Agenda Promotional Coordinating Committee City of San Luis Obispo Wednesday, November 13, 2013 5:30 p.m. Regular Meeting Council Hearing Room The goals of the City of San Luis Obispo Promotional Coordinating Committee are to (1) improve the quality of life available to all residents of and visitors to San Luis Obispo and (2) promote, in a manner consistent with long-range community goals, the development of San Luis Obispo as a regional and tourist center. The Committee may not discuss or take action on issues that are not on the agenda other than to briefly respond to statements made or questions raised, or ask staff to follow up on such issues. Promotional Coordinating Committee Meeting Minutes Wednesday, October 9, 2013 5:30 pm at City Hall CALL TO ORDER: Chair Jill LeMieux PRESENT: Franciskovich, Rizzo, Pearce, Palazzo, Fidler, Cox STAFF PRESENT: Molly Cano, Tourism Manager Chair LeMieux called the meeting to order at 5:32 pm PUBLIC COMMENT None. CONSENT AGENDA ACTION: Moved by Pearce/Palazzo to approve the consent agenda with the updates to the TOT report and the Events Brochure report. Motion carried 7:0 PRESENTATIONS 1. QUARTERLY REPORT BY CONTRACTOR Verdin Marketing presented the 3rd quarter (July - September) brochure report. They reported that overall the brochure is doing well. The brochure received 2,911 reads and 11,227 impressions. The likes increased by 25% in the quarter, and the post engagement was up 3% which makes it 1% over the national average for engagement. Advertising impressions were 311,478. The SLO Chamber of Commerce presented the quarterly report for GIA, PR and Visitor Center. To date 16 of the 26 GIA groups have been served. Lynne gave an overview of the press releases distributed during the quarter for both GIA events and non-GIA events. She also shared the media results including LA Times for Nature Corps, the pick-up on the Times Square promotion, the results on the pride in the plaza event coverage, Petergreenberg.com, and more. She also shared that the Chamber will be representing SLO at Cal Poly for the Homecoming event on November 16 for a giveaway at the booth and tourism information. The Visitor Services walk-ins were down slightly however phone calls and emails had increased. 2. TBID FIVE YEAR STRATEGIC CLARITY PLAN Clint Pearce presented the TBID’s five year strategic clarity plan to the committee. He shared an overview of the plan and the intention of the plan to help steer the direction for the TBID for the next five-years. The plan was distributed to the committee and is posted on the City’s website under the TBID. DRAFT C1-1 Promotional Coordinating Committee Minutes Page 2 BUSINESS ITEMS 1. 2014 SLO HAPPENINGS PROGRAM UPDATE The taskforce in conjunction with Verdin presented the updated program proposal as the result of the taskforce planning session. The taskforce reported that they vetted the two options of the expanded social media presence or the development of the app. The one concern was the availability of the information for the non-smartphone users. As a solution Verdin would create a template to mirror the SLO Happenings brand for the one-page event sheet updated monthly by the Chamber. Verdin reported that the android and ios would be feasible to create in year one. Ultimately, the taskforce recommended the direction of the app and to create new promotional and non-smart phone options to share the information. The Committee discussed the recommendation and requested that Verdin also establish bench marks and goals to track the success of the app. ACTION: Moved by Palazzo/Cox to move forward with the app exploration for 2014 SLO Happenings program and for the taskforce to consider the firm options and advertising plan for recommendation to the committee in the November meeting. Motion carried 4:0 COMMITTEE COMMUNICATION GIA Report: No reports. Tourism Program Update: Molly Cano presented the Tourism Program update. SAVOR 2013 Recap: • SAVOR Run- front page of the SLO City News • The run was great. Good turn out and great feedback on the course from participants • Full recap in November • The booth was a hit. Based on information from The Visitor Center, contacted KSBY for a story about how the Government Shutdown is affecting our local tourism. 3. Responded to an inquiry from Christopher Elliott of The Washington Post on how the Government Shutdown is affecting local tourism. 4. Responded and coordinated with Zachary Chouteau for a travel feature story aimed at groups/meeting planners about new culinary offerings in central California for Meetings Focus Magazine. Coordinated with Novo and Luna Red for photos. 5. Worked with Bunker Communications from New York inquiring about shooting a music video at Madonna Inn. 6. Responded to two requests from VisitCalifornia.com. Wrote and submitted two short articles titled “Holiday Celebrations in SLO” and “Shopping Spree in SLO.” 6. Worked with Cal Poly during Parents Weekend event to promote the city of SLO. 7. Coordinated with Australian travel writer Linda Bentley of “The Packed Bag” to host her stay when she arrives in December. She is working on a year-long story/blog about traveling through 50 states in 50 weeks. 8. Coordinated and set up four, 15-minute radio interviews to air on “A Quick Bite” radio program with David Wilson on The Krush, 92.5FM. Each show airs twice for 15 minutes, once at noon and once at 9pm. Featured restaurants are: a. Que Pasa b. Granada Bistro c. Fromagerie Sophie d. Eatz restaurant 9. Continue to work on building and growing contact lists as well as establishing contacts in key media outlets. 