The goals of the City of San Luis Obispo Promotional Coordinating Committee are to (1) improve the
quality of life available to all residents of and visitors to San Luis Obispo and (2) promote, in a manner
consistent with long-range community goals, the development of San Luis Obispo as a regional and
tourist center.

PUBLIC COMMENT: Each speaker is limited to three minutes of public comment.
At this time, you may address the Committee on items that are not on the agenda but are of interest to
the public and within the subject matter jurisdiction of the Promotional Coordinating Committee. The
Committee may not discuss or take action on issues that are not on the agenda other than to briefly
respond to statements made or questions raised, or ask staff to follow up on such issues.

BUSINESS ITEMS
1. 2014 SLO HAPPENINGS PROGRAM APP 20 mins
Verdin will present the launch of the app and provide the Board with information on the
success of the program launch.
2. ELECTION OF CHAIR & VICE-CHAIR 10 mins
The committee will elect a Chair and Vice-Chair for the term of April 2014 to March 2015.
3. SAN LUIS OBISPO CHAMBER OF COMMERCE 25 mins
Representatives from Chamber of Commerce will present the future program and funding
requests for the consideration of the committee.
4. BYLAW AMENDMENT 10 mins
The committee will consider the following amendment to the PCC bylaws:
Article 2: Membership: “The seventh member shall be a member of the Tourism
Improvement District (TBID) Board as appointed by the TBID Board.”

BUSINESS ITEMS
1. 2014 SLO HAPPENINGS PROGRAM APP
Verdin and GFL presented the promotional collateral for the 2014 SLO Happenings program
for the committee’s review and approval. The program launch would be in March in
partnership with the Film Festival. The committee reviewed the design of the flyers. It was
requested that the URL, social icons, and app mention be added to the flyers. The
committee reviewed the postcard printed piece. The committee asked Verdin to consider the
cost of a standard size piece to save on budget if it made sense.
2. 2014-15 PROGRAM CONSIDERATION & PROGRAM BUDGET
The committee reviewed the current goals and function of the PCC for consideration and the
outlined budget for 2014-15. The committee provided general direction to the overall
program as well input to the contractors for the upcoming contract proposals. The committee
discussed the concern of a commissioner over too much focus on the downtown area. The
committee also discussed that overall the goals and function of the PCC continued to be in
alignment with the committee’s expectations. The committee would like to continue this
discussion into early next year for the consideration of budget requests for new programs
and projects.
3. 2014-15 GIA FUNDING ALLOCATION
The committee d the funding amount for 2014-15 GIA program for the direction of the GIA
Task Force.

TBID Report: Clint Pearce updated the committee on the recent TBID meeting and reviewed the minutes included with the agenda.
Tourism Program Update: Molly Cano presented the Tourism Program update on the following topics: Style Guide Update - Scheduled to be released by end of the month TMD Task force - 1% assessment rate - 15 member board all assessed businesses Visit California Outlook Forum update - Great program: focused breakout sessions. Day 1 Marketing Day 2 International - New developments: community.visitcalifornia.com o The Community is the first of its kind for our industry and aligns perfectly with our "always on" digital strategy. It has been designed for you to network with colleagues to exchange business ideas, discover new partnership opportunities and celebrate all that you do as part of California's travel industry. o Our goal at Visit California is to provide you with the tools and resources to help you grow your business while connecting with the industry at large. We believe the Community will be an effective platform to help you achieve success. Media/Community Relations:
1. Responded to query from a reporter looking to write an article about hotels
that have a strong art influence--ones that offer guests something creative
to do. Sent information and videos about Granada Hotel’s Art Bar.
2. Pitched a story to Sam Reynolds of Epicure & Culture highlighting the
Central Coast as home to the vegan movement (the first vegan society in
the nation was founded in Oceano in 1948). Featured Bliss Café’s
introduction of the firsts ever “vegan” week.
3. Provided photos of San Luis Obispo to Kylee Jepson of Visit San Luis
Obispo County for use in county promotional magazine.
4. Worked with Erin Hurley, Associate Editor of Movoto Real Estate Research
Website, to position San Luis Obispo on their blog as the friendliest small
town in America

