We acknowledge the original RFP dated March 23, 2026, and the Addendum dated April 02, 2026. The City’s initiative to enhance the safety and security of these three downtown structures is a very important measure for the public sphere in San Luis Obispo. Roesling Nakamura Terada Architects, Inc. (RNT) brings highly relevant life safety and security expertise from civic projects across California, many of which were designed to comply with Division of the State Architect (DSA) requirements. Our portfolio includes public safety facilities, several security enhancement projects, as well as multiple parking structures with roof-level fencing and digital surveillance features. Local Service RNT’s office is located within walking distance of the three project sites, which means our Project Manager, Ansgar Killing, and Project Architect, Brian Iwasaki, can easily attend site meetings and address existing conditions. Additionally, our engineering consultants, with whom we have successful prior experience, are local to San Luis Obispo. Client and Community Prioritization We value projects that serve and strengthen communities, from small-scale interventions and renovations to new-builds and master plans. Our design approach prioritizes intentional listening, clear communication with you as our client, and striking a balance between aesthetic quality and functional value. RNT Architects | City of San Luis Obispo Parking Structure Safety Element Research and Design | 4 Understanding Of The Project Our team has carefully reviewed the RFP, visited the City’s various parking structures multiple times, and conducted a preliminary assessment of the scope and the budget that was communicated via Amendment 1. Challenge It is our understanding that the City would like to establish safety elements that provide a consistent safety approach throughout the City’s parking structures. Given the layout, construction, and varying heights of the three structures, safety elements will require customization to meet unique conditions. At this same time, the City is aware that the cost for the safety standard as implemented at the new Art District Parking Structure may exceed the City’s budget for design and construction. Approach Using as-built drawings provided by the City, our team will create CAD backgrounds for all three existing parking structures. At the site visit, the engineering team will associate typical mounting scenarios to standard conditions and identify special conditions that will require customization of mounting solutions. Our team is proposing an early outreach to preferred vendors and manufacturers to align scope, budget, and schedule. If the City is open to this approach, design fees in particular for electrical engineering could be further reduced. In close collaboration with the Public Works staff, our team will then refine budget, schedule, and quality parameters during the development of 50% and 90% design documents. Project Technical Approach Project Management and Coordination • Dedicated Project Manager: Assign a single point of contact responsible for schedule, budget, and communication throughout project duration • Proactive Schedule Management: Develop and maintain detailed project schedule using Microsoft Project, tracking tasks, milestones, and critical path items • Regular Communication Protocol: Establish clear lines of communication with City staff through monthly progress updates, meeting agendas, and documented meeting summaries • Integrated Team Coordination: Facilitate coordination among all subconsultants to ensure seamless collaboration and timely deliverables • Quality Oversight: Implement continuous internal reviews at each milestone to maintain technical excellence and adherence to City requirements Task 1: Alternatives Analysis Site Assessment and Existing Conditions • Conduct site visits to all three parking structures (919 Palm Street, 842 Palm Street, 871 Marsh Street) • Document existing parapet conditions, edge configurations, and structural characteristics • Evaluate grade changes and varying story heights at each location • Assess current aesthetic character and A unique feature of this structure is that it is topped with the school's athletic courts, which warranted intense attention to safety and security, including a full perimeter fence, intentional lighting, and secure access. San Diego City College Parking Structure The seven-story 154,500 SF Parking Garage serves as an east entry point gate to the campus and a buffer to shield the classrooms and common courtyard from street noise. On the ground floor, the Military Education Department is housed as well as leased space currently occupied by a Community Health Clinic. Both of these spaces are serving the public and are conveniently accessed right off Broadway street. The parking structure is naturally ventilated and provides approximate 400 new spaces for faculty, students and visitors. City of Oxnard Oxnard Civic Center Parking Structure Located near the historic downtown heart of the City of Oxnard, the RNT designed parking structure has been a positive addition to the urban fabric for the last 20 years. The project features architecturally sensitive materials and dynamic massing as well as incorporating: • Sculptural spiral form of vehicle ramp between levels • Public art and tile murals • Stainless steel decorative shading mesh in a • Street-level shading including trees and vines • Retail space RNT Architects | City of San Luis Obispo Parking Structure Safety Element Research and Design | 8 Long Beach Community College Parking Structure RNT designed this five-story parking structure for Long Beach City College adjacent to four existing and future