homelessness in our community. The City seeks to provide more access to local homelessness prevention
services including mental health and substance abuse treatment —ensuring our downtown, parks and

Follow Up Messaging (Existing Local Revenue Measure)
• Currently, Measure G, the existing local revenue measure – largely paid by non-
residents – is used for basic services and maintenance of infrastructure.
• However, we current revenue sources cannot meet future resident needs for
services like protecting creeks from pollution, addressing homelessness,
maintaining police, fire and emergency services, keeping public areas safe and
clean, providing a safe place for children to play, and protecting open spaces and
natural areas.
• New revenues are needed.
• A renewal of Measure G at 1.5 cent rate would provide revenues needed to help
protect community character for future generations.
• If extended, the new revenue measure would continue to be used 100 percent
locally and be monitored through a citizen oversight committee.
• The City is reaching out to residents for feedback on how best to enhance and
fund our unique character and special quality of life.

Subject: UPDATED Scope
Hi Ryan: attached is the revised scope. The punchline is as follows—
-I did make the scope a bit leaner and the term only runs through your current fiscal year of June
30th and is titled “Engagement Scope” which does not exceed $15,000
-I assume then this means that should the City wish to extend beyond next spring we could do for
the Ballot Measure Information which is technically a different scope, July – October 2020 through a
new PO. But if so we would want to do so under our nonprofit rate at that time, which would still be
under $15,000
As for this scope’s cost, under the previous proposal the City was already receiving a rate that is not
available to other cities which only one other returning client has received. Though technically these
details are public information, if you were to be asked by any other city seeking a reference on our
firm on what we charged you I would ask that you simply say that you got a special rate because of
the City’s long relationship with the firm and leave it that. Under no circumstances would I want
anyone else to think they could get this rate.
Can you “reply all” to this email with the name/contact info of the person who should be receiving

Hi, Ryan: The presentation is really good and I appreciated also being able to view the slide notes of
how presenters will be elaborating on each.
My only comment (no surprise) is that I would recommend hunkering down further on a couple of
the “top scorers” on the sheet I provided which are not yet fully called out in this preso. Consider—
-when orally speaking about funding options you might consider training/prepping your
messenger/presenters to use phrases like:
“these options give our residents Local Control over where their taxpayer dollars go” or
“moving forward, we must protect our quality of life from the whims of this uncertain external
environment, ensuring we have Local Control over our future”
Citing “medical emergencies affecting seniors and our most vulnerable residents” and bluntly stating
the need to “repair our streets and potholes” are two others that can be more fully cited. Hope this

deadline of June 16th. That date has been extended, and we are planning on bringing SLO
Forward and the ballot measure to the City Council on July 21st.
Richard, are you available to present the findings of the follow up survey to the Council on
July 21st? We will need the results of the survey the week of July 6 – 10th so we can
present to the Ad-Hoc by the 10th. The staff report needs to be finalized and available to
the public on the 14th.

1. San Luis Obispo is resilient. Recognizing the significant hardship imposed by COVID-19 on
residents, the business community and City finances, SLO Forward is an important part of the plan
to preserve essential services and support our community and residents through community
investment and economic recovery. In the near term, we will focus on health and wellbeing of all
residents and invest in economic recovery for our local businesses.
2. Residents value living in San Luis Obispo because of its unique character and quality of life. As we
recover, we will prioritize programs and services our community values most, including protecting
open spaces and creeks, addressing homelessness, providing safe places for children to play, and
maintain roads, bike lanes and pathways for everyone to move around safely.
3. Healthy cities do not happen by accident. They happen through partnerships, good planning, and
ensuring there are adequate resources to maintain the level of service and infrastructure the
community values most.
4. The City has completed a top to bottom review of the level of City services and infrastructure needed
now and into the future, resulting in financial gap of approximately $15M before the COVID-19
emergency and this gap has increased to $17M.

HI, Ryan: LEG has only this for TOTs, not sales taxes. Richard may have one we are unaware of
However (another approach) another city asked whether they could put a sales tax on the ballot this
November that wouldn’t start until 2021. LEG/FM3 said no, as doing so would fundamentally
undermine our argument that this is an “Urgent Local Recovery and Relief Measure” which is how

From your experience working with other clients, have you seen a sales tax ballot question
that includes language ‘up to’ in it?
We did include this type of language in our Cannabis Business Tax in 2018 (it passed).
“Shall the measure to maintain and improve essential City services, including without
limitation: police/fire services; senior, youth and park services; programs to retain/attract
local jobs; addressing homelessness; and other general revenue purposes; by establishing
a cannabis business tax up to 10% of gross receipts for retail and businesses and up to
$10.00 per canopy square foot for cultivation, raising approximately $1,500,000 annually,
until ended by voters, with all funds used locally, be adopted?”
Using the same ballot question we tested in September, it would look something like this:
“Shall an ordinance to provide funding to maintain police, fire/emergency response; repair
streets/potholes; preserve open space/natural areas; protect creeks from pollution; ease
crosstown traffic; enhance natural disaster preparation; address homelessness;
maintain/improve parks, afterschool programs/senior services, other general
services/infrastructure by extending Measure G up to a 1.5¢ rate, providing approximately
$23,700,000 annually until ended by voters; requiring audits, citizens oversight/all funds
used locally, be adopted?

