studio 2G Architects is pleased to submit our proposal for the Parking Structure Safety Element Research
and Design project for the City of San Luis Obispo. We are a woman-owned (WOSB), LEED-certified
architecture firm based on California’s Central Coast, dedicated to delivering sustainable, cost-effective
design solutions for complex public projects that require careful coordination, technical rigor, and sensitivity
to community context.
As a fully local firm, our entire team is based here in San Luis Obispo, with our office located downtown just
steps from the Palm Street parking structures. Our architects and staff use these structures regularly as
part of our daily work, giving us a direct, personal understanding of their existing conditions, user experience,
and safety concerns. This proximity and familiarity uniquely position us to approach this project with
both technical expertise and a genuine investment in creating meaningful, lasting improvements for the
community.
We understand that the City is seeking to enhance safety at three downtown parking structures through
the evaluation and implementation of perimeter barrier systems and security camera infrastructure.
These structures are highly visible, heavily utilized public assets, and improvements must balance safety,
constructability, and aesthetics while maintaining uninterrupted operations. Our team brings a strong
understanding of these challenges, particularly in working with existing structures, post-tensioned systems,
and phased construction in active facilities.
Our approach is grounded in proactive project management, early coordination, and clear communication.
studio 2G will lead a collaborative team of trusted subconsultants with whom we have longstanding working
relationships. We will manage the project through all phases, from Alternatives Analysis through Construction
Support, with a focus on maintaining schedule, controlling scope, and providing consistent, well-documented
deliverables aligned with the City’s expectations for PS&E development . Our project manager will serve as
a single point of contact and will actively coordinate meetings, track decisions, and ensure alignment across
disciplines.
During the Alternatives Analysis phase, we will evaluate multiple barrier system approaches, including
parapet-mounted and surface-mounted options, while integrating CPTED principles, structural feasibility,
and constructability considerations. We will work closely with the City to align on safety priorities and camera
coverage strategies early in the process, ensuring that subsequent design phases proceed efficiently and with
clear direction.

The City of San Luis Obispo is seeking to enhance safety at
three downtown parking structures through the integration
of perimeter fencing and security camera systems, with a
focus on evaluating the elevated parking deck perimeters for
three potential mounting options; surface-mounted, parapet-
mounted, and recessed. The project requires a balanced
approach that improves safety while maintaining structural
integrity, minimizing operational disruptions, and delivering
construction-ready documents suitable for permitting and
implementation.
Our team understands that the primary challenge of this
project lies in integrating new systems into three distinct
existing structures with varying age, geometry, structural
systems, limited documentation, and active daily use. In
response, our approach emphasizes early validation of existing
conditions, disciplined scope control, and coordinated design
across structural and electrical systems to reduce risk and
deliver a practical, buildable solution.
Project Management and Early Validation
We will provide disciplined and proactive project management
to maintain alignment with the City’s goals for safety,
constructability, schedule, and cost control across all three
parking structures. Our approach recognizes that the success
of this project depends on early identification and resolution
of unknown existing conditions, particularly given the age
of the facilities and the likelihood of incomplete or outdated
documentation.
A central component of our methodology is early field
validation paired with critical review of available record
drawings. studio 2G will conduct site observations alongside
our structural subconsultant, FTF Structural, to verify as-built
conditions. We will compare these findings against existing
documentation to identify discrepancies that could impact
design, constructability, or cost. This includes confirmation of
parapet configurations, edge conditions, structural constraints,
and the presence of embedded elements that may affect
anchorage or routing. By grounding the design in verified field
conditions rather than assumptions, we reduce the risk of
unforeseen conflicts during later design phases or construction.
In parallel, we will coordinate closely with our electrical
subconsultant to validate existing infrastructure systems,
including electrical capacity, data pathways, and potential
equipment locations. This early effort will also identify
constraints related to post-tensioned construction, access
limitations, and operational considerations within active parking
environments.
Recognizing that these structures are in continuous use,
our validation process will be carefully planned to minimize
disruption while still capturing the level of detail required to
support design decisions. Where necessary, we will recommend
targeted non-destructive investigation methods to supplement
visual observations and confirm critical conditions.
This early validation phase establishes a reliable technical
baseline for the project, allowing the team to refine design
assumptions, support accurate cost estimating, and avoid
rework. It also enables informed decision-making during
alternatives analysis by ensuring that proposed solutions are
grounded in the realities of each structure.
Through this structured and field-informed approach, we
reduce uncertainty, improve coordination across disciplines,
and position the project for efficient progression into design
and implementation.
Alternatives Analysis and System Definition
Our Alternatives Analysis Report will include a structured
comparison matrix evaluating each mounting strategy (surface,
parapet, recessed) across structural feasibility, constructability,
CPTED effectiveness, visual impact, cost, and operational
disruption. This will be supplemented by representative photo
simulations and conceptual details to support City decision-
making.
A key aspect of this phase is the definition of the CCTV system,
as current requirements are not fully established. We will
work closely with the City to determine system expectations,
including camera coverage, system architecture, and integration
with existing infrastructure. This includes evaluating centralized
versus distributed headend configurations, confirming storage
requirements, and identifying whether new equipment such as
servers, licensing, and software will be required.
We will also verify the availability and responsibility of network
infrastructure within each structure, including IDF capacity
and network switching. Early coordination of these elements
is essential to avoid downstream conflicts and cost escalation.
In addition, we will perform a high-level review of electrical and
life safety considerations, including lighting and emergency
lighting requirements that may be impacted by the proposed
improvements.