campus and city green spaces. The structure includes bicycle parking stalls, is partially shaded by a PV canopy, and incorporates multiple living green walls, which support the continuity of green spaces across multiple city blocks. Ventura Unified School District Anacapa Middle School Security Fencing This project involves the general accessibility, playground, and parking update, as well as fencing integration, for the Anacapa Middle school. New fencing designed by RNT combines prefabricated and custom perforated metal panels to create a contemporary but playful appearance at all main entrances of the campus, serving as a representation of the school's image. New parking layout and loading areas for students are designed to improve circulation of traffic during school pick-up and drop off hours, which has faced difficulties previously with surrounding traffic conditions. Playground structures such as tennis and basketball courts also received renovation updates. Palomar Community College District Fencing Project The Palomar College Fencing project was completed by RNT Architects for the Palomar Community College District in San Marcos, CA. RNT designed perimeter campus portals and security fencing. He has more than twenty years of experience in architectural design ranging from civic/institutional, higher education, commercial, and multi-family housing development projects throughout California. He has extensive experience with complex sites and climate responsive design for an array of different environments. Chris brings a strong background in developing projects from conceptual design through construction with thorough coordination from consultants. He has astute technical knowledge relating to materials and construction types with a focus on detailing and constructability. San Diego Community College has been a long-term client of RNT, following community and energy focused projects that have resulted in many LEED certifications and design awards alike. RNT Architects | City of San Luis Obispo Parking Structure Safety Element Research and Design | 26 Assumptions and Exclusions Scope Assumptions and Exclusions RNT’s proposal is calculated based on the assumptions and exclusions listed below. 1. General Assumptions and Exclusions 1.1. Assumptions 1.1.1. Art District Parking Structure safety and security elements (netting and surveillance) is intended as the safety element standard for the upgrade of the three existing parking structures 1.1.2. All three parking structures will be upgraded simultaneously or phased in close succession in a single contract, only if required to minimize disruptions for parking operations. Scope for bidding support, CA, and CE is not expected to adjust for execution over multiple years 1.1.3. All three parking structures will be covered under a single construction contract. 1.1.4. The structural analysis is restricted to the attachment of proposed safety elements to the structures 1.1.5. City provides as-built drawings in digital format (CAD or PDF) within three (3) business days of the award 1.1.6. City is responsible for Payment of Authority Having Jurisdiction fees 1.1.7. Council Meetings are attended by the architect per request 1.1.8. Progress payments as percentages complete on a monthly basis 1.2. Exclusions 1.2.1. Any other service not described within the scope described herein 1.2.2. Development of Owners project requirements 1.2.3. Preparation of “as-built” drawings from Contractor’s mark-up. 1.2.4. Changes in design, program, budget, or schedule following interim approvals. 1.2.5. Revising design documents (drawings, specifications, etc.) to incorporate design changes proposed by “value engineering” (V.E.). 1.2.6. Preparation of phased construction documents 1.2.7. Performing a security risk assessment for the three parking structures 1.2.8. Hazardous material evaluation / removal 1.2.9. Changes required due to unanticipated field conditions 1.2.10. Investigation of structural components in inaccessible areas (attic, crawlspaces, destructive surveying) 2.2.2. Services outside the generally accepted scope for the practice of Structural Engineering 2.2.3. Seismic retrofits of other structural upgrade design, including parapet strengthening if needed 2.2.4. Detailed review of engineering design work completed by others. 2.2.5. Preparation of demolition drawings, site surveys or building services surveys 2.2.6. Material testing or Special Inspection Services, including selective demolition and/or removal for structural inspection 3. Electrical Engineering Assumptions and Exclusions 3.1. Assumptions 3.1.1. City staff, and/or its camera vendor, will be available for review and comment regarding camera placement, equipment specification, and video surveillance system performance requirements for our use in preparation of plans and specifications 3.1.2. Interviews (if necessary) will be conducted virtually or on-site during the observation of field conditions while Electrical Engineering is on-site. 3.1.3. Capacity of existing equipment is adequate for proposed new load 3.2. Exclusions 3.2.1. Preparation of full electrical drawings in REVIT/BIM software 3.2.2. Preparation of utility application for new service 3.2.3. Physical access control systems (PACS) and/or elements beyond cameras (e.g., card readers, gate-operators, intercom, speakers, intrusion detection 3.2.4. Upgrade of existing serving electric utility to accommodate added load under this project 3.2.5. Coordination with electrical utility company and application for energy rebate programs 3.2.6. Application for service, fees, excess wire charges, engineering retainers, etc. that may be required of the Owner by each utility 3.2.7.
