Subject: Participation in City-County Greenbelt Protection Planning Process
CAO RECOMMENDATION:
Authorize staff to work with the Mayor and County staff to promote implementation of the
City's Land Use and Open Space Element greenbelt protection policies.
DISCUSSION
Early last December, County Supervisor Delany announced her intention to incorporate a
program into the County's update of its San Luis Obispo Area Plan that would establish a
greenbelt around the City. The greenbelt would be established through a variety of mechanisms
that would provide landowners with alternatives to maintain open space uses on their land. The
proposed options are either currently part of the County's General Plan or under consideration as
possible additions. The options include lot line adjustments, cluster development, and transfer of
development credits.
The emphasis of the program is on landowner participation. A flexible strategy of options which
respond to the needs of landowners and create an incentive for their participation is being sought.
The program is intended to be a cooperative joint-effort between the City and the County. A
committee has been formed to develop landowner recommendations. The first meeting was held
on February 5, 1995 and was attended by several City Council and staff members. Additional
meetings are planned. The City was invited to share its greenbelt and open space goals, policies,
and programs with landowners at subsequent meetings.
The County's proposals for open space protection are generally consistent with the policies and
programs of the City's adopted Land Use and Open Space Elements. Some differences may
arise, and some modification of proposed strategies may be necessary as specific implementation
measures are developed. In addition, certain implementation strategies, such as a MC program,
cannot function without proper City/County cooperation. It is therefore advisable that the City
participate fully as the County develops its greenbelt program.

Costs for staff time and materials necessary to develop a successful joint-program.

INVITATION
TO PARTICIPATE IN A COORDINATED CITY/COUNTY GREENBELT
FOR THE SAN LUIS OBISPO AREA
The City and County have been undertaking programs for a number of years to protect the
scenic and rural character of the area surrounding San Luis Obispo. The County, for example,
is in the process of updating the San Luis Planning Area General Plan. The County is beginning
a planning program to protect the Morros. The City has recently adopted an update to the Open
Space Element of its General Plan that included a plan for a greenbelt around the City. The City
has also recently initiated a process of setting priorities for acquisition of land within this
greenbelt. A map is attached to this announcement to illustrate the area covered by the San Luis
Planning Area and the City's greenbelt.
There is the potential for considerable confusion in how these programs will work together, and
how they will effect landowners. We are writing to announce a joint City and County program
to coordinate these programs.
The County has land use jurisdiction over the land outside the City limits. The update to the
San Luis Planning Area portion of the General Plan contains the standards for land use in this
area. The County is soliciting comment from the City on this update.
The City recognizes that direct implementation of their greenbelt plan requires a combination
of land use regulation, voluntary donations, and acquisition of land in fee, or through easements.
The City is, as a result, pursuing a number of fund raising programs to support this effort.
Both the City and the County recognize that long-term protection of this scenic area can
only be achieved through the cooperation and participation of private landowners.
The purpose of this joint Greenbelt planning program is to obtain this cooperation. This
announcement is the first step in expressing our joint interest in meeting with landowners and
getting to know their interests and concerns. We will be utilizing a variety of methods in the
coming months to contact landowners. Please, call us or our planning staff at any time to express
your interest in this program and how we can best provide for your participation.
