Principal 9 Omni Design, Inc. | CITY OF SAN LUIS OBISPO PARKING STRUCTURE SAFETY ELEMENT 8 WORKPLAN TASK 0 –PROJECT MANAGEMENT AND COORDINATION Omni Design's project management approach centers on direct principal involvement and transparent communication.Darren Tully,PE will serve as the primary point of contact with the City throughout all phases of the project.He will be responsible for maintaining schedule,tracking budget milestones,and coordinating the full design team including structural,electrical,and cost estimating subconsultants. Project management services include:overall project coordination and administration;development and maintenance of a detailed project schedule updated throughout the project;monthly progress updates to the City;subconsultant coordination;and preparation of meeting agendas and summaries after each milestone. TASK 1 –ALTERNATIVES ANALYSIS Our team will initiate the project with a kickoff meeting that includes the full design team and the City project manager to review the project goals,confirm priorities,and establish the communication framework and meeting schedule.Ideally,this kickoff will occur at the start of site walks,allowing our team to visit all three parking structures—919 Palm,842 Palm,and 871 Marsh—with the City PM present.These site visits will allow the structural team to assess existing parapet conditions,edge details,and mounting constraints in the field,while also confirming areas of work,desired solutions,and resolving questions not explicitly identified in the RFP.The site visits will also allow for the design team to conduct a high level visual review of the structures for code impacts with building,accessibility,and fire/life safety. Following the site visits and review of available as-built documents,our team will develop preliminary concept plans for each structure and level.These concepts will serve as the framework for the alternatives evaluation,future project phases,and the development of working drawings.We will evaluate three mounting approaches—surface-mounted,parapet-mounted,and recessed-mounted—for each structure. This evaluation will include representative conceptual fence layouts,mounting and attachment details,and a preliminary structural feasibility analysis addressing wind and seismic considerations in accordance with the current California Building Code (CBC). The alternatives analysis and concept package will also include: •High-level code review addressing building,accessibility,and fire/life safety impacts •CPTED and aesthetic considerations,including representative photo simulations •Identification of anticipated permits and approvals required for each structure •Preliminary recommendations and feasibility findings for each mounting approach Once the concept alternatives and feasibility analysis are complete,the concept package will be provided to our cost estimator to develop order-of-magnitude (ROM)construction cost estimates,including clearly stated assumptions.A meeting with be conducted with the City to go over the Alternatives Analysis Report. Deliverable:Alternatives Analysis Report,High Level Review statement of Building,Accessibility,and Fire/Life Safety Code Impacts,Project Review Meeting with City |City Review Period:3 weeks Omni Design, Inc. | CITY OF SAN LUIS OBISPO PARKING STRUCTURE SAFETY ELEMENT 9 WORKPLAN TASK 2 –STRUCTURAL ANALYSIS AND 50%PSE Buehler Parking Studio will lead the structural evaluation of each of the three parking structures.Using available as-built documents,prior inspection reports,and field investigations completed during Task 1, the structural team will perform a comprehensive analysis of each structure’s overall condition,load capacity,and compliance with current California Building Code requirements. Following development of the concept plans and selection of preferred mounting alternatives,the structural engineer will evaluate parapets,anchorage systems,wind loads,and seismic forces.The team will identify all safety-related deficiencies and develop recommended corrective measures,including structural spall repair and concrete restoration,seismic strengthening,vehicle impact protection improvements,signage enhancements,and drainage corrections where identified. JMPE Electric will integrate the electrical scope into the 50%PS&E package,including lighting and security camera design consistent with the Axis NVR system currently used within the Cultural Arts District.The design team will also prepare site-specific assessments and security plans for each structure,including electrical and data routing. Omni Design will coordinate the permitting strategy with the City Public Works and the Building Division, as needed,for the three structures. Brennan Construction and Design will prepare a 50%level preliminary cost estimate to validate budget assumptions prior to submittal. Deliverable:50%PS&E Package (structural plans and calculations,draft specifications,site assessment and security plans,and a preliminary cost estimate)|City Review Period:5 weeks TASK 3 –90%PSE Following City review and comment on the 50%submittal,the design team will incorporate all review comments and advance the design to 90%completion.The 90%PS&E package will refine layouts and provide near-complete structural and electrical drawings,including refined camera placements,updated technical specifications,and a construction phasing plan developed to minimize parking disruptions.The 90%submittal will fully address all City,and Building Division,comments and will be suitable for final plan check,providing the City with a comprehensive review opportunity prior to bidding.The deliverable will include an updated 90%submittal package and engineer’s estimate.A meeting will be scheduled with the City to go over the 90%package. Deliverable:90%PS&E Package (Plans and calculations,specifications,site and security plans, and cost estimate),90%meeting with City |City Review Period:7 weeks TASK 3.1 –STRUCTURAL PEER REVIEW COORDINATION (OPTIONAL) If required by the City or the Building Division,Omni Design will coordinate and manage the structural peer review process.We will prepare and submit the required peer review package,serve as the primary contact for the peer reviewer,and incorporate peer review comments into the construction documents. Our team’s experience with peer review processes on similar civic structures ensures this step will not delay the overall project schedule. As part of this task, Omni and our consultant team will also respond to agency plan check comments to obtain required permits. This phase includes preparation of a fully stamped and signed 100% PS&E permit submittal package and the final design construction cost estimate. During construction, the design team will conduct periodic site observation visits to verify that the work conforms to the Contract Documents. We will review and respond promptly to contractor RFIs and submittals to support construction progress and minimize delays. Buehler Parking Studio will provide specialized structural field observations and coordinate any required special inspections, while JMPE Electric will observe the electrical and camera system installations and verify compliance with system specifications. Deliverable:100%final PSE for permit issuance,Stamped and Signed structural calculations,100% Meeting with City |City Review Period:7 weeks TASK 5 –FINAL PS&E AND BIDDING SUPPORT Prior to Bidding,we will provide Stamped and signed Construction Documents (CDs)for the Bid process. During bidding,we will assist City staff with responses to bid questions,preparing and issuing addenda as required,and participate in a pre-bid meeting to walk prospective contractors through the project scope and site conditions.
