unanimously placed Measure F—the City of Milpitas
Public Services Measure—on the November ballot for
voter consideration. If approved by Milpitas voters,
Measure F would enact a ¼ cent sales tax for 8 years,
with locally-controlled funding that cannot be taken
by the state.
Q: How much would Measure F cost?A: Measure F is a ¼ cent local sales tax and would cost one
penny for every $4 spent. According to city reports, approximately
half of Measure F would be paid by visitors to Milpitas. Food
purchased as groceries and prescription medication would be
exempt from Measure F.
Q: Why place Measure F on the ballot now?A: The recession caused by coronavirus is requiring cities like
Milpitas to consider significant cuts to programs and services in order
to balance the budget. Measure F funds can help maintain the City’s
finances and prevent cuts to the services which residents have identified
as community priorities, including:
• Maintaining local 911 fire and emergency response services
• Preparing for future public health/natural disaster response
• Improving working environments for Milpitas firefighters
and paramedics
• Maintaining police response services
• Assisting local businesses during the pandemic
• Maintaining youth and senior services
Measure F Accountability Standards
Measure F requires citizens’ oversight, annual independent financial audits, and full disclosure of all
spending. Legally, Measure F funds are required to be spent to benefit the Milpitas community
and cannot be taken by the state.

including: police and fire protection, 9-1-1 emergency response, and natural disaster preparation; youth,
senior, and recreation services; repairing park equipment and maintaining parks and recreation centers; and
attracting and retaining local businesses; shall the measure, establishing a 1/4¢ sales tax, providing approxi-
mately $6,500,000 annually for 8 years, requiring independent audits, citizens’ oversight committee, all funds
spent locally, be adopted?
