DISCUSSION At the August 30, 1994 City Council meeting, direction was given to staff to develop an open space acquisition program. An important element of that program is a resource data base that maps the green belt. Mapping provides important information, such as: topography, creeks, wetlands, ag preserve, historical sites, ownership easements, and general land use within the green belt. This type of information is critical when making decisions on acquisition priorities. If funding is approved for this item, an agreement will be developed with the Cal Poly Landscape Architecture Department to provide the mapping. Through an earlier project, landscape architecture students have mapped a portion of the green belt (Attachment A). This project will complete the mapping. Attachment B to this report is a proposal from Cal Poly that calls for a fee of approximately $9,500. Further discussion between the Landscape Architecture Department and staff indicate that an additional $2,500 is needed to provide accurate information on property lines within the green belt. The total request is for $12,000. The information will be provided on the city's version of a Computer Aided Drafting (CAD) program known as "Autocad". Autocad is used by the city for all mapping. The completed green belt maps will be used in preparing the acquisition priorities that will be presented to the City Council in the next few months. Ill��►��ii�IIIIIIlUP11P ��IN City Of San Ices OBISPO COUNCIL AGENDA REPORT CONCURRENCES The agreement proposed in this agenda item is consistent with the aims and objectives of the city's adopted Open Space and Land Use Elements. FISCAL IMPACT Funding for this item is available from the Open Space Parkland Acquisition/Parkland Fund. Approval of the $12,000 will insure that City Council has the information that will insure the wisest use of funding available for open space acquisition. ALTERNATIVES 1 . Contract with another agency to complete the mapping. This appears to be a less cost effective choice as the mapper would have to start over and not make use of the work that has been completed. Additionally, other mappers might not be able to work in the Autocad program. 2. Do no mapping. This is not a recommended alternative, as acquisitions would become purely a subjective decision. Attached is the memo from the October 27th meeting outlining the resource layers. The data will come from a number of sources including the City's CAD files,County GIS data, and new digitizing. The amounts are based on the assumptions noted with each GIS layer. The "optional" resources layers are very approximate because,especially with the modeling, they will need further clarification as the project develops. We would also want to be sure that we continue to reinforce the connections between the City and the GIS activities at.Cal Poly by providing demonstration and training throughout the process. What will be produced will be a long term in nature, that is a database which will be used for other projects. TIMELINE: It is expected that the following layers will be completed no later than the end of January, 1995.