As an alternative, what about cutting the word ‘approximately’ before the
‘$21,600,000’.
I reread the City of Santa Maria’s ballot question and they didn’t have approximately,
just the amount.
For reference (City of SM):
To maintain/enhance essential services including neighborhood police patrols;
firefighter staffing; gang suppression/enforcement; crime/graffiti/vandalism prevention;
911 medical response times; library, recreation, homelessness, at-risk youth
programs; providing durable fiscal stability; shall the measure be approved adopting
an ordinance extending Measure U at the one cent rate until ended by voters,
providing $18,000,000 annually, with no funds taken by Sacramento, requiring
oversight, independent audits, all funds used locally?

As an alternative, what about cutting the word ‘approximately’ before the
‘$21,600,000’.
I reread the City of Santa Maria’s ballot question and they didn’t have approximately,
just the amount.

I was finished my review at 2:49 PM yesterday and Ryan has been in it since with the last
time being 12:45 AM this morning. When I went in to check the report after receiving
Christine’s email I received a couple of errors and couldn’t open the report. Finally after
restarting I was able to. I’m a little concerned the report may be corrupt so I’ve saved a
copy of it and the attachments to my desktop in the event it totally crashes.

SLO November 2020 Municipal Election
hank you, as always for being at the ready to respond to community questions
about timely issues in the City. This manual is designed to be of assistance
should you or your team be asked questions about the upcoming November
Municipal Election.
As part of this morning’s session, you will receive the following resources,

For City Staff
This information should NOT be considered formal legal advice but a common-sense
reference sheet. For additional information please confer with the City Attorney’s Office.
✓ DO provide objective, information about voting and Measure G-20.
✓ DO make informational presentations to community organizations and stakeholders
about the City’s needs during any time of the day, using legally approved information,
upon request and after conferring with Ryan Betz.

approved Quick Card or Frequently Asked Questions sheet.
✓ DO refer constituents to the City website as needed, so they can read official City

Approved Measure G-20 Messaging Platform
IMPORTANT: The Public FAQ, Informational PowerPoint, and Quick Card all contain
approved information content.
In general, if asked avoid speaking about too many items, as this will be far too
much information for the average person. Please focus specifically on the Messaging
Platform plank that falls more within your policy expertise:
(ACCOUNTABILITY) Measure G-20 includes strict accountability requirements so funds are used
effectively and as promised, including an Independent Oversight Committee and annual
independent financial audits, All money generated by Measure G-20 stays local and cannot be
taken by Sacramento or Washington DC
(MEDICAL RESPONSE TIMES) Seconds count in an emergency. One in every two calls to the San
Luis Obispo Fire Department is a response to medical emergencies or rescues. Measure G-20 helps
ensure that San Luis Obispo has the needed firefighters-paramedics, infrastructure, lifesaving
equipment, personal protective equipment, and communications technology to s ave lives in any
type of natural disaster or health emergency.
(SALES TAX) In the last six years, nearly 70% of sales tax dollars collected in San Luis Obispo came
from tourists and visitors from surrounding areas. Measure G-20 ensures they are paying their fair
share to use community resources and infrastructure. Measure G -20 is not applied to prescription
medication or food purchased as groceries.
(ECONOMIC RECOVERY) The impacts of COVID-19 on the local economy, including loss of jobs and
closure of businesses, may take years to recover from. Measure G-20 helps invest in the businesses
in our city and our downtown area [by funding the marketing, mini-grant, and other support
services they need as we go through this recession together.
(HOMELESSNESS) Prior to the current crisis, SLO had already experienced a 26% increase in the
number of persons experiencing homelessness in the last couple of years. As SLO looks towards
recovering, Measure G-20 will allow the City to provide ongoing and new resources to residents
and families who are homeless or on the verge of being homeless and at the same time, also ensure
our public areas are clean, safe and secure for everyone.
(VALUING OUTDOORS) Many San Luis Obispo residents live in our community because it provides
a safe and small-town feel with open space, natural areas, parks, and outdoor recreational
opportunities. COVID-19 reminds us how important these areas are to everyone. Measure G-20
will help ensure open space, natural areas and parks continue to be clean, well-maintained, and
safe for everyone to enjoy.

