Subject:CPRA Request - Communications regarding Cal Poly, Fraternity/Sorority Enforcement
and Zoning
City Clerk,
Pursuant to the California Public Records Act, I request the following records for the period May 1, 2026
through the date the City conducts its search for responsive records:
All communications between or among Timmi Tway, Scott Collins, Greg Hermann, and Whitney
McDonald, and all communications between any of those individuals and Cal Poly employees or
representatives, concerning fraternity or sorority operations, events, properties, zoning, or enforcement
within the City of San Luis Obispo.
This request includes, but is not limited to, communications concerning:
1. The City's enforcement of existing zoning regulations against fraternities and sororities, including
enforcement involving events or fraternity/sorority activities in any San Luis
Obispo neighborhoods;
2. The May 26, 2026 City Council study session, including Council direction or feedback and
discussions with Cal Poly concerning what that looks like moving forward;
3. Discussions of potential updates, amendments, or revisions to the City's zoning code affecting
fraternities or sororities;
4. Potential future City workplan items involving fraternity/sorority zoning, regulation, housing,
events, or operations;
5. Conditional Use Permits (CUPs) for fraternity or sorority uses, including potential changes to CUP
requirements or standards;
6. An overlay zone, neighborhood stabilization zone, fraternity/sorority overlay, Greek Row,
fraternity/sorority district, or other zoning or land-use mechanism intended to accommodate,
regulate, relocate, or otherwise address fraternity or sorority uses;
7. Fraternity or sorority events or activities occurring at properties that are not legally permitted
fraternity or sorority houses;
8. Communications with Cal Poly concerning students' or student groups' reported confusion
regarding City regulations or enforcement, including discussions about educating students
regarding City zoning requirements or how to comply with them;
9. Meetings, presentations, training, outreach, educational materials, or other efforts by Community
Development Department staff to educate Cal Poly students, fraternities, sororities, IFC, FSL, or
other student groups concerning City regulations or enforcement;
10. Actions Cal Poly could take, has agreed to take, or has been asked by the City to take to hold
students or student organizations accountable or ensure compliance with City regulations;
11. Actions the City has been asked by Cal Poly to take concerning fraternity or sorority events,
housing, CUPs, zoning, enforcement, or neighborhood operations;

12. Discussions concerning changes to City regulations or policies that would permit, accommodate,
facilitate, relocate, or otherwise address fraternity or sorority activities currently occurring in
residential neighborhoods; and
13. Research, proposals, drafts, recommendations, presentations, maps, meeting notes, talking
points, action-item lists, comparisons with other university communities, or other materials
concerning any of the subjects above.
For purposes of this request, “communications” includes emails, text messages, Microsoft Teams
messages or chats, other electronic communications, memoranda, meeting notes, calendar invitations,
meeting materials, and communications conducted on personal accounts or devices concerning City
business.
Please include all attachments, forwarded messages, documents circulated or exchanged in connection
with responsive communications, and earlier messages contained within responsive email or message
chains.
Please provide responsive records electronically in their native electronic format where reasonably
available.