5. Worked with nationally syndicated TV show, Daytime (based in Florida)
on a feature about Best wine-cation getaways featuring the San Luis
Obispo wine region. Pitched Peter Greenberg and Wine Enthusiast’s latest
accolades about our wine region to build interest and credibility.
Coordinated with Heather Muran to send wine from selected vineyards for
the show. SLO was selected as a finalist for the show.
6. Worked with Ryan Short at Visit California Australia to feature San Luis
Obispo in their February romance story pitching efforts.
7. Coordinated with event coordinator Denise Lavaroni identify possible
locations for “Kids Adventure Games” event to take place in San Luis
Obispo. (Denise formerly brought the “Jeep, King of the Mountain” event to
the Madonna Inn).
8. Wrote additional press release and continued to work with Jeanne Sullivan
of Billeci Sullivan Says PR (Reps Visit CA, CA Wine Institute, Visit San Luis
Obispo County, San Jose CVB) to pitch a feature story about San Luis
Obispo to writer Spud Hilton of the San Francisco Chronicle.
9. Worked with Molly Cano to identify San Luis Obispo marketing and PR
opportunities in connection with Lady Gaga’s local visit and PSA water
conservation video.
10. Worked with Craig Cowan of “Live Happy” magazine to include San Luis
Obispo (along with a handful of national cities including: New York,
Chicago, Dallas, Atlanta, Los Angeles) to present a “Wall of Happiness”
on March 20th-- International Day of Happiness. The 10 by 7 foot wall will
be displayed at Farmers Market and visitors will be encouraged to join the
happiness movement by sharing an Act of Happiness card and posting it
on the wall.
11. Pitched a story to modvive.com highlighting great family spring
activities in San Luis Obispo for the spring.
12. Worked with Lisa Gofbgerg of “Marconi Kid Family Travel” to promote San
Luis as a Dog-Friendly Travel destination.
13. Worked with Rozette Diaz, co-founder of Restless Weekends, a travel
series for Los Angeles twentysomethings to promote San Luis Obispo and
Hearst Castle.
14. Coordinated with Maria Rodriguez, the Volunteer Director for the San Luis
Obispo Marathon, Half Marathon, 5K and Kids Fun Run to promote the
event and recruit volunteers on all city social media platforms.
15. Worked with MyMedia, Cision, Vocus, PR Web to determine best course of
action for accurate media monitoring going forward.

SLO HAPPENINGS MONTHLY REPORT

APP SUMMARY
February was spent making final adjustments to the app and
testing the programming to make sure it is user-friendly and
functions properly. We tested the app on multiple devices to
make sure the layout was correctly displayed according to our
designs. We reviewed the events in the app CMS, verifying that
the information was correct and that all relevant events were
included. In addition, February was spent designing the app’s
promotional materials including printed cards and digital
banner ads. We also developed the landing page where people
will be directed to instantly download the app to their mobile
devices. For the app’s launch at the SLO Film Festival, we will
have a representative available to promote the new app,
demonstrate its functionality and answer any questions.

In February, we posted upcoming events and information on the Facebook page 6-7 times per week,
which has been successful at increasing engagement of the page. One example of the page’s superior
engagement was the response we received from fans for the Lady Gaga Ultimate Artist Package
Giveaway. This contest ended with 245 entries from people who commented on our post for a chance to
win. During the month of February we gained 725 additional likes, which brought our total likes to
13,668. Our average weekly reach, which is the number of unique people who saw any content from our
page, was 15,009.

Public Comment:
Mark Landon of Nature Corps thanked the Board for their support. He announced that the $10,000 per
month google grant has created new traffic to the new Nature Corps website. The first voluntour group
is booked for Valentines Day weekend. The group consists of 13 participants that will be staying in a mix
of lodging properties throughout San Luis Obispo.
Matt Wilkins announced that on February 27th the Seacrest in Pismo Beach would be hosting a new
Central Coast Chapter mixer for HSMAI.