Approved FAQs About Municipal Election
Q: What is Measure G-20?
A: On July 21st, the City Council unanimously placed Measure G-20--Community Services/Investment Measure --on
the November Municipal Election ballot. The measure continues a locally enacted, locally controlled City revenue
source. If enacted, Measure G-20 would raise approximately $21.6 million annually by extending our voter-approved

Q: I thought we had an existing local sales tax; how is this different and who pays for it?
A: Voters approved the first local sales tax measure in 2006 at a .5 cent rate and it was renewed by the voters in
2014, which was known as the 2014 Measure G. The difference is that the 2020 Measure G replaces the 2014
Measure G with a Community Services Investment Measure at a new 1.5 cent rate. Historically, 70% of sales tax
dollars collected in San Luis Obispo come from tourists and visitors. Measure G-20 ensures visitors continue to pay
their fair share to use our community resources and infrastructure and is not applied to prescription medication or
food purchased as groceries.
Q: I am concerned about COVID-19 impacts and increasing fire dangers; could this funding be used to address
those concerns?
A: One in every two calls to SLO’s Fire Department is a response to medical emergencies or rescues. Measure G-20
would provide funding to ensure that our community has the firefighter-paramedics, infrastructure, equipment,
training and communications technology to respond quickly and effectively in any type of emergency, while
remaining prepared to prevent and respond to fire dangers in our community. It may take years to recover from the
impacts of COVID-19 on the local economy, including loss of jobs and closure of businesses. State and federal funding
to cities for recovery is uncertain and outside the City’s control. Measure G-20 provides locally controlled funding to
invest in the businesses in our city and our downtown area through economic recovery programs that retain
neighborhood-serving businesses.
Q: How can I be certain that taxpayer dollars are being spent responsibly?
A: Measure G-20 includes strict accountability requirements, including an Independent Citizen’s Oversight
Committee, an annual independent financial audit, and a report on the use of the funds is sent to every household.

“Sticky” Questions/Answers
The below questions and answers are to be referenced as necessary in response to sticky questions
only but are not the information points that we are emphasizing. The responses are intentionally
short, by design.
Q: Can we receive the same level of service without Measure G-20?
A: No. Measure G-20 extends our voter approved local sales tax at the new 1.5 cent rate. If that previous
base funding is not extended, service cuts are inevitable.
Q: Now is not the time! How can you ask us for more money when so many are hurting?
A: In the last six years, nearly 70% of sales tax dollars collected in San Luis Obispo came from
tourists and visitors from surrounding areas. If enacted, Measure G-20 will help protect the
financial stability of the City, its residents, and businesses.
Q: Sales taxes are regressive.
A: This is the only mechanism available to the City right now where visitors to San Luis Obispo share in
the cost. Measure G-20 is not applied to prescription medication or food purchased as groceries, nor is
it a tax on someone’s home or property.
Q: Won’t this just go to paying off pensions?
A: No. SLO has been proactive in reducing and reforming pensions. Measure G-20 was specifically
crafted to address the quality of life services our residents identified over a yearlong engagement
process called SLO Forward.
Q: Isn’t all the money just going to police?

Q: How do we know there will not be a “bait and switch?”
A: Our City prides itself on the accountable, responsible use of voter-approved funds. including an

Q: Aren’t you advocating for yes on G-20 using taxpayer dollars?
A: No. Because this is a historic all-mail ballot, the City has been working in conjunction with the County to
ensure our residents are aware of how to vote, and all aspects of our local Municipal Election.
Q: This is a forever tax!
A: Voters can choose to end Measure G-20 at any time, which is the preference that was stated by the
community during our SLO Forward engagement process, where hundreds of residents were surveyed.
Q: You are tripling our taxes at the worst possible time! Shame, shame, shame!
A: The City does not have the power to increase taxes—only the people do. The overwhelming sentiment
we received is that our residents want the opportunity to vote on this measure, and we will respect their
decision either way.

The sample on the next page is specifically formatted as an 11x17 bookfold, “newsletter” style. If a smaller spec is used,
the amount of text will have to be reduced accordingly. If doing so is necessary, OMIT the ballot question as that element
will be utilized on the October 19th mailing. However, in so doing please make the cost appears elsewhere on the piece.
1. On the cover, utilize City Clerk and SLO iconic icons to dress up the piece. Other City Attorneys indicate that
“remember to vote” icons or graphic presentations is generally acceptable.
a. Some City Attorneys like the disclaimer language at the bottom of the sample cover, while others do not.
2. On the interior left panel, add the pertinent SLO County ROV information as can fit comfortably in your chosen
specification, and utilize stock photos or graphics to show the information message.
3. On the interior right panel, as space permits, include BOTH the ballot question and the excerpts from the official
resolution. However, if proceeding with a smaller spec, ONLY include the excerpt from the resolution. In either

Reminder: Facebook’s algorithm continues to suppress “organic” organizational posts as opposed to
paid or “sponsored” posts in the newsfeed. And, no posts related to election information can be boosted
without permission to post on election-related information on Facebook. Therefore, it is common
practice to repeat posts more than once to increase user impressions – spread out over hours, days, or
even weeks – as long as the content is still relevant and timely. Please use the suggested posts several
times on both Facebook, Twitter and your other platforms in the coming weeks.
Hashtags (#) are effective for these informational purposes. Remember to monitor what is “trending”
to see if you can relate an appropriate and trending topic, holiday, or news event of the day. Besides