In addition, we will perform a high level review of electrical and
life safety considerations, including lighting and emergency
lighting requirements that may be impacted by the proposed
improvements. This review will also evaluate the potential
impacts of proposed fencing systems on means of egress,
occupant safety at elevated levels, and emergency responder
access to ensure that all design options maintain compliance
with applicable fire and life safety codes.
Future system considerations, such as photovoltaic (PV)
solar and battery energy storage systems (BESS), will also
be documented to ensure compatibility with long-term City
objectives, although these systems are not included in the base
scope.
Targeted Structural Analysis and System Integration
Following selection of a preferred alternative, our team will
perform a focused structural analysis limited to the parapet
edges and localized attachment zones required for fencing
and camera systems including wind load analysis and seismic
anchorage in accordance with the current California Building
Code.
This targeted approach ensures that the analysis remains
aligned with the project scope while avoiding unnecessary
expansion into full structural rehabilitation.
Because the parking structures are constructed with post-
tensioned concrete, special care will be taken to avoid conflicts
with existing tendons. All proposed penetrations for CCTV
raceways and anchorage points for fencing will require non-
destructive investigation, such as x-ray scanning, to verify the
installation will not affect the structural integrity of the existing
garages.
In parallel, we will advance camera layouts, electrical routing,
and system coordination. This includes confirming power
availability, data pathways, and equipment locations, as well
as identifying any infrastructure limitations that may impact
implementation.
Consistent with the City’s direction, this phase will also identify
any existing conditions that would prevent implementation
of the proposed improvements. Where necessary, we will
define enabling work required to support installation, including
structural, electrical, or code-related upgrades.

Local Presence and Proximity to Project Sites
studio 2G Architects’ downtown San Luis Obispo
office at 811 Palm Street places our team in immediate
proximity to all three project sites, allowing for a highly
responsive and informed approach to this work. We are
located directly across the street from the 842 Palm
Street parking structure, within a three minute walk of
the 919 Palm Street structure, and approximately a five
minute walk to the 871 Marsh Street structure.

Design Development and Construction Sequencing
As Architect of Record, studio 2G Architects will lead the
advancement of the design through Design Development and
Construction Documents, ensuring that all disciplines remain
coordinated, aligned, and responsive to the City’s goals. Our
role extends beyond document production to active design
leadership, maintaining continuity between the selected
alternative and a fully coordinated, constructable solution.
We will facilitate internal pull planning sessions with the full
consultant team to proactively manage design progression,
identify dependencies, and resolve issues early. This
collaborative approach keeps structural, electrical, and
system design efforts aligned and allows the team to maintain
momentum through each phase while avoiding late-stage
conflicts. These working sessions are complemented by regular
coordination meetings with the City, ensuring that decisions
are confirmed in real time and that the design continues to
reflect City priorities as it evolves.
Throughout this phase, studio 2G will implement our
SmartSheet weekly tracking system, which is distributed
each Friday to the full team and City stakeholders. This
report provides a clear summary of progress, including
completed tasks, upcoming work, key decisions, and any items
requiring input or action. This level of transparency supports
accountability across the team and allows for timely resolution
of issues before they impact schedule or budget.
As the design is refined, we will develop detailed fencing
layouts, structural attachment details, camera placements,
and coordinated electrical and data pathways, with a strong
emphasis on constructability.
We recognize that installing new safety railings and camera
systems in active parking structures presents significant
logistical challenges. Our approach will evaluate phased
installation strategies by level or zone, allowing portions of
each structure to remain operational while work progresses.
We will incorporate the use of temporary barriers and safety
measures to maintain public safety during construction and
carefully coordinate work areas to minimize disruption.
In addition, we will evaluate the use of prefabricated railing
systems and efficient installation methods to reduce
construction duration, limit on-site labor, and improve overall
safety. These strategies will be coordinated with both the
structural and electrical design to ensure that installation
sequencing is feasible and aligned with real-world constraints.
Coordination between disciplines will remain a priority
during this phase, particularly where installation sequencing,
temporary conditions, or access constraints influence design
decisions. Where necessary, we will work with the City to define
acceptable operational impacts and develop solutions that
balance safety, efficiency, and user experience.
Through strong leadership as AOR, structured coordination,
and clear communication tools, studio 2G will guide the project
through design development and documentation in a manner
that is organized, transparent, and focused on successful
implementation.

