On November 22, 1995, Spencer and I responded to the above referenced address per the leasee's
request to investigate a potential illegal dumping behind the dry cleaner. What was observed was
asphalt residue that was left behind/dumped at the rear of the dry cleaner by the ashpalt company
after they repaved the parking lot. It has since been addressed and no further action is expected.

This is to rescind Cleanup or Abatement Order No. 92-142 (CAO No. 92-142), issued by
this Board's Executive Officer on August 28, 1992. The tasks specified in the order were
accomplished. However, we still consider it important that you maintain and monitor the
wells you installed. A subsequent sampling detected PCE in groundwater downgradient of
your business at a concentration in excess of that which you found upgradient of your site.
Now that the drought is over, we request you have your wells resampled this fall (October)
and next spring (March). This request is made pursuant to California Water Code Section
13267.

Subject: PCE plume under 101/Prado
Upon Caltrans review we discovered that there is a Petro-c.hloroethylene (PCE)
plume under the project area. Caltrans provided a map and a contact. Y called Richard
and asked questions about the plume. Toe said that it is in the shallow groundwater,
which is located approximately 24 feet below ground surface. The concentrations of
the PCE within this groundwater arc four tunes the maximum contaminate levels. He
said that the plume came- from two dry cleaners. One located at 331 Pacific Street,
which is now a kayak company, and one located on Higuera Street.
Mr. Alshire said that he does not anticipate that our project will have an effect
on the plume, or that the plume will have an effect on the project. If any de -watering is
to occur, the water should be tested to see if it is clean. If it is not clean, then the water
should be pumped from the ground and treated before it is released. This should occur
only if dewatering is necessary_

RE: Investigation of Possible TCE/TCA Groundwater Contamination - 214 Higuera St.
BACKGROUND
Earlier this year, the Regional Water Quality Control Board (RWQCB), contacted this office and
requested information on businesses that use or have used TCE/TCA as part of their operations. At
that time, the RWQCB was initiating an effort to investigate the groundwater contamination at the
Dalidio wells.
A review of Fire Department records for 214 Higuera Street, Paul's Dry Cleaners, indicated that a
1,000 gallon underground storage tank containing a dry cleaning solvent was in operation from 1952-
1987. This is significant since the average life span of an underground tank is approximately 15 years,
under ideal conditions. Furthermore, because this tank was located inside the existing building, its
removal, normally required, was waived and in 1987 authorization was granted for the abandonment and
closure -in -place of this tank. It is important to note that during the tank abandonment process, an
assessment of the area should have been conducted in order to verify whether the tank had lost any of
its product into the surrounding soils or groundwater. This step was not done and the case was closed
by this department.
CURRENT
With knowledge of the City's ongoing treatment of contaminated groundwater at both the Auto
Parkway and Tali
assumption that all dry cleaning operations only use perchloroethylene as their cleaning agent, I had
considered this site as a potential point source, or at least contributor to the existing TCE/TCA
contamination. This, however, is not the case.
Upon further investigating the operations at this site and consulting with experts in the field, it was
learned that petroleum solvents, namely stoddard solvent, is also used as a dry cleaning agent. Records
show that the underground tank a 214 Higuera Street was used to store this type of petroleum solvent.
It contains only aliphatic hydrocarbons. No chlorinated compounds are present. Only until recently
(ten years ago), did the operators at this facility change over to perchloroethylene as their primary
cleaning agent. In doing so, they also installed new equipment, which operates as a closed system. The
perc is added directly to the equipment from drums or cans, not from the underground storage tank as
previously thought. Accordingly, none of this product is discharged into the environment, except as air
emissions.
Therefore, based on this information, it is my recommendation that there is insufficient evidence to
support any further investigation of this site. The products stored in the abandoned underground tank
are not consistent with the compounds currently impacting groundwater. If there is still concern
regarding the TCE/TCA contamination, existing City well data should be reviewed in conjunction with
off -site analysis in order to characterize the contaminated zone.

The attached Material Safety Data Sheets (MSDS's) for the products you have
purchased from Unocal Chemicals Division have been carefully prepared in an
effort to meet the worker right -to -know laws and to provide information
necessary to your employee safety training program. It is very important
that this information reach all individuals who will directiv or indirectly
come in contact with the products.
It is Unocal Chemicals Division's policy to constantly review its labels for
completeness and compliance with various laws, ordinances, rules and
regulations. If you repackage the product, you must pass this information
on to our customers and their employees. If the product is hazardous,
special warning labels must be affixed to the containers. You should also
advise your customers and their employees of the potential hazards of the
empty containers. "Empty" containers are those that contained product and
have not been professionally cleaned and reconditioned. "Empty" containers
should not be used for any purpose since they may contain explosive vapors.
All containers, including empty or partially empty containers, should be
stored in a secure area away from all heat, sparks (including static
electricity), flames or other ignitable sources. Examples of our product
labels (Industrial Use Only) are available upon request.
Updated MSDS's will be provided as additional or different information
becomes known to us. Our latest MSDS's contain the new OSHA permissible

concentrations of chemicals listed in SARA Title III Section 313 (40 CFR Part
372).
The information contained herein should be used for specification purposes.
