SUBJECT: Design C arette for San Luis Obispo Gateways
CAO RECOMMENDATION: Adopt a resolution authorizing the CAO to approve a matching
grant donation to the Central Coast Chapter of the American Institute of Architects of up to
$2,000 in consideration of professional services provided in connection with the Design Charette
for San Luis Obispo Gateways.
SITUATION
At its June 21, 1994 meeting, the Council endorsed the Design Charette and authorized the CAO
to refine the study workscope and to contribute up to $2,000 to the Central Coast Chapter of the
American Institute of Architects (the "Chapter") for the study. Of this amount, $1,000 was to
be a direct contribution to the Chapter to support architectural scholarships at Cal Poly San Luis
Obispo, plus up to $1,000 to pay study expenses. The Chapter postponed the Design Charette
in hopes of securing additional funding for both the scholarship fund and the anticipated study
expenses.
The Chapter plans to apply for a National AIA College of Fellows Grant for $2,000 to cover
the Charette's costs, and has asked the Council to reconsider its previous action and increase the
City's scholarship contribution from $1,000 to $2,000 on a 1:1 match basis with National AIA
funding. According to the Chapter's representative, National AIA funding is more likely if local
matching funds are secured.
As described in the Chapter's proposal, the City is being asked to co-sponsor a one-day design
study, or "charette", to evaluate and recommend design improvements for the Los Osos Valley
Road corridor between Madonna Road and State Highway 101. A team of design professionals
would evaluate aesthetic opportunities and constraints at this city "gateway." .An evening
reception is proposed at the end of the one-day event, during which the study's findings and
recommendations would be presented and discussed.
In addition to the donation, the City was also asked to provide meeting facilities, printing for
announcements and charette materials, audio/visual equipment, and graphic supplies. Under this
new proposal, it is assumed that the City would still provide meeting facilities and audio visual
equipment, while printing and supplies would be covered by the AIA grant funding.
DISCUSSION
The proposal raises two key questions: 1) Is the proposed design charette a reasonable and
appropriate use of public funds, and if so, 2) Should the City increase the level of support
provided to the design charette?

Donation of Public Funds
Through its grants-in-aid programs, the City donates over $150,000 annually to support human
services, tourism, and cultural programs. The Human Relations Commission and the
Promotional Coordinating Committee advise the Council on the allocation of funds through a
competitive grant process which begins in January each year, and disburses funds in July of the
same year. However, due to the timing of the National AIA grant, Chapter participation in the
grants-in-aid program is not feasible for this year since it needs to apply for matching funds by
the end of the calendar year, before the grants-in-aid application process begins. Moreover, the
proposed Design Charette does not "fit" logically into either HRC or PCC grant funding
categories, and constitutes a special community service which appears to merit individual
consideration outside of the usual grants-in-aid process.
As a charter city, San Luis Obispo has considerable flexibility in determining what is a
reasonable and appropriate donation of public funds. Section 805 of the City Charter, Grants
and Subsidies, allows the Council to contribute public funds to "...economic, promotional,
environmental, cultural or other agencies whose operations are unrelated to those of the City but .
who contribute largely to the quality of life of the City. Such funds shall be allotted only after
a public hearing on consideration of an application by the requesting group or agency. Such
application shall include complete justification of the need for the requested aid." The donation
of public funds for either scholarships or Charette expenses appears consistent with the Charter,
provided that the Council makes specific findings as to why the request is justified and how it
contributes to the community's quality of life.
The use of public funds to offset Charette expenses seems justified because: 1) it would provide
a specific, identifiable benefit within the City; and 2) it would offset costs to provide volunteer
services to the City whose value exceed the requested donation. Justification for the use of
public funds for architectural scholarships is less clear, since scholarship benefits would
presumably be available to all qualified students, regardless of their place of residence. The
scholarship may indirectly benefit the community's overall quality of life, however, by drawing
high caliber architectural students to Cal Poly University, a major local employer and cultural
institution.
To strengthen the required nexus between public funds donated and public benefits received, the
Council may, in lieu of donating to the scholarship fund, authorize a direct contribution of up
to $2,000 to cover only the actual Charette expenses (materials, printing, equipment), with the
National AIA matching funds going to support the scholarship program.