10. Continue to work with the City and Rosetta on overall marketing campaign. CONSENT AGENDA ACTION: Moved by Patel/Walker to approve the consent agenda. Motion carried 5:0 Commissioner Westrope arrives. BUSINESS ITEMS 1. SHORT TERM RENTAL DISCUSSION The Board received a presentation from the Community Development Director, Derek Johnson, for the purpose of the discussion on the San Luis Obispo homestay issue. Derek presented the issue to the Board and announced that the item would be discussed with City Council on the November 12 special meeting. The members of the Board asked questions to Derek Johnson. The Board discussed the topic directly to decide what action should be taken. The Board felt that as a representative group for the City lodging properties that they would take an advisory role to the constituents. Public Comment: Ermina Karim from the San Luis Obispo Chamber announced that the Chamber Board has reviewed the issue. As a result, they have encouraged City Council to take up the issue. Michael Adams from the Courtyard by Marriott expressed that the short term rentals may not be direct competition however the must be required to meet the guidelines and pay the taxes and assessments. The Board felt that as a representative voice for the City lodging properties that they would take an advisory role to the constituents. They requested staff to communicate the issue and inform the constituents when the item will be considered by City Council. The Board also requested that they DRAFT LRC2-1 Tourism Board Improvement District Minutes Page 2 be informed as decisions are made and that the Board have the ability to provide feedback on issues as they pertain to the TBID. 2. STRATEGIC PLANNING REVIEW The taskforce members presented the final draft of the 5-year TBID Strategic Clarity plan for the Board’s consideration of adoption. The Board members discussed the final plan. Public Comment: Stacie Jacob from Visit San Luis Obispo County asked the Board to share their emotional connection to the report and what they were most excited about form the report. The Board members expressed that the report was focused on attracting the right type of visitors to the destination through a focused approach. The development of the strategic partnerships and the ability to communicate with the partners on-going as the contract advanced the expectations of the Board. Ryan Allshouse of Rosetta congratulated the Board on the accomplishment of the plan. He expressed that it is a very exciting thing and shows again how far the TBID has come over the past five years since its inception. Michael Adams from the Courtyard by Marriott shared that as a member of the strategic plan taskforce that the group had placed major emphasis on the developments of the events and partnerships to achieve a sustainable funding model for these contracts through the TBID. ACTION: Moved by Westrope/Wilkins to adopt the 5-year Strategic Clarity summary for the TBID. Motion carried 6:0 3. HOTEL LIAISON ASSIGNMENTS The board assigned hotel liaisons to all seven members of the board. The assignments are as follows: PRESENTATIONS Grace Allen of the San Luis Obispo Chamber of Commerce presented the quarterly contractor report. The Chamber has delivered over 70,000 tear-off maps to TBID properties. During the past quarter the Visitor Center staff saw an increase in the calls on the TBID phone number from the East Coast area code as a result of the TBID’s advertising in Times Square. During Q1 the phone line received 132 calls compared to 6 calls received last year during the same quarter. During the quarter the number of rooms referred to TBID properties increased to over 600 from 200 in the same period in the year prior. The Board requested that the Chamber begin asking callers where they are seeing and hearing about the number when they call on the TBID phone line. PCC UPDATE Molly Cano reviewed the PCC minutes from the September 11 meeting with the TBID. Highlights from the September meeting were: discussion on the 2014 new SLO Happenings program and contract with Verdin. Cano shared that the committee is considering the development of an app. Cano also reported that the committee did approve the news events promotion RFP as also considered and adopted by the TBID. TOURISM PROGRAM UPDATE Molly Cano presented the Tourism Program update. The TBID Annual Report was approved by Council at the October 1 meeting. The Council established the resolution of tintetnt for the TBID and set the TBID Public Hearing for November 5 at 6:00pm. Board members are encouraged to attend and show support for the district. SAVOR 2013 Recap: • SAVOR Run- on the front page of the SLO City News • The run was great. Good turn out and great feedback on the course from participants • Full recap in November • The booth was a hit. Participants really enjoyed the bicycle blender interaction • Photos from the events are in the Rosetta report • 284 sign ups to the newsletter Visit California media event, September 24 in LA • Over 60 media in attendance • including Condé Nast Traveler, Los Angeles Times, AAA Westways, Johnny Jet, Peter Greenberg Productions, the Advocate and Jetset PR Summit • Very successful event- small destination attendance • Great work on coordinating efforts statewide • Good opportunities to hear from journalists, international PR reps, and VC team • Direct contact with Sunset, Westways, AFAR, and select freelancers CLOSING PUBLIC COMMENT Councilmember Kathy Smith thanked Nipool for his presentation to Council with staff on October 1st.
