HomeMy WebLinkAboutR-11670 authorizing the disbursement of Prohousing Incentive Program Grant Funding from the City's AR 11670 RESOLUTION NO. 11670 (2026 SERIES) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS OBISPO, CALIFORNIA, AUTHORIZING THE DISBURSEMENT OF PROHOUSING INCENTIVE PROGRAM GRANT FUNDING FROM THE CITY’S AFFORDABLE HOUSING FUND WHEREAS, pursuant to Health and Safety Code 50470 et. Seq, the California Department of Housing and Community Development (Department) is authorized to issue Guidelines as part of an incentive program (hereinafter referred to as the Prohousing Incentive Program or “PIP”); and WHEREAS, on April 2, 2024, the City Council of the City of San Luis Obispo authorized and directed the City Manager to submit a PIP grant application package (“Application”) to the Department to apply for the PIP grant funds in a total amount not to exceed $750,000, and upon approval by the Department, to enter into, execute, and deliver on behalf of the Applicant, a State of California Agreement (Standard Agreement) for the amount of $750,000 and any and all other documents required or deemed necessary or appropriate to evidence and secure the PIP grant , the Applicant’s obligations related thereto, and all amendments thereto; and WHEREAS, on December 18, 2024, the City Manager of the City of San Luis Obispo entered into a Standard Agreement with the Department for the amount of $750,000; and WHEREAS, on July 9, 2025, the City of San Luis Obispo submitted a Request for Reimbursement of Funds to the Department and was approved to allocate $400,000 of the $750,000 PIP grant award to the Affordable Housing Fund (AHF) to replenish the $400,000 that had been contributed by the City from the A HF to the Calle Joaquin Homekey Project (Resolution No. 11439). NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Luis Obispo as follows: SECTION 1. Environmental Determination. The disbursement of Prohousing Incentive Program grant funds from the City’s Affordable Housing Fund is not a project, as defined in California Environmental Quality Act (CEQA) Guidelines § 15378, and is not subject to environmental review. SECTION 2. Action. The City Council does hereby authorize the City Manager to disburse the remaining PIP grant funds totaling $350,000 from the Affordable Housing Fund as shown in Exhibit A. The Community Development Director is hereby authorized to act on behalf of the City in connection with the disbursement of PIP grant funding via the City’s Affordable Housing Fund.
