Hi John ,
I am investigating now . I am of course very excited that this is moving forward . Chad and I
have been following the development of this project for some time .
A few comments :
•To the best of my understanding, local govts do not participate in the cap and trad e
system . GHG reductions from energy efficiency upgrades at the water reclamatio n
facility will go towards meeting city goals for GHG reductions and reduction of th e
energy utility expense as well . However, in the future, revenue from the sale o f
allowances to large point source polluters may be directed as grants to fund loca l
government actions to reduce emission s
•I spoke with Howard Brewen at the Water Reclamation Facility and inquired into hi s
process and the cost of the IGA . After our conversation, I am very confident in th e
process and in the diligence he has exercised up to this point. The cost of the IGA whic h
includes a 50% design is at a level which provides space for total design cost to be in a
range of 10% to 12%, of total project, which is industry standard, Design will b e
completed once this phase of the project has ended and the Council approves moving
forward with the next phase .

I've asked staff whether we have any way to guarantee that GHG emission reductions will b e
"owned" by the City for auction in the state's cap-and-trade program .
