Kenny, Supervising Civil Engineer SUBJECT: CDBG Curb Ramp Project (Specification No. 9427) CAO RECOMMENDATION: Approve plans and specifications and authorize staff to advertise for bids. Authorize the CAO to award a contract to the lowest bidder-if within the Engineer's Estimate. DISCUSSION: On April 12, 1994 the City Council approved various HUD Community Development Block Grant (CDBG) requests, including $60,000 for curb ramps in sidewalks. The grant was subsequently approved by HUD under a master agreement with the County. A sub- recipient agreement between the County and the City has been prepared and will be executed prior to award of a contract. A priority list of 72 potential ramp locations at 28 intersections throughout the City was compiled,based on criteria to accommodate pedestrian access to the central business district from the "Old Town" area, Senior Center, senior housing facilities and along arterial streets. (See 412-94 agenda report) This project provides for a "base bid" of 29 top priority ramp locations. Six (6) other locations are listed as "additive alternates", to be included in the contract if the $ 60,000 budget (including contingencies) allows it. The low bid will be awarded to the lowest responsible bidder. Due to federal funding, provisions for "Disavantaged Business Enterprises" (DBE) and the Davis-Bacon Act must be.incorporated into the specifications. Although staff believes the specifications meet those requirements, they are being reviewed by County staff responsible directly to HUD for administration of the master agreement. Any necessary changes would be made prior to advertising for bids. If the lowest responsible bid,plus contingencies, exceeds the budget, the contract would be modified by deletion of certain ramps to bring the project within budget. Also, if during construction it appears that contingencies would exceed the amount available, staff would delete ramps from the contract to stay within the budget. The intent is to maximize the number of ramps installed. A categorical exemption for this project has been filed with the County in accordance with CEQA requirements. In addition, due to federal funding, the required NEPA evaluation has been completed. FISCAL IMPACT: Engineer's Estimate $ 57,300 (includes 6 additive alternates) Contingencies 2.700 Total $ 60,000 $60,000 was appropriated for this project in the 1994/95 approved budget.
