SUBJECT Off -site Improvements and Signalization - New Fire Station Site
CAO RECOMMENDATION
Authorize the Mayor to execute an amendment to the City agreement with Richmond Rossi &
Montgomery's (RRM) to include the design work for off -site improvements at the new Fire Station
project at 2160 Santa Barbara Street, the amount not to exceed $19,400.
DISCUSSION
As the Fire Department proceeds into the construction phase of its new Headquarters Fire Station,
several off -site improvements need to be accomplished. These include: signal relocation at the
corner of Broad and Santa Barbara Streets, redesign of the Broad/South /Santa Barbara Street
intersection, reconstruction of curbs and sidewalks, an added driveway, reconstruction of drain inlet,
and relocation/installation of utilities. These improvements will require a wide combination of
technical detail and agency approval expertise.
When the proposed new fire station was at the Emerson School site, it was believed that the City's
Engineering Department could handle any site improvements. However, at the Santa Barbara Street
site the improvements and associated agency approvals are more complex and time- consuming. Due
to the strict time restrictions of the project, a firm with more flexibility to accomplish projects under
a tight timeframe is warranted.
RRM has submitted a proposal to manage the accomplishment of these off -site improvements. Their
role would be to operate as the general manager to ensure that the work meets operational, budget,
and schedule needs of the project. The actual work would be done by the civil engineering firm of
EDA in concert with Associated Transportation Engineers (ATE) of Santa Barbara. ATE has
already had previous interactions with CalTrans and brings extensive experience to this type of
project.
FISCAL EMPACT
Sufficient funds are available in the Fire Department's Station No. 1 Capital project account to
expand the scope of RRM's Agreement for Services to include, but not to exceed, $19,400 for off -
site improvements. It should be noted that the amount designated for meetings and coordination is a
flexible figure. There is a possibility that if approvals are received quickly, costs could be reduced.

AMENDMENT TO AGREEMENT
THIS AMENDMENT TO AGREEMENT is made and entered in the City of San Luis
Obispo on this day of , by and between the CITY OF
SAN LUIS OBISPO, a municipal corporation, hereinafter referred to as City, and RRM DESIGN
GROUP hereinafter referred to as CONSULTANT.
WITNESSETH:
WHEREAS, on October 4, 1994 the City entered into an agreement for architectural services
with Consultant for the design of a headquarters fire station; and
WHEREAS, the City desires to amend the scope of the services to include the design of
off -site improvements.
NOW THEREFORE, in consideration of their mutual promises, obligations and covenants
hereinafter contained, the parties hereto agree as follows:
1. The scope of services and related compensation is hereby amended as set forth in
Exhibit 1 attached hereto.
2. All other terms and conditions of this agreement remain in full force and effect.
IN WITNESS WHEREOF, the parties hereto have caused this instrument to be executed the
day and year first above written.

General Description of Services
All research, coordination, and construction documents for the completion of signalization,
striping, sidewalk, and utility improvements as described below. Services for all such
improvements are beyond the scope of the current Agreement for Services per item 14m
on page 16.
