Council considered the revised Nacimiento Project Engineering Feasibility and Environmental Impact

Gilmore, Utilities Engineer, as the City's representative to the Nacimiento Participants Advisory
Committee and John Moss, Utilities Director, as alternate; and 3) authorize the Mayor to execute the
revised agreement; motion carried (5-0).
C-4 AMENDMENT TO SMOKING ORDINANCE (File No. 703)
Council considered giving final passage to an ordinance amending the smoking ordinance to prohibit
the smoking of tobacco products in all enclosed places of employment to the fullest extent
permissible by law (continued from 12/13/94).
Moved by Romero/Roalman to give final passage to Ordinance No. 1274; motion carried (5-0).
C-5 FIRE STATION OFF-SITE IMPROVEMENTS (File No. 92-04)
Council considered amending the agreement with FIRM Design for off-site improvements and
signalization at the new Fire Station project located at 2160 Santa Barbara Street, at a cost of$19,400.
Moved by Romero/Roalman to authorize the Mayor to execute the amended agreement; motion
carried (5-0).
C-6 WATER TREATMENT PLANT MODIFICATIONS (File No. S-39M)
Council considered the final project report for the Water Treatment Plant Modifications totaling
$10,856,192.31,and appropriating$50,000 from water fund balance to complete the project close out.
Moved by Romero/Roalman to 1)receive and file the final project report for the Water Treatment Plant
Modifications totalling $10,856,192.31; and 2) approve the appropriation of $50,000 from the water
fund balance; motion carried (5-0).

Council considered a request from the Children's Museum to modify the agreement with the City and

SUBJECT: A First for Residents for Quality Neighborhoods
Various segments of RQN shared their neighborhood concerns Thursday,February 2 as they
held their first joint meeting at the United Methodist Church of SLO.
Janet Kourakis moderated a panel made up of representatives of neighborhoods including
Chorro Street, Alta Vista, Monterey Heights (or Flatlands), Old Town, San Luis Drive and
Prefumo Canyon.
Several neighborhood groups have membership fees, some have hired planners/business
consultants to deal with neighborhood issues and most have newsletters and planned social
activities.
As neighborhoods identified common challenges - traffic, commercial proposals, parking,
noise, student housing, bicycle lanes - interest in further joint meetings developed.
Positive energy was generated among residents. We can expect some special meetings,
perhaps focusing on specific problem solving.

SUBJECT: Cal Poly VITA Program
It has come to my attention that Cal Poly accounting students
have embarked on a new program, in conjunction with the IRS '
Volunteer Income Tax Assistance (VITA) . The goal is to aid
residents with lower incomes in preparation of basic federal and
state income tax returns . The program runs from February 1 to
March 22 , at several local sites and in Santa Maria. Assistance
for Spanish-speaking people is available.
The interest and valuable community service these students are
offering should not go unnoticed. It is an excellent example of
student/community involvement , and I believe their efforts should
be officially acknowledged by this Council .
Is the council willing to honor these students and thei.r program
with a proclamation covering the service period? If so, it could
be presented at one of the service sites . Resulting publicity
might generate additional visibility for the program, and would
certainly be indicative of the city' s interest and support .
Because of the time frame, we need to move on this right away.

The City Council has just learned of your collaborative effort with the Cal Poly Accounting
Department and the IRS program VITA(Volunteer Income Tax Assistance Program). Con-
gratulations are in order. ' You are providing a very worthwhile service to those in lower
income brackets in preparing state and federal tax returns.
It's our understanding the program, which is scheduled February 1st through March 25th,
is available in several locations and includes assistance for Spanish speaking persons.
Your participation not only assists those in need of your help, but adds valuable experience
for your future. It is an excellent example of student/community involvement. You are to
be commended for taking part in this event.

WITH EMPLOYEE ASSOCIATION REPRESENTATIVES
In the spirit of better:acquainting the community with the recent activities of the new City
Council (especially goal-setting), I have made presentations to various community groups.
I believe it would also be productive to meet with representatives of our City employees to
describe the process and results of our recent goal-setting activity. Specifically, I am asking
for the Council to endorse a meeting of the Mayor and Vice Mayor with the Presidents and
Vice Presidents of all'City bargaining units to be held on Friday, February 17th.
My goal is to support the CAO's efforts to better communicate with City employees during
the budget preparation process,and in Mr.Dunn's absence,I have asked the Assistant CAO
to also attend the meeting. Again, the focus of the meeting will be on sharing the results
of our recent goal-setting activity and to answer any questions regarding our preliminary
goals. We will, of course, avoid discussing any subject matter that is within the scope of.
bargaining, and more appropriately handled through existing staff-bargaining unit channels.

SUBJECT: TRAFFIC STRIPING ON MARSH STREP�T
Last year the City Council approved a compromise restriping on Marsh Street, retaining
parking on both sides of the street, three narrow traffic lanes for vehicles and one six foot
wide bike lane. The center and right-hand traffic lanes work reasonably well, however the
left-hand traffic lane outside of parked cars is quite uncomfortable, with motorists
continually concerned that a car door may be opened in front of them. The six foot bike
lane is one of the widest in the City. We have regularly installed, and are currently
installing, four foot bike lanes outside of parked cars.
I believe the safety and convenience of this portion of Marsh Street could be greatly
improved if the bike lane were narrowed to five feet and the extra foot added to the left-
hand traffic lane. This could be done when the street is repaved during this coming
summer.
I request that my colleagues ask staff to prepare a report examining this alternative for
Council consideration at a future meeting.

We have just received a letter from Madonna Construction Company requesting a pre-
development study session with the Council to discuss concepts and general guidelines in
connection with the development of the Froom Ranch project. The Council has honored
a similar request in the past regarding the Dalidio development, and I believe it would be
worthwhile to schedule the meeting as requested by Mr. Madonna, subject to staff finding
the appropriate time slot.
My request to the Council is that staff be directed to set up the meeting.

Dear Mayor Settle and Council Members:
I am writing at this time to request the scheduling of a Pre-
Development Study Session with the City Council at the
earliest possible time convenient for the Council Members,
in connection with the Froom Ranch Project.
Because of certain economic factors which include increased
interest rates over recent months, and retail development
that has taken place in communities surrounding San Luis
Obispo, major tenants once vitally interested in this
development are no longer as committed to the San Luis
Obispo area.
It is therefore very important for me to determine if the
CITY has an interest in this project, so 1 can make efforts
to determine if our "majors" can be brought on line, in
order to make the evaluation whether to go forward with
or abandon this proposed development.
Please call if a Pre-Development Meeting has the interest
of members of the Council and can be arranged.
