I have a mixed -use redevelopment project happening at 207 S Higuera St, San Luis Obispo which is close to Paul's Dry Cleaners —apart of the PCE Plume in SLO. I saw a report prepared for DTSC (Conceptual Site Model and Workplan for Soil Gas and Indoor Air Sampling San Luis Obispo PCE Groundwater Plume by GeoSyntec, 10/30/2020) that mentions a data gap where this proposed redevelopment is going in and was hoping to confirm with you directives for the property developer regarding soil/vapor sampling. They have proposed to install a vapor barrier system in lieu of sampling; however, Joe mentioned yesterday that they need to know what concentrations of contaminants are there in the first place prior to installing such a system. Additionally, Joe mentioned that DTSC was still going to do additional investigation in the area and I wanted to know if that can be coordinated now with this property owner. Similarly, the developer is not necessarily required to perform soil vapor sampling since there is no case against this property and more importantly, they will take mitigation measures. If the UST existence is confirmed, a Phase II investigation with soil and probably groundwater sampling should be conducted, and a UST case may be opened for this site. In addition, as shown in the attached figure, the subject site might have been impacted with PCE contamination from nearby Paul's Dry Cleaner site. Thus, soil vapor sampling as a part of the Phase II investigation should also be required. Since the subject site is one of our Information Only Cases pending further assessment, please email me all previous and future technical documents related to/for the subject site, such as the Phase I report so that I can upload them to the GeoTracker case file for the subject site. Also, since the Paul's Dry Cleaners site is required to perform site investigation, I am sure we will have continuous discussions about this case later. I now work with SLO City Fire Department and we have an upcoming project at 207 Higuera St in SLO. They are planning on constructing a mixed -use building with a residential component. I saw there has been some investigation of PCE from Paul's Dry Cleaners (214 Higuera,T10000016996) which is across Higuera from the subject facility. I am wondering if there is something specifically I need to direct the owner to do as far as soil, water, and/or vapor sampling due to the proximity to this active site. On top of that they have prepared a Phase I that also lists a potential underground storage tank on the site and that the site has had other industrial uses over the years, including a lumber yard. They are planning to investigate whether the UST is still at the site on Monday 7/19.
