Approve the concept of placing a visitor sign at the southerly entrance to the City, 2. Advise the PCC as to whether the proposed design for the sign as shown in this report is acceptable to serve as general design guideline for sign development, and 3. Authorize staff to carry out the sign project using the $20,000 currently available in the City's Promotion Budget. DISCUSSION: Background During the 1993/95 budget process, concurrent with the increase in the transient occupancy tax, the City Council set aside $100,000 ($50,000 each year) to fund enhancements to the City's Promotional Program. The Council then charged the Promotional Coordinating Committee (PCC) with developing a plan for how the monies should be spent. To date, the City has used these funds to support a variety of projects and activities geared toward increasing off season tourism, such as the International Film Festival, the Decemberfest, and the Get-Away Gold Program. The purpose of this report is to advise the City Council of how the PCC would like to use the remaining $20,000 in available funding. PCC Proposal The PCC would like to use the remaining $20,000 to develop a monument sign at the southerly entrance to the City on City owned property bordering Highway 101 (adjacent to the Corporation Yard). The PCC, working with the City's advertising consultant, Barnett, Cox & Associates (BC&A), has developed a conceptual drawing of a proposed monument sign for the Council's consideration (see Attachment 1). As shown on the drawing, the sign has been designed to complement the City's mission style architecture and includes attractive drought tolerant native plant landscaping (the plant materials and labor to landscape will be donated by the Friends of the San Luis Obispo Botanical Gardens). The PCC would like the sign to be placed on the east side of Highway 101 approximately half way between the Los Osos Valley Road and Prado Road exits (as this will allow for the greatest viewing by passersby). It is important to emphasize that the drawing presented to the Council as part of this report is conceptual in nature. Should the Council support the PCC's recommendation to develop a visitor sign, the PCC would then work with the appropriate City Departments and advisory bodies to develop a sign that conforms to City regulations using the attached drawing as a guideline for the general design of the sign. The PCC feels that the sign would complement the Committee's existing efforts to increase tourism to San Luis Obispo. Visitor signage has proven to be extremely useful in persuading visitors unfamiliar with an area to initially stop off and visit a City, and in the future, encourage an overnight stay. Therefore, it is important to note that once this first sign is in place, the PCC plans to ask the Council to fund a similar sign at the northerly entrance to the City. FISCAL EWPACT: It is estimated that the visitor sign will cost approximately $20,000 to design and construct. Adequate monies are available in the PCC's Promotional Program budget to cover this cost. Once the sign is in place, there will some minor maintenance costs that will be absorbed within existing City budgets. CONCURRENCES: The PCC concurs with the contents of this report.
