children grew up in San Luis Obispo.
From the SeaHawk's Swim Club, Old Mission School Board and Parents Club, Nativity
Church Council, to business related organizations and as a member and President (93-94)
of the Wednesday Rotary Club of San Luis Obispo de Tolosa (currently Rotary Dist. Gov'rs
Zone Chair). I was part of the organizing committee (with Mayors Ron and Ken) of
Obispo Beautiful.
My long term residency and business experience has served me well in the various
Commissions and Committees, that I will mention below. This will be valuable as a
Council Member, especially as we get into the two year budget process and during these
difficult times.

I am offering myself as a candidate for appointment to the vacant seat.
You know me and my work. I am commited to as many hours as the Council
seat takes, '-A Nether that be 30 or 60 hours I began my involvement 20
years ago as a Board member for the League of Women Voters. I y nrked
%mith the County, the State, the Coastal Commission and Federal agencies.
That taught me that the City must work with all those governmental
entities and I have had experience doing that.
I served on the Planning Comnmission for seven years and have extensive
experience with land use policy and regulation. I worked diligently
reviewing agenda reports, speaking with citizens, seeking information,
treating people respectfully and formulating consensus. I believe that
hard rfork: based on collective information can result in decisions that are
equitable for all.
There are more than land use issues. I have a deep appreciation for the
City's committment to cultural and recreational activities because of my
work ,^rith the Mozart Festival and participation in recreational programs.
These activities bind us together as a community.
I have worked for businesses in the City and know the difficulties of
economic survival and the unhappy results of faiIura_s. I am dedicated to
the premise that the City must continue to create a _.table economic base,
preserve its natural environment, and foster cultural and recreational
programs.

my calmness, knowledge and experience and have worked to build
community support for government decisions and processes.

Statement
I am interested in serving on the City Council because I see this as a unique opportunity to
be of assistance.to my community. I am not political in the traditional sense; hence, I would
likely never seek the office through the standard election process. However, I do have a
great interest in City government and its activities, and would welcome this chance to serve.
In terms of issues facing the City now and in the future, I feel I am a good candidate
because I am politically "neutral." My commitment to the City would be to actively listen,
with an open mind, to all information available on each subject before reaching a decision.
I feel my strength is in my ability to see .other people's points of view, and to find the
acceptable "middle ground" wherever possible in disputes. I have demonstrated this in my

Dear Mayor Settle and Council Members,
In accordance with the aboved referenced sections of Council
Policies and Procedures, as modified by Resolution 4423, I hereby
provide a written statement in support of my candidacy for
appointment to the vacant Council Seat.
STATEMENT
I believe that it is in the city' s interest to avoid the expense
and divisiveness that a special election would cause. The
election would delay until March of 1995 consideration by the full
council of numerous important issues.
The appointment process will be facilitated by a large pool of
qualified and motivated citizen candidates from which Council may
select. I believe that I am such a candidate.
I have been a classroom volunteer at C.L. Smith School for the
past five years. I am a member of Smith School Site Council. I
am a member of the San Luis Coastal Unified School District' s
Strategy 14 Committee. I am active as a parent volunteer in Boy
Scouts of America.
I can devote approximately 30 hours per week to the Council.
As outlined in my resume' , I have experience as an Administrative
Analyst with the San Diego Police Department. During my two years
in this position I worked on budget preparation and numerous
projects involving other city departments and city management

staff. I have extensive experience in police, fire and emergency
medical services.
As an attorney I have represented client interests before city
councils , planning and zoning commissions, Air Pollution Control
Districts and numerous local, county, state and federal agencies.
My experience has taught me the importance of cooperation in the

allow me the flexibility to help build consensus among Council
Members.

My name is Tom Norwood and I am. an eighteen year resident of the
city of San Luis Obispo. I would present to you my qualifications
for the vacant position on the city council.
I am retired and my time is my own to manage and allot as I see
fit. T would assume a minimum 20 to 30 hour week.
I believe T am ;lble to often see the bir.ger picture :.nd how things
fit into it. We as a city are not unique in our problems, but we
are unique in still being able to plan what will be best for all
of our citizens. As a free agent I believe I am able to be
balanced in recognizing, verbalizing and working for all. the
segments of our population.
I have served on the Board of Camp Fire, been involved in church
activities. I have worked and served on the Board of The People's
Kitchen for twelve years and now co—direct the program. I was
a San Luis Obispo businessman from 1976 to 19919 and a member
of the BIA. I have been active in our schools, and have two sons
who have gone from elementary school through CucsLa and Cal Poly.

