On behalf of our team, we are pleased to submit our proposal to provide structural engineering, public safety
design, and security infrastructure services for the City of San Luis Obispo’s Parking Structure Safety Element
project. We understand the City’s commitment is to enhance public safety at these three parking structures
while preserving the architectural character of the downtown community and minimizing interruption to parking
operations. Our approach will balance these goals with a practical construction approach and value driven design.
A key strength of our team is the integration of our in-house security consulting group with our dedicated local
design team. Our security specialists bring expertise in security infrastructure, surveillance strategy, and risk-
informed placement of barrier systems and cameras. This capability allows us to develop solutions that are not
only structurally sound, but also operationally effective and responsive to real-world safety concerns. This team
brings directly relevant experience from similar work, including safety and security enhancements at parking and
public facilities in high-visibility urban environments such as at the Blue Parking Structure at Exposition Park
in Los Angeles, California. On that project, we successfully evaluated and implemented safety measures and
coordinated security infrastructure improvements within an active public setting, requiring careful construction
planning, stakeholder coordination, and sensitivity to aesthetics and public use.
We are confident that our combined expertise in structural retrofit design, security planning, and multidisciplinary
coordination positions us to deliver a thoughtful, efficient, and buildable solution. We are committed to

Project Understanding and Approach
Our team will deliver a coordinated, thoughtful, technically rigorous and constructible solution for the City of
San Luis Obispo’s Parking Structure Safety Element project by integrating structural engineering, security
design and project execution into a single, cohesive workflow. Our approach is organized around Tasks 0
through 6 and emphasizes early alignment, practical design solutions and minimal disruption to ongoing
parking operations.
Task 0 – Project Management and Coordination
We have established a clear and proactive management
structure led by our dedicated and local Project Manager,
Carlos Zaragosa, serving as the City’s single point of contact
and will remain involved throughout the entirety of the project.
Our team will implement a detailed project schedule with
defined milestones tied to each phase of work, supported by
regular progress updates and coordination meetings. Our team
of subconsultants, Structural, Electrical and Security, will be
fully integrated into our workflow to ensure alignment across
all systems.
Task 1 – Alternatives Analysis
We will begin with a comprehensive evaluation of safety barrier
strategies that balance effectiveness, constructability, cost
and aesthetics. This includes comparative analysis of surface
mounted, parapet mounted and recessed mounted systems,
supported by conceptual layouts tailored to each structure.
Our team will develop representative attachment details and
assess the structural feasibility in respects to wind and seismic
demands. Concurrently, we will evaluate code implications,
incorporate CPTED principles and prepare renderings to
support the stakeholders understanding and project outcome.
To assist in the decision-making process, an Alternatives
Analysis Report will be prepared with the information gathered
from the analysis of each system and their corresponding order
of magnitude cost estimate.
Task 2 – Structural Analysis and 50% PS&E
Upon selection of a preferred system, we will prepare a detailed
structural evaluation and preliminary design. This includes
assessing existing parapets and edge conditions, identifying
anchorage strategies, and preforming wind and seismic
analysis. Concurrently, our security and electrical teams will
define preliminary camera layouts coverage intent and routing
strategies for power and data. The 50% package will establish
the technical basis for the project.
Task 3 – 90% PS&E
During this phase, the design will be finalized by incorporating
the City’s feedback and resolving key technical details. The
safety barrier and associated attachment details will be fully
designed, along with coordinated electrical and data pathways
to service the security system. Camera placement will be
refined to optimize coverage and integration with the safety
barrier system. We will also work with the City to develop a
construction phasing plan to minimize impacts to parking
operations. The cost estimate will be updated to reflect the
increased level of design in detail.
Task 4 – 100% PS&E and Permitting Support
At this stage, the design will be completed and packaged for
plan check approval. The fully coordinated plans, specifications
and structural calculations will be submitted, and our team will
promptly respond to comments and coordinate any required
revisions to maintain the schedule.
Task 5 – Final PS&E and Bidding Support
We will finalize all construction documents for bidding,
ensuring clarity, completeness and consistency across
disciplines. Throughout the bidding phase, our team will assist
in responding to contractors questions, prepare addenda as
needed and support the City in maintaining a competitive and
informed procurement process.
Task 6 – Construction Support Services
We understand that the project will be phased to limit
disruption to the parking structures. During construction, we
will remain actively engaged to support successful execution
of the work. This includes timely review of submittals and
shop drawings, responses to RFIs and evaluation of proposed
substitution. Site visits will be conducted at key milestones to
verify that construction aligns with the design intent, with a
focus on structural integrity, proper installation of the safety
barrier system and coordination of security infrastructure.

