SUBJECT: Extending the Environmental Quality Task Force (EQTF)
CAO RECOMMENDATION:
Consider a request by the EQTF to extend its sunset date to February 28, 1995, in order that
it complete its final report.
DISCUSSION
The EQTF was established in Fall 1993 as an ad hoc advisory body, with an original sunset date
in Spring 1994. As requested by the EQTF, Council extended the date through November 1994.
In extending the EQTF, Council approved EQTF's recommended work program (attached).
Council has received EQTF recommendations on updates of the Land Use Element, the
Circulation Element, and the Water Management Element. The EQTF has asked for another
time extension, through February 1995 (attached letter from Chairman), to complete what the
work program refers to as the "final report" or "sustainability plan." An EQTF subcommittee
has done part of the final report, but more time is needed to complete the draft and to refine it
with the participation of the whole EQTF membership.
Extending the EQTF as requested would allow their official final report to be considered with
the budget, but after the Council goal-setting process in January.
ALTERNATIVES
Council may:
1. Extend the EQTF indefinitely until the final report is done.
2. Do not grant a time extension. (Council could encourage submittal of the final report,
when finished, as a product of the EQTF members who remain involved.)
3. In order to be compatible with the Council's goal setting process, extend the EQTF for
six weeks, through January 17, 1995.

Dear Mayor Pinard cry c.
As the Chairman of the Environmental Quality Task Force, I am
proud that we have been able to make a significant contribution to
the city's debate on the Land Use Element, the Water Management
Element, and the Circulation Element. Each of these projects took a
significant amount of time and has left us with one report to go ( the
"Vision Report") and out of time.
We feel strongly that this is, in fact, the most' important
product we will develop for the city. Now that our members are
back from vacation/relocated after the fire/etc. and ready to go
again, we anticipate that it will take us until the end of February to
complete the report. We are therefore requesting you •extend our
service through February 1995.