Permitting, Final Design, and Implementation Support
As the project advances into final design and permitting, studio
2G Architects will continue to lead as Architect of Record,
ensuring that the construction documents are complete,
coordinated, and responsive to agency requirements. Our
focus during this phase is to deliver a high-quality PS&E
package that supports an efficient plan check process and
minimizes the risk of delays.
A key component of our approach is a structured and
intentional QA/QC process, with dedicated time built into
the project schedule specifically for detailed internal review.
studio 2G will lead a comprehensive quality control effort
that includes discipline-specific QA/QC checklists for each
consultant, ensuring that structural, electrical, and system
components are reviewed for completeness, coordination, and
code compliance prior to submittal.
In addition, we will conduct a formal QA/QC page turn
review, bringing the full team together to review the
documents sheet-by-sheet. This process allows for real-time
identification of coordination gaps, constructability concerns,
and inconsistencies across disciplines, significantly reducing the
likelihood of plan check comments and rework.
We will actively manage the plan review and permitting process
in coordination with the City and the consultant team. This
includes early alignment with applicable codes and permitting
requirements, internal quality control reviews prior to submittal,
and clear documentation of design decisions to support agency
review. By maintaining consistency between earlier design
phases and final documents, we reduce the likelihood of major
comments or redesign during plan check.

coordinating with all disciplines to provide timely, complete, and
well-integrated responses. We will track all comments, assign
responsibility, and verify that each response is fully incorporated
into the documents prior to resubmittal, maintaining control of

relationships with our consultant team, many of whom we have
partnered with over multiple projects. This familiarity allows
for efficient communication, clear accountability, and rapid
resolution of issues during critical review periods.
Throughout permitting and final design, we will continue to
apply our proven project management approach, including

Cost Approach and Risk Management
Our cost approach is grounded in an understanding of the
complexities associated with working within three existing
parking structures with varying and partially unknown
conditions. We recognize that key variables such as structural
constraints, electrical infrastructure capacity, and final CCTV
system requirements have the potential to significantly
influence project cost if not addressed early and proactively.
To manage this, our cost estimator is engaged as an active
member of the team from the outset of the project, not only at
defined submittal milestones. At the beginning of the project,
the estimator will review available information and develop an
initial assessment of potential cost drivers, risks, and unknowns.
This early evaluation informs a set of targeted questions and
assumptions that will be coordinated with the City during the
initial phases, helping to clarify scope and reduce uncertainty
before design progresses.
As the design advances, the cost estimator will continuously
review evolving drawings and system decisions, providing real-
time feedback to the team on cost impacts, constructability
considerations, and potential budget risks. This allows the team
to make informed decisions during alternatives analysis and
design development, rather than reacting to cost issues later
in the process.
Formal cost estimates will be prepared at each required phase,
including Alternatives Analysis, 50%, 90%, and final PS&E,
with clearly documented assumptions and contingencies. Each
estimate will reflect the current level of design development
while also identifying remaining risks, including unknown
existing conditions, infrastructure limitations, and scope
elements that may require further definition.
Our approach also incorporates early field validation and
coordination across disciplines to reduce uncertainty related
to structural conditions, electrical capacity, and system
integration. By aligning cost estimating with verified field
conditions and coordinated design decisions, we improve