Arcadis provided a preliminary study and full design services through construction to relocate the Exposition Park Security Dispatch Center from the California Science Center to the Wallis Annenberg Building. The scope included placing a new console desk, monitors and computer system into an existing office space, new servers and UPS equipment into an existing electrical room, and replacement of the existing CCTV system and emergency blue phones with new in the adjacent Blue Parking Structure.
Arcadis led a design team that was tasked with a scope that included the installation of security cameras throughout areas identified by the design and client security team, created controlled entry points within the elevator lobby, designed a new lobby security desk with ballistic rated glazing and panels, and upgraded the building’s security software. Within the lobby, the controlled entry was addressed with the installation of turnstiles and locating the new security desk within proximity to the entrance and the elevator lobby to maintain and monitor access.
The completed project enhanced security and safety where the previous systems were no longer functioning and offered a false sense of security. The dispatch office was relocated into a larger space with daylight, central AC, new sit stand console and larger screens which enhanced the dispatcher's work environment and provided for future expansion as the park's surveillance system expands with a future project.

Description of Services
Arcadis provided a security audit of architectural, operational and technical aspects to mitigate risks and security issues for
this 1 million SF mixed use building, including its 3 levels of parking. We then provided consulting services for a security
system (CCTV & access control) upgrade, including designing an enterprise level security solution.
Arcadis was also retained to provide consulting for a duress intercom system replacement in the 3 parking levels to provide
life safety and emergency communications to staff and visitors.
Our services emphasized life safety, operational continuity, and seamless integration with existing infrastructure while
minimizing disruption to daily operations.
Project Outcome
The project delivered enhanced public safety, improved operational efficiency, and a scalable unified solution that
reduced incidents, strengthened monitoring capabilities, and supported long term life safety and asset performance.

Arcadis provided full design services to address security
and safety concerns at the existing Blue Parking
Structure in Exposition Park.
The existing 4 level parking structure
has a narrow 100’ deep light well on the
south side with landscaping across that
was somewhat deceptive from the top
entrance level creating a fall hazard. We
were tasked with coming up with various
fencing options at the top level and
intermediate level for the client to select
from.
The project included New Perimeter
fencing at the South Elevation of Levels
P1, P2, and P3; Vehicular traffic lane
demarcation, speed bumps, and mirrors
for ramps at Levels P1, P2, and P3; and
modifications to the existing parking
structure lighting control system.

As part of the Headquarters building’s on-going capital
improvement projects, upgrades were made to the
Metropolitan Water District of Southern California’s
Headquarters building overall security.
Arcadis led a design team that was
tasked with a scope that included
the installation of security cameras
throughout areas identified by the
design and client security team, created
controlled entry points within the
elevator lobby, designed a new lobby
security desk with ballistic rated glazing
and panels, and upgraded the building’s
security software. Within the lobby, the
controlled entry was addressed with the
installation of turnstiles and locating the
new security desk within proximity to
the entrance and the elevator lobby to
maintain and monitor access. To provide
cohesion between the existing rotunda
and the added security desk, many of
the lobby’s existing design elements
were integrated into the security desk
while still maintaining the performance
functionally in the event of a ballistic
attack.
This project addressed many of the
building’s points of vulnerability and
provided a more security point of
entry into the building. The client and
their security team benefited from
the additional field of vision coverage
provided by the perimeter cameras
and updates to their current security
software.