Statement to San Luis Obispo City Council
My name is Angelo Procopio and I wish to be considered for the fifth council
seat. I have lived in San Luis Obispo for 4 years and in that time I have been an
active member of the community. These activities include Past President and
Area Governor of Toastmasters International of San Luis Obispo county; Loaned
Executive for United Way of San Luis Obispo and served on several United Way
committees; Vice President for Voices for Children and CASA volunteer;
volunteer field reporter for the Highway 41 fire and KVEC radio; and a member
of the 1995 class of Leadership San Luis Obispo.
I am concerned about many things in our community-the homeless situation, the
high unemployment rate, the mass exodus of businesses from.our community,
the need for low-income housing-to name just a few. Our community needs to
accept growth as a practical reality, but just not growth for growth's sake alone.
We need "programmed growth"' By that I mean, we need to do a study on what
businesses are needed in our city, compile a list of people already in our area
who can fill the positions needed for those businesses, and then sell those same
businesses on why they should be in San Luis Obispo. Of course, we would
only consider businesses that are environmentally sensitive.
Every person should be a part of the pulse of their community, a contributing and
beneficial part of their community. Whether you're a lawyer, doctor or are
homeless, you should be doing something. I feel I am a part of the San Luis
Obispo community and am doing something toward the pulse of the community.

I feel a sense of responsibility to my community, and I want to be involved
in solving the issues and problems facing the city of San Luis Obispo,
especially water procurement and management, annexation and
development, traffic and parking, and environmental concerns including
solid waste management and pollution.
INVOLVEMENT IN COMMUNITY AFFAIRS
Annually I have been involved with F. McLintock's Santa's Roundup,
providing gifts for Headstart children, and in the 1980s, I helped with
Special Olympics.
PERSONAL QUALIFICATIONS FOR THE POSITION
A supervisor with SLOCO Recycles since October 1991, I understand the
financial and operational aspects of residential and commercial recycling,
including collection, processing,,and shipment to the mills; and this
accumulated business experience will help me understand the city's
fmancial and operational concerns.

PRIOR EXPERIENCE IN GOVERNMENT
I have never been employed by a governmental agency, nor have I served
previously on any elected body or governmental commission.
In charge of the High Grade Office Paper program and the confidential
document destruction program, I have overseen city and county office
paper recycling needs, working with: Cyndi Butterfield, city recycling
coordinator; Mary Whittlesey, county recycling coordinator; and Tom
Mitchell and John Ford of County General Services.
SLOCO Recycles is a division of San Luis Garbage Company, which has a
franchise with the City of San Luis Obispo.

It is with a certain hesitancy that I write this letter
seeking the appointment to fill the vacancy on the Council left by
your elevation to Mayor.
I have lived in the City of San Luis Obispo since June of
1970 except for a 2-year period in the early 70' s when I lived in
Sunset Palisades . A majority of the Council either knows me
personally or by reputation.. For 15 years, I have been actively
engaged in earning a living as a lawyer. I have attached a resume
for your information.
After careful consideration, I believe I can bring a
unique consensus building ability to the office of councilmember.
I have examined the time requirements and possible conflicts of
interest which are attendant upon the position and find them to be
within acceptable limits .
Should it be the wish of the Council, I would be honored

VACANT SAN LUIS OBISPO CITY COUNCIL SEAT CONSIDERATION:
The city of San Luis Obispo needs short-term representation of residents who
are unaffiliated with the current makeup of the City Council with the vacancy
created by the election of Allan Settle for mayor.
My qualifications as the best possible choice to fill the remainder of Mr.
Settle's term: I'm a college graduate, forty years old, married to my first wife
now eight-and-a-half years, an avid reader of both fiction and non-fiction, inter-
ested in music, business, success, and people.
I have been active in serving government as a private contractor for four years,
am now currently employed as a publisher's representative in San Luis Obispo.
I've expressed opinions on issues before the council during the eight years of
city residency, most notably on state water and on downtown parade participa-
tion.
I consider the appointment a full-time position, and an honor due my total re-
spect and dedication.
My personal philosophy is "Teamwork makes the dream work," and enhancing
San Luis Obispo not only as a great place to live, but as a great destination for
visitors seeking enjoyment, entertainment, and relaxation.
And I would not seek nor consider the seat after the term's expiration.

As a 20 year resident of San Luis Obispo I am interested in
serving on the City Council. I would first like to point out
that I attended Elementary, Junior High School and High School in
San Luis Obispo and have lived most of my life in San Luis Obispo
with the exception of the time I went away for College and Law
School. My family has owned and operated a business in town for
over 20 years at 1825 Monterey Street. Further, I have a very
real interest in what happens to San Luis Obispo since I am now
opening my own law practice and starting a family of my own here
in San Luis Obispo.
My academic background consists of two Bachelor's degrees and a
Doctorate degree. The Bachelor's degrees are from Pepperdine
University, one in Economics and the other in Political- Science. -
The Juris Doctorate degree is from McGeorge Law School.
My work experience consists of having been a congressional intern
and law clerk. I interned for local Congressman Robert
Lagomarsino in Washington D.C. in 1991 working primarily as a
liason between residents of the Central Coast and the Federal
Government. Additionally, I have worked 4 of the past seven
years at the local Law Firm of Farmer & Ready as a law clerk.