FTF Engineering provided structural engineering services for the new two-story
Toyota Walnut Creek dealership, a 240,000-square-foot state-of-the-art
automotive facility. The building features a ground-floor sales showroom and
service reception area, a second-floor service shop with training rooms, office
space, and a parts warehouse, along with 163,000 square feet of open parking
distributed across the ground, second, and rooftop levels.
A significant component of the project was the design and coordination of the
multi-level parking areas, including the ground, second, and rooftop parking decks.
These elevated parking levels required careful structural planning to accommodate
vehicle loads, circulation patterns, and long-span requirements while maintaining
alignment with the program above and below. The use of post-tensioned concrete
systems allowed for efficient spans and minimized column intrusion, maximizing
parking efficiency and user circulation. Coordination of structural elements with
access ramps, guardrails, and perimeter conditions was critical to ensure safety,
durability, and constructability, while supporting the overall performance of the
parking structure.
The structure is primarily cast-in-place concrete construction, utilizing reinforced
concrete columns, shear walls, and slabs. Post-tensioned girders were incorporated
to achieve long spans and wide bays, optimizing the layout to align the architectural
parking requirements with the service bays above. The foundation system consists
of economical shallow foundations, including spread footings, grade beams, and
a heavily reinforced mat slab. This approach was selected to accommodate the variable subsurface conditions, with bedrock
encountered at depths ranging from the finished floor level to approximately 30 feet below grade.

a design-build project involving the addition of a security fence at a historic
courthouse facility. The project required a careful balance between improving
site security and preserving the historic character of the building and surrounding
landscape.
The project included the design and installation of a perimeter security fence with
three secure access gates. The layout and detailing were carefully developed to
provide the required level of security while remaining visually compatible with the
historic setting. Material selection, proportions, and placement were all considered
to ensure the fence complemented the historic architecture rather than detracting
from it. The result is a secure and functional solution that meets safety needs while
respecting the historic significance of the courthouse.
San Francisco Federal Building Childcare Fencing:

studio 2G Architects designed perimeter security improvements for the childcare area at the San Francisco Federal Building,
focusing on creating a safe and controlled outdoor environment.
The project included a continuous security fence system integrated with existing concrete planter walls and the building’s sunscreen
structure to establish a secure boundary without disrupting the overall design. Mesh fencing was added above the planters to
prevent unauthorized access while maintaining visibility into and out of the space.
A double-door emergency exit gate was included to meet life safety requirements, allowing for secure egress while maintaining
controlled access. The result is a well-defined and secure perimeter that prioritizes safety while remaining compatible with the
building’s architecture.

USDA OIG Tenant Improvement
studio 2G Architects served as the prime contract holder, providing project
management, architectural design, interior design, and construction administration
services for a 7,600 SF tenant improvement for the relocation and consolidation
of the United States Department of Agriculture, Office of the Inspector General.
A key component of the project was the integration of enhanced security
measures throughout the space. The design incorporated secure wall assemblies
to protect sensitive areas and support controlled access, along with strategically
placed security cameras to provide full coverage of entry points, circulation paths,
and critical work zones. These systems were carefully coordinated with the overall
layout to maintain both security and functionality without compromising the user
experience.
The project included full demolition of existing walls, ceilings, and furnishings,
allowing the team to reconfigure the space to meet program and security
requirements. studio 2G worked closely with USDA leadership to develop a layout
that balanced operational needs, visibility, and control.
Interior design features incorporated USDA branding, using logo colors and
biophilic elements to create a modern and welcoming environment. Open office
areas were arranged at slight angles to preserve key views while maintaining clear
sightlines, which also supported passive supervision and security awareness.
The project was delivered within budget, and the end users are highly satisfied with
a secure, efficient, and modernized workspace.

studio 2G Architects completed a feasibility study for improvements to an
existing pedestrian bridge spanning Broadway Street (HWY 135) in the City
of Santa Maria. The study focused on evaluating existing structural and access
conditions and developing strategies to improve safety, accessibility, and long-
term functionality of the crossing. A key component of the work included
assessment of the existing stair and elevator systems, as well as exploration of a
new elevator and stair connection on the east side of the bridge to replace the
existing connection to the mall’s second level.
The team conducted a detailed review of existing conditions to identify constraints,
code deficiencies, and opportunities for improvement, including required upgrades
to meet current accessibility and life safety standards. Multiple design options
were analyzed to determine feasible approaches for integrating new vertical
circulation elements with the existing structure while minimizing impacts to
ongoing use and adjacent properties. The project also required coordination with
Caltrans due to the bridge’s location over a state highway, including consideration
of right-of-way limitations and permitting requirements. The result was a set
of clear recommendations and conceptual approaches to guide future design,
permitting, and implementation.

