DISCUSSION At the August 30, 1994 City Council meeting, direction was given to staff to develop an open space acquisition program. An important element of that program is resource data maps of the green belt. Maps provide important information on the green belt, information that is necessary to all acquisition & preservation programs. Staff recommends an allocation of $12,000 to contract with the Cal Poly Landscape Architecture Department to develop the resource map. The actual "overlays" or the resources to be mapped are included in Attachment C to this document. This is a very cost effective proposal. Many of the resources have been previously mapped. In these cases, the Landscape Architecture Department will simply transfer them to a consistent format that meets the city's needs. Were the city not to use existing data and basically develop the maps from scratch, the cost of this project could easily exceed $100,000. The information will be provided on the city's version of a Computer Aided Drafting (CAD) program known as "Arch Info ". Arch Info is used by several city departments for mapping. The completed green belt maps will represent the most accurate information available on the various resources in the green belt area. Additional resources can be mapped if desired and the maps will be updated as additional information becomes available. iu111Il11111ln� 1 city of san ,.-.IS OBlspo 110M III COUNCIL AGENDA REPORT CONCURRENCES The agreement proposed in this agenda item is consistent with the aims and objectives of the city's adopted Open Space and Land Use Elements. FISCAL IMPACT Funding for this item is available from the General Fund. Approval of the 812,000 will insure that City Council has the information that will insure the wisest use of funding available for open space acquisition. ALTERNATIVES 1. Contract with another agency to complete the mapping. This appears to be a less cost effective choice as the mapper would have to start over and not make use of the work that has been completed. Additionally, other mappers might not be able to work in the Arch Info program. 2. Do no mapping. This is not a recommended alternative, as acquisitions would become purely a subjective decision. Green belt area 6—, ATTACHMENT A AGREEMENT THIS AGREEMENT is made and entered into in the City of San Luis Obispo on this 17th day of January, 1995, by and between the CITY OF SAN LUIS OBISPO, a municipal corporation, hereinafter referred to as City, and Cal Poly Landscape architecture Department, hereinafter referred to as Contractor. WITNESSETH: WHEREAS, on December 1, 1994, City requested proposal for Greenbelt mapping. WHEREAS, pursuant to said request, Contractor submitted a proposal which was accepted by City for said services. NOW THEREFORE, in consideration of their mutual promises, obligations, and covenants hereinafter contained, the parties hereto agree as follows: 1. TERM. The term of this Agreement shall be from the date this Agreement was made and entered, as first written above, until June 1, 1995. 2. INCORPORATION BY REFERENCE, Contractors proposal dated January 17, 1995, are hereby incorporated in and made a part of this Agreement. 3. CITY'S OBLIGATIONS. For providing services, as specified in this Agreement, City will pay and Contractor shall receive therefore: compensation in a total sum not to exceed $12,000. Payment to be made in the following manner: $6,000 at the completion of 1/2 of the mapping, $6,000 at the final completion of the project. 4. CONTRACTOR'S OBLIGATIONS. For and in consideration of the payments and agreements hereinbefore mentioned to be made and performed by City, Contractor agrees with City to do everything required by this Agreement and the said specifications. 5. AMENDMENTS. Any amendment, modification, or variation from the terms of this Agreement shall be in writing and shall be effective only upon approval by the Council of the City. 6. COMPLETE AGREEMENT. This written Agreement, including all writings specifically incorporated herein by reference, shall constitute the complete agreement between the parties hereto. No oral agreement, understanding, or representation not reduced to writing and specifically incorporated herein shall be of any force or effect, nor shall any such oral agreement, understanding, or representation be binding upon the parties hereto. 6 -3 7. As outlined in our previous memo, the data will come from a number of sources including the City's CAD files, County GIS data, other digital data, and new digitizing. The information will then be organized, reformatted, and scaled to be used in the GIS for resource map production and modeling. The "product" will be more than a set of paper maps, but rather a long tens dynamic database which can be used beyond this project. When using existing digital data, much of the effort is to rescale, organize, and assure accuracy. As each layer is completed, it will be checked for accuracy against the original map sources. To accompany the map information, a description of each layer will be developed to indicate such information as source, date, source scale, etc. We would also want to be sure that we continue to reinforce the connections between the City and the GIS activities at Cal Poly by providing demonstration and training throughout the process. TIMELINE: After approval of the work, a timeline will be developed to meet the needs of the project. We have scheduled the necessary resources to complete the project in a timely manner. COSTS: In order pay for student assistants, we would like to bill each month for the completed work. Based on our discussions, we will bill for no more than $12,000.00 for the layers described below. Maps - 36" x 36" - $30.00 (approximate) Page 1 4_5 Resource Maps /Layers and Base Map • Property Lines Parcels will be converted from City CAD files, although not attributed with APN's at this time. Additional parcels will be digitized. • Topography /Slope Elevations from USGS exist for the study area in digital form, and will be used for the study to create slope, aspect, and elevation layers. • Creeks and Wetlands This layer will be converted from existing City digital files with additional areas digitized or obtained from digital sources. • Ag Preserves - Williamson Contract Lands The parcels will be digitized from existing maps for the greenbelt study area • Ownership /Easements This layer will be created (digitized) from maps provided by the City. • Generalized Land Uses This layer will be created from existing aerial photos provided by the City and supplemented if necessary from other sources. • Vegetation /Habitat This layer will be compiled from existing digital vegetation maps and aerial photos and include important features such as grasslands. This layer will use outside sources for classification. • Historical, Cultural, Archaeological Resources Non - sensitive features will be mapped for this layer from existing City maps. Sensitive archaeological resources exist but will not be automated. • Habitat This layer will be digitized from maps compiled from outside sources indicating the existing and potential wildlife habitat and corridors within the greenbelt. • Endangered Species This layer will be obtained from digital sources. • Agricultural Land (Soil Types) A digital map of SCS soil units exists for the study area. This can be used together with other layers to determine agricultural lands. • Mineral Resources and Deposits This layer will be created by digitizing mine sites from USGS 1:24000 quads and including subsurface geology where important. • Hazards and Constraints This layer will be created and digitized from existing City, county and FEMA maps sources. • Viewsheds and Unique Natural Features Unique features will be digitized from maps provided by the City and the viewshed analysis will generated using existing digital topography. Specific viewpoints for the analysis will be determined by the City and Cal Poly. • Outdoor recreation These areas will be digitized from sources provided by the City and County.