San Luis Obispo continues to be the type of place that I grew up

Dear Councilmembers,
I am writing to formally request that I be considered for appointment to fill Allen
Settle's seat on the City Council.
Given the makeup of the new Council, it seems clear to me that what is needed to
balance the Council is another strong voice to represent neighborhoods and the
environment. I believe that I am such a voice.
As you all know, I am one of two runner-ups in the City Council election
receiving 21% of the vote in a four-way race. My support was "grassroots" and
came from the environmental community and neighborhoods. The vast majority
of the money I raised came in small contributions from "average" citizens.
As you also know, I have been quite active in city government for the last few
years. I have worked on issues pertaining to water, development, the economy,
transportation, neighborhoods, and the environment..I served on the Economic
Strategy Task Force where, for over a year, we met weekly for staff-supported,
detailed discussion of nearly all the important issues facing San Luis Obispo. I
also represent San Luis Obispo on the Citizen's Transportation Advisory
Committee, Chair the county's Bicycle Advisory Committee, Chair the Sierra
Club's Alternative Transportation Task Force, sit on the ECOSLO Board of
directors, served for a year on the Edna Area Advisory Group, and was in the
Chamber of Commerce's Leadership Program.
I have demonstrated my dedication, my ability to work hard, my support in the
community, and my qualifications to serve on the City Council. I hope that you
will take that into account when you make your deliberations.

Dear-Members of the City Council,
I am requesting your support for the appointment to the Council seat for several reasons.
This is a critical two years for the City of San Luis Obispo. It is a time when the Council
can create new vision and look forward to the future as a team, making decisions, creating
new and positive ways to build short and long term plans that will benefit the citizens of the
community.
I have been involved significantly with many community organizations; San Luis Little
Theater, American Cancer Society, American Heart Association, the San Luis Obispo
County 4-H program, the Chamber of Commerce, and Congregation Beth David, to name
a few. I have supported many other groups by participating in events or attending meetings
and believe that a large part of our "quality of life" is because so many of us participate in
our community.
I have the time to give complete and full service to the position of Councilperson. I am
planning on a direction of self-employment which guarantees my ability to focus on the tasks
and requirements of this position.
Lastly, I have had the opportunity to meet with each of you and came away very impressed
with your personal commitments to your positions as Councilpersons and Mayor. I believe
the strongest points I would bring to your team are that I know the value of being a team
player and share much of'the vision you have with a diligent commitment to the community
of San Luis Obispo.
As a final thought, I believe this Council has the ability to be a unified council, to look
forward together, to listen together, to create vision.together, and to reach;decisions that are

Re: Suggestion regarding process for selecting 5th Council Member
You might think about the pros and cons of the following concept as one component of the
Council's "due diligence" process in its selection of the 5th Council Member:
Each candidate for a Council seat could be asked to nominate five (5) persons well informed
regarding their background, analysis and decision capabilities, etc. Right away various
issues pop up:
how many references to specify be nominated?
what instructions or suggestions be given as to bases for selection of references?
is it legitimate for Council Members to independently add names to the listing?
(You bet it is! As an instance, I could provide valuable input regarding one of
the likely candidates.)
The references then be interviewed via telephone by Council Members (a larger bunch of
issues pop up - the media could have a blast with these kinds of issues ...):
who should do the interviewing?
I suggest that every Council Member be given the complete listing supplied by
each candidate, and at their discretion call as many or as few as they so
choose, anticipating that most nominees will receive 2 or more calls.
If only one Council Member made calls, their "spin" on the report would be
suspect by at least two other Council Members.
If one or more staff persons were assigned to.make calls, again the issue of
their unbiased reporting to the Council could.arise.

should the interviews be structured or unstructured?
I favor an unstructured approach, which works if any and all Council
Members are free to conduct their own interviews. If someone else was
designated to make the calls, then a structured format would be recommended,
opening up another whole can of worms (becoming so messy as to become a
"deal killer" for the concept).
how should the results be recorded?
Again, with the various Council Members doing the calling at their discretion,
I suggest that the recording be unstructured, left to the discretion of the
individual Council Members.
should the results be summarized and presented? (think about the media ...!)?
No (except in closed meeting of the Council Members, if permitted under
applicable law) - otherwise the references would hesitate to be open in their
remarks, and further, the potential.for divisiveness would be ample.
The risk of divisiveness is real. I do not want to set up a process which is devisive; if it
likely would have that effect, please do not advance the concept.
My Firm presently is involved in a selection process. We know enough not to put high
confidence in interviews with prospective employees. We know enough not to put high
confidence in self-selected references. We risk higher confidence in a resume of prior work,
educational and cultural experiences - which we take the effort to verify at least for finalists.
We do ask candidates to complete an application form (as available at an office supply store,
or the City's personnel office). With the applicant's written authorization we do run personal
credit bureau reports (we are dealing with commercial finance, and can ill afford to have
employees with serious adverse personal financial histories representing us). We do
interview candidates, contact references (including those they nominate and others which we
independently identify), review resumes and check out the listed information, etc. The
composite, then, goes.into the mixer and eventually we take the risk of offering employment,
hoping that we do not make a serious error - and then, on the job, doing our best to nurture
exceptional growth and constructive performance.