Coordinated underground fire service piping supply routes, pipe sizes and materials,
backflow assembly, sprinkler system riser location, fire department connection,
and related installation requirements, with Amador Whittle Architects. Provided
a complete engineering design of the required fire sprinkler systems for submittal
and review by DSA; incorporate DSA plan review comments. Provided a detailed
fire sprinkler system installation and performance specification, to accompany

Proposed Project Schedule
studio 2G Architects proposes a structured and efficient
schedule that aligns with the City’s anticipated review durations
and supports timely decision making at each phase. Our
approach is designed to maintain momentum while allowing
adequate time for City review and coordination.
We will initiate the project immediately upon notice to proceed
with a focused kickoff meeting to confirm scope, schedule,
communication protocols, and site access. Following kickoff,
the work will proceed through the defined phases as outlined
in the attached Gantt Chart.
Estimated Overall Duration
Based on the durations above and inclusion of City review
periods, the total project timeline from notice to proceed
through completion of bidding is estimated at approximately
9 to 10 months. We estimated construction duration to
be approximately 90 days due to phased construction to
maintain parking operations, limited work hours, multiple
structures (3 sites) and electrical / data complexity.
Schedule Approach
Our team will actively manage the schedule through regular
updates, early identification of potential constraints, and
close coordination with the City. We will prioritize timely
submittals and clear documentation to support efficient
reviews and approvals. This approach ensures a predictable
project timeline while maintaining the flexibility needed to
respond to project complexities and stakeholder input.

Compliance with On-Call Agreement
studio 2G Architects confirms that this proposal complies with the terms and conditions of the executed On-Call Professional Services Agreement with the City of San Luis
Obispo. Services are proposed on a lump sum (fixed fee) basis by task, consistent with the scope defined in this specific RFP. Billing rates and detailed hourly breakdowns are
readily available and can be provided upon request.
Assumptions
1. One contractor will be selected for all three parking structures.
2. Work will be performed concurrently across all three structures; deliverables may be packaged but analyzed individually.
3. Construction duration is assumed to be approximately 16 weeks.
4. Scope is limited to safety improvements at the three identified parking structures.
5. No comprehensive ADA upgrades are included beyond those directly impacted by the proposed safety improvements.
6. Design will be based on available existing documentation and limited field verification.
7. Site visits are limited to approximately 3–4 key milestone visits per structure.
8. Post-tension scanning (e.g., GPR/X-ray) will be provided by others; anchor design is dependent on results.
9. Design assumes no major structural deficiencies requiring significant repair or strengthening beyond localized improvements necessary to support new safety elements.
10. Alternative analysis is limited to the three options identified in the RFP (surface-mounted, parapet-mounted, recessed-mounted).
11. Camera system design will follow precedent established in the Cultural Arts District.
12. Integration of existing camera systems is limited to pay station areas only.
13. No centralized monitoring system is included in the base scope.
14. Existing power and network infrastructure are assumed to have adequate capacity for proposed improvements.
15. Phased construction is assumed to maintain ongoing parking operations.
16. Design is based on a total project construction budget of approximately $1.5 million.
17. Cost estimates are opinions of probable construction cost only.
18. Deliverables are limited to those identified in RFP Section 5 (PS&E, reports, cost estimates, etc.).
19. One formal review cycle per phase is assumed.
20. If unforeseen conditions or regulatory requirements necessitate additional scope, such services will be treated as additional services.

1. Structural repairs beyond those required to support new safety systems.
2. Full structural retrofit or seismic upgrades.
3. Hazardous materials investigation, testing, or abatement (e.g., asbestos, lead).
4. Destructive testing, coring, or intrusive investigation.
5. Detailed IT/network design beyond a diagrammatic or performance-based level.
6. Procurement, installation, or commissioning of camera/security systems.
7. Software, monitoring systems, or data storage design.
8. Utility upgrades, including new electrical service, transformers, or major infrastructure improvements.
9. Full-time construction observation or inspection.
10. Construction means, methods, techniques, sequencing, or safety.
11. Contractor schedule control, delays, or claims.
12. Permit, plan check, or agency fees.
13. Redesign or additional documentation resulting from agency or client changes beyond the assumed single review cycle.
14. Environmental review or documentation (e.g., CEQA), if triggered.
15. Public outreach, stakeholder engagement, or community meetings beyond those specifically identified in the scope.
