HomeMy WebLinkAboutPRR26409 Bates - 1215 & 1219 Bond St (APN 052-201-006) Private Sewer & Wastewater system records To:CityClerk Subject:California Public Records Request - 1215/1219 Bond Street, APN 052-201-006 - Private Sewer/Wastewater System Dear City Clerk: Pursuant to the California Public Records Act, I am requesting records concerning the sanitary sewer, wastewater, plumbing, and related utility infrastructure serving the property identified as: 1215 Bond Street / 1219 Bond Street, San Luis Obispo, CA 93405 APN: 052-201-006 Arlington Addition, Block 5, Lots 45 and 46 Please search records under both 1215 Bond Street and 1219 Bond Street, as well as APN 052-201-006 and the legal parcel description, because records concerning the property may have historically been indexed under different addresses. I am particularly seeking records that may identify or explain the private sewer system shown for this parcel in the City’s Sewer Lateral Portal, including the parcel’s inclusion in the GIS layer titled “Parcels with Private Sewer Systems - Inspection upon sale not required.” 1. Private sewer system and GIS records Please provide all records concerning the designation of this parcel as having a private sewer system, including: • The complete underlying GIS/database attribute record for APN 052-201-006 in the “Parcels with Private Sewer Systems - Inspection upon sale not required” layer. • All non-displayed GIS attributes, notes, comments, identifiers, dates, source information, inspection information, system classifications, and related fields associated with that record. • Records explaining the meaning of “Private Sewer System” as used for this GIS layer and the criteria or basis for including APN 052-201-006 in it. • Records explaining why the parcel is identified as “Inspection upon sale not required” and/or why its sewer lateral inspection or condition is listed as unknown, if applicable. • GIS maps, utility maps, sewer maps, as-built maps, diagrams, or other records showing the private sewer infrastructure serving the parcel and its connection to the City’s sanitary sewer system. 2. Sewer connection and lateral records Please provide all historical and current records concerning sanitary sewer service to the property, including: 1 • Sewer connection records and sewer tap records. • Private sewer lateral records. • Sewer lateral permits, repair records, replacement records, and inspection records. • CCTV/video sewer inspections and associated reports, photographs, notes, or findings. • Records identifying the location and route of the private sewer lateral or other private sewer piping. • Records identifying the point at which the private sewer system connects to the City’s sewer system. • Records indicating whether 1215 Bond Street and 1219 Bond Street share sanitary sewer infrastructure. • Records indicating whether the private sewer system on APN 052-201-006 serves, or is served by, any other parcel. 3. Wastewater pumping equipment Please provide any records referring to or depicting: • Sewage pumps or wastewater pumps. • Sewage ejectors. • Grinder pumps. • Lift stations or pump stations. • Wet wells. • Pump basins or sewage collection basins. • Duplex pump systems. • Float switches or level controls. • Pump control panels, electrical controls, alarms, or related electrical equipment. • Force mains or pressurized sanitary sewer discharge piping. • Check valves, isolation valves, bypass piping, or other appurtenances associated with a private wastewater pumping system. Please include plans, permits, specifications, inspection records, photographs, diagrams, maintenance records, repair records, correspondence, complaints, service calls, and any other records identifying or describing such equipment. 4. Historical septic, cesspool, and sewer-conversion records Because the buildings on the parcel may predate portions of the City’s current electronic record systems, please provide any historical records concerning: • Septic tanks. • Cesspools. • Leach fields or seepage pits. • Septic or cesspool abandonment. • Conversion from an onsite wastewater disposal system to municipal sewer. • Removal, abandonment, filling, modification, or reuse of former septic or wastewater structures. • Historical sewer connection dates. 5. Building and plumbing records 2 Please provide records concerning construction or modification of the property’s sanitary plumbing and wastewater systems, including: • Plumbing permits. • Building permits containing plumbing or sewer information. • Plumbing inspection records. • Plumbing plans and utility plans. • Site plans showing sewer or wastewater infrastructure. • Building plans depicting sewer, waste, vent, drainage, pumping, or underground utility systems. • Addition, alteration, conversion, or multifamily development records that affected the sanitary sewer system. 6. Cityworks and Utilities/Wastewater records Please search Cityworks and any other databases maintained by the Utilities Department/Wastewater Collections program for records associated with the property, address, APN, private sewer system, or sewer connection. Please include, to the extent maintained: • Work orders. • Inspection records. • Maintenance records. • Service requests and service calls. • Field notes. • Photographs. • CCTV records. • Sewer blockage records. • Sewer backup records. • Sanitary sewer overflow records. • Odor complaints. • Pump or lift-station related records. • Staff correspondence or notes concerning the private sewer system. 7. Engineering, Public Works, and historical infrastructure records Please provide any: • Engineering drawings. • As-built drawings. • Sewer improvement plans. • Utility plans. • Subdivision improvement plans. • Arlington Addition infrastructure records. • Historical sewer maps. • Private sewer agreements. • Maintenance agreements. • Sewer easements. 3 • Utility easements. • Recorded agreements or deeds relating to sanitary sewer facilities serving this parcel. Please include records that identify shared or common private sanitary sewer infrastructure involving APN 052-201-006 and neighboring parcels. 8. Historical/legacy records Please do not limit the search to InfoSLO or other current electronic permitting systems. Please search reasonably identifiable historical and legacy sources maintained by the City, including, as applicable: • Archived permit files. • Historical permit cards. • Scanned records. • Microfilm or microfiche. • Legacy permit databases. • Historical plumbing records. • Sewer connection/tap cards. • Engineering archives. • Utilities/Wastewater archives. • Cityworks. • GIS databases. • Records maintained by Community Development, Public Works, Utilities/Wastewater Collections, Engineering, and the City Clerk. The purpose of identifying these sources is to ensure that records predating the City’s current electronic permit systems are included in the search. Electronic production and costs I request responsive records electronically in their existing electronic format where available. For databases, GIS records, spreadsheets, or tabular records, I request the existing electronic record or export, such as CSV, XLSX, PDF, shapefile, GeoJSON, or other readily available format, rather than a printed copy where reasonably available. If fulfillment of any portion of this request would result in a fee, please notify me in advance of the amount, the reason for the fee, and the records to which the fee applies before incurring the cost. I am not requesting printed copies unless electronic production is unavailable and I subsequently authorize the cost. If copies of copyrighted architectural or building plans require owner and/or architect/engineer authorization, please do not treat that restriction as a reason to withhold or delay other responsive records. Please provide all other responsive records and identify the plans that are available for in- person inspection. 4 If records cannot be located If the City has no responsive records for a particular category above, I would appreciate identification of the department or records system searched, where reasonably possible. If another City department is the custodian of responsive records, please forward or coordinate this request with that department as appropriate rather than limiting the search to records maintained directly by the City Clerk’s Office. If records responsive to this request are withheld or redacted, please identify the applicable basis for withholding or redaction. Thank you for your assistance.