Study Scope and Level of Support
The Chapter's original proposal stated that the charette will focus on "identifying problems and
possibilities to be considered or explored." It also states that "No formal recommendations will
be part of the format." To provide public benefit, the charette should result in draft written and
graphic design recommendations or guidelines which could be incorporated into City documents.
Recommendations should be sufficiently detailed to guide building location, massing, scale,
character and site development, and should be presented in a format which could be easily
implemented. If successful, this proposal may serve as a pilot for future studies of other
gateways of equal or even greater importance to the City.
Assuming the Charette will produce written/graphic products, the requested $2,000 donation is
a cost effective use of public monies since the proposed professional services, if retained on a
typical time and materials basis, would cost considerably more than the requested $2,000
donation. The Chapter will work with the City to refine the workscope, and expects to hold the
Charette during the Second Quarter of 1995.

ALTERNATIVES
1. Authorize the CAO to use up to $2,000 for reimbursable Charette expenses only, and
direct the Chapter to use National AIA matching grant funds to support the architectural
scholarship program.
2. Reaffirm the Council's previous action to sponsor the Charette with up to $1,000 for
actual expenses, and $1,000 as a scholarship donation.
3. Endorse the Charette, and direct the Chapter to apply for grants-in-aid or CDBG funding
to cover study costs plus a scholarship donation as part of the normal community grant
application process.

A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO
AUTHORIZING A CONTRIBUTION OF UP TO $29000 TO THE CENTRAL COAST
CHAPTER OF THE AMERICAN INSTITUTE OF ARCHITECTS FOR THE "DESIGN
CHARETTE FOR SAN LUIS OBISPO GATEWAYS" COMMUNITY PROJECT.
WHEREAS, the Central Coast .Chapter of the American Institute of Architects
("Chapter") has proposed a design "charette" or study to evaluate and make design
recommendations on a major gateway to the City, namely the.Los Osos Valley Road corridor-
south of Madonna Road; and
WHEREAS, the City's General-Plan policies encourage the aesthetic-enhancement of
major City gateways, and the City Council has .identified Los Osos Valley Road between
Madonna Road and State Highway 101 as an important gateway corridor in need of such a
study; and.

WHEREAS, in consideration of the professional services offered for this community
project, the Chapter has requested a donation of up to $2,000 from the City to support
architectural student scholarships at Cal Poly University, San Luis Obispo; and
WHEREAS, Section 805 of the City Charter authorizes the City to contribute public
funds to economic, promotional, environmental, cultural, or other agencies whose operations are
unrelated to.those of the City but who contribute largely to the City's quality of life; and
WHEREAS, this City Council has considered the Chapter's requests and desires to
contribute up to$2,000 for the purposes requested, based on the findings herein described;
NOW THEREFORE BE IT RESOLVED by the Council of the City of San Luis
Obispo as follows:
SECTION 1. Findings. The Council finds that the requested $2,000 donation is justified
because:
1 1. The Chapter will provide professional design services through a "Design Charette
for San Luis Obispo Gateways", generally as described in the attached letter from
the Chapter, in consideration for said donation; and
2. The proposed Design Charette will enhance the City's quality of life by providing
recommendations for actions to improve the appearance, function and safety of
a major street corridor and entryway to the City; and
3. Said donation is an appropriate and reasonable use of public funds since: a) the
value of the professional design services will exceed the requested donation; b)
an architectural scholarship donation will help support community design studies
originating at Cal Poly University, San Luis Obispo, a major educational and
cultural institution; and c) this is the most appropriate and timely manner to
allocate fiords to support this community project.

SECTION 2. CAO Authorization. The City Administrative Officer is hereby authorized to
donate up to $2,000 to the Central Coast Chapter of the American Institute of Architects in
connection with the proposed "Design Charette for San Luis Obispo Gateways" on a 1:1
matching grant basis. Said funds may be used to offset actual study costs or to support
architectural student scholarships at Cal Poly University, San Luis Obispo.