Security audit report, security system upgrades &
intercom system replacement for a 33-story mixed-use
commercial property in downtown Toronto.
This mixed-use building is approximately
1 million square feet and is 33 stories
(30 stories + 3 levels of parking).
Approximately 80% of this downtown
Toronto building is occupied by
government offices, including high
security offices for consulate and
multiple government agencies. The
facility also includes two-level retail
space and 900 parking spaces spread
across 3 levels.
Arcadis was the Prime Consultant
responsible for a security audit report
for review of architectural, operational
and technical aspects to mitigate risks
and security issues. We then provided
consulting services for a security system
(CCTV & access control) upgrade for
approximately 450 obsolete door
access controls and the 200 cameras
video surveillance system, resulting
in enhanced operations and lower
incidents. We designed an enterprise
level security solution capable of
accepting IoT plug-ins, enabling the
client to monitor field-devices such as
temperature sensors, humidity sensors,
etc. The CCTV system was designed
with in-built capability for video
analytics, to automatically monitor
remote parking areas for loitering,
object left behind, wrong way driving,
virtual fencing, etc.
Arcadis was also retained to provide
consulting for a duress intercom system
replacement in the 3 parking levels
to provide life safety and emergency
communications to staff and visitors.
All the new duress intercoms were
interfaced with associated cameras
for automatic camera call-ups and
were integrated into the existing
unified platform (Genetec Security
Center software). The security and
intercom systems are a fully integrated
unified system, providing centralized
monitoring.

Preliminary A/E Fee Estimate
Arcadis is pleased to submit this preliminary fee summary for professional consulting
services in support of the Parking Structure Safety Element Research and Design
project for the City of San Luis Obispo. This fee is based on our understanding of the
project objectives, anticipated level of effort, and the scope of services outlined in
the RFP. This preliminary estimate reflects current assumptions developed during
preparation of our proposal. The final scope of services and corresponding fee
are subject to refinement and negotiation pending further clarification of project
requirements and mutual agreement between Arcadis and the City.
Scope of Work
Arcadis’ proposed scope of work and associated fees are in accordance with the RFP requirements for safety evaluation, research,
and design services for the City’s downtown parking structures. Our team understands the level of effort and commitment
required to successfully deliver this assignment in alignment with the City’s goals related to public safety, operational continuity,
and architectural sensitivity.
Project Description
The project scope and approach are described in detail in Section 1 of this proposal.
Project Budget
The City of San Luis Obispo has allocated a total of $1,500,000 for both the design and construction of these parking structure
safety elements.
Scope of Services
Arcadis and our team of consultants will provide professional services and associated deliverables consistent with the RFP
requirements and as outlined in Section 1, including project management, safety evaluation, technical analysis, and design support
services, as authorized under the on-call contract.

Project Assumptions and Exclusions
The following are the assumptions made in the development of the fees:
Assumptions
1. The project will be prepared as a single construction documents package containing all three structures.
2. The review period for the City’s Building Department Plan Check is assumed to be six to eight weeks.
3. The design team will prepare a maximum of three addenda during the bidding phase.
4. The project will be completed under one continuous construction contract
5. Construction will be phased and assumed to have a construction duration of approximately eight months excluding closeout
6. Cost estimates will be based on rough order of magnitude at alternative analysis phase and detailed cost estimates at
50%, 90%, and 100% deliverables
7. There is adequate and available electrical power to support the design.
8. Services not specifically referenced in this proposal.
9. Scope/fee are based on the project being designed and permitted in a single phase, on a ‘normal design-bid-build schedule,’ and the

Arroyo Grande, CA
Arcadis (formerly IBI Group) guided
an interactive and inclusive needs
assessment and feasibility study for the
expansion of the existing Police Facility.
Due to financial concerns, the City of
Arroyo Grande elected to remodel
their existing building. The remodel
expands the locker rooms, provides a
new Americans with Disability Act (ADA)
accessible restroom and an investigations
area for the detectives.

The project includes the renovation of
an existing steel frame building that
was originally built on the campus in the
1940’s. We added a new entrance to the
lobby as well as a new lobby space and
front desk. It included additional office
and administration spaces, as well as
locker rooms/showers for on-site police
officers. The project also required intake
and evidence rooms, a relocation and
re-design of the dispatch area.
A renovation of exterior materials
to the building was also a part of
the project. Janvi assisted with the
construction documents and creating 3D
visualizations for the project.

The Aurora Program is designed for