Dear Mayor Pinard and the City Council:
Our Chapf r of the American Institute of Architects (AIA) intends to apply for a
National AIA College of Fellows Grant in the amount of$2000.00 for the San Luis
Obispo Gateway Design Charette.
The purpose of this letter is to ask the Council to reconsider its previous action and
approve funding of $2000.00 to match that provided by the AIA grant, which we are
more likely to receive N we can show matching funds from local sources. The
$2000.00 from the City would be used for scholarships at Cal Poly and the $2000.00
grant from the AIA would be to cover expenses for the Charette.
It would be timely if the Council approved our funding before the end of the year to be
into the National AIA funding cycle. This would not be possible if we waited for
funding under the City's normal grants-in-aid program.

Please find enclosed a draft program for the proposed one day Charette to be held
sometime in late July or early August. Please make the necessary comments and
reply by FAX at 543-3716.
It is our hope that there will be approximately ten professionals on each team and the
outcome from the Charette will be graphically reproducible.
Our presentations will be directed towards identifying problems and possibilities to be
considered or explored. No formal recommendations will be a part of the format.
In exchange for materials provided by the Charette, the City will donate an amount of
$4000.00 to the AIA California Central Coast Chapter scholarship fund to be awarded
in twenty (20) $200.00 amounts based on demonstrated need and ability. A chapter
scholarship committee will interview the applicants and determine the awards.
We are excited about the outcome of the Charette and look forward to working with
you.

The areas chosen for study by the charette will include:
Area A: Los Osos Valley Road/U.S. 101 gateway
Overall visual image of the southern entrance to the city, including lot
coverage, building mass/height, landscaping, on and off-site parking and
utilities.
Area B: South Higuera/Tank Farm Road
Unified planning and aesthetic approach to a mixed use area of the City
including commercial, industrial, and high density residential.
Two teams of professionals will address each area, and will comprise of the following:

Arnold Jonas. Community Development Director, reviewed the proposal from the American Institute
of Architects Central Coast Chapter(AIA) to provide the design charette.
Allan Cooper, representing the AIA, explained the proposed concept and process.
Moved by Roalman/Rappa to approve $1,000 in scholarships and pay necessary expenses with
direction that the study focus on Highway 101/Los Osos Valley Road gateway; motion carried (3-1 -1,
Mayor Pinard voting no and Vice Mayor Settle absent).
5. _. SOLID WASTE RA NG MANUAL
Council considered th Rate Setting Process and Methodology Manual for Integrated Solid Waste
Management Rates an uthorizing its immediate use.
John Moss. Utilities Director, Kaem f Ernst and Young, explained the manual and proposed rate
structure.
Tom Martin. Controller of San is Garbage, stated the company°would live with'the proposal.
Moved by Romero Ra o approve the Rate Setting Process and Methodology Manual for Integrated
Solid Waste Manage nt Rates as presented this evening and authorize its use immediately,
beginning with the 199 olid waste rate application request;motion carried (4-0.1,Vice Mayor Settle
absent).
6. EQTF WORK PROGRAM ENSION (File No. 123)
Council considered the Environme tal Quality Task Force (EQTF) Work Program for the next six
months.
Moved by Romero Roalman to receive the work program and directed the EQTF to sunset on
November 27, 1994; motion ied (3-1-1, Council Member Rappa voting no and Vice Mayor Settle
absent).
COMMUNICATIONS
COMMA. Mayor Pinard request the July 5th Regular Meeting be scheduled for Thursday,July
7th (general consent).
COMM.2. Mayor Pinard pres ted a request from Devin Gallagher regarding roller skating and
asked that it be referred to staff (co ensus).
12:30 AM there being no further busin ss to come before the City Council, Mayor Pinard adjourned
the meeting to Wednesday, June 22, 994 at 9:00 AM at the Corporation Yard, 25 Prado Road.