PRESENTATIONS
1. COUNTYWIDE TMD UPDATE
Stacie Jacob of Visit San Luis Obispo County updated the Board on the status of the Countywide TMD
(Tourism Marketing District) and the developments since the January 16, 2014 TBID Special Meeting.
Jacob updated the Board on the process. During the February timeframe would be the parameter
determination, and then from February-March would be the document development with Civitas, April
would be the document revision, May-June would be the petition collection, and August would begin
the hearing process with the cities and county. Jacob noted that the taskforce had been working on the
governance of the proposed TMD. The taskforce has recommended that the assessment rate be 1% and
the Board be structured with 15 members of assessed business only. In addition there would be a
marketing committee that would recommend the marketing direction to the Board. SLO TBID would be
able to appoint one representative to the Board. The implementation of the TMD would also ensure no
additional annual funding requests would be sought from the individual TBIDs. Kimberly Walker will be
participating in the TMD taskforce as the TBID representative.

1. VISIT SAN LUIS OBISPO COUNTY & SAVOR 2014
Stacie Jacob of Visit San Luis Obispo County presented the following items for the Board’s consideration:
quarterly report, funding request for 18 month term, and SAVOR 2014 sponsorship opportunities. The
quarterly report included information on 2014 restaurant month, group sales accomplishments, public
relations activities, and the film commission. Jacob presented the annual funding request of $111, 638
for 2014/15. She also requested that the Board consider the 6 month intent to fund for the beginning of
the 2015/16 fiscal year depending on the formation of the TMD. This funding request would include the
membership fees for all San Luis Obispo lodging properties. Finally Jacob presented the SAVOR 2014
sponsorship opportunity. The sponsorship of $40,000 would include the design of the bag, hotel
marketing tools, transportation to Hearst castle event and the main event, booth in the Central Coast
Pavilion, and SAVOR digital media package.
Board Chair Pearce left the room for the discussion.
The Board discussed the SAVOR sponsorship package. There was no public comment on the topic.
ACTION: Moved by Patel/ Wilkins to sponsor SAVOR 2014 at the $40,000 level for the bag and
the additional sponsorship items.

2. ONLINE RESERVATION SYSTEM REVIEW
The Board received a comparison report from Rosetta on online reservation systems for the continued
consideration of an online booking tool for SanLuisObispoVacations.com. Rosetta has researched various
options to increase the functionality of the hotel section of the TBID website to allow for fully functional
availability search and bookings on the TBID website without leaving to go to a lodgings website. The goal is
to increase the value of the TBID site and increase the number of bookings. Rosetta explained that based on
their research on systems; there were no compatible and direct comparisons systems to Helium. Helium is a
unique product that would be customized to the TBID’s needs. Other alternates for booking engines included
OTAs or availability engines. The three types of systems were compared on a number of factors from
implementation time and costs to maintenance and support. Helium’s approach is to be a specialized engine
allowing search and bookings for lodgings. Helium will customize integrations into each of the lodgings
PMSs. For those that do not have a PMS, the Helium system will provide a login for the lodgings to update
their information and inventory. The complete Helium system is not yet available and therefore there is no
data available on how well it will perform. Overall, Rosetta presented that there is not an out-of-box (OOB)
solution today; all would require some integration points and support in order to bring online as well as
continued support, especially through the initial launching phase.
The Board discussed the various options and agreed that Helium as a customizable solution would be the
best solution for the TBID properties at this time. OTA’s are costly for properties due to discounted rates and
commissions and availability engines wouldn’t offer the solution for integration the TBID is interested in
pursuing. The Board also reported that based on the feedback from the liaison property outreach, the hotels
are most comfortable with the Helium model as a solution.
ACTION: Moved by Patel/ Wilkins to explore contract development with Helium beginning with a
10% ($13,500) down payment as the start of the contract, and for the Board to review
contract terms & conditions at a later meeting.

3. 2014-15 BUDGET TASK FORCE ASSIGNMENT
The board assigned a taskforce to establish a recommendation for 2014-15 budget allocations. The taskforce
includes: Dean Hutton, Nipool Patel, Kimberly Walker, and Michael Adams as the constituent member.
4. SILVERADO BUS WRAP ADVERTISING OPPORTUNITY
Staff presented an advertising opportunity with Silverado Stages for the Board’s consideration. The
opportunity was to wrap a Silverado bus with San Luis Obispo images. The cost was $3400 for the bus wrap
plus an additional $6,000 in design work from Rosetta.
ACTION: Moved by Patel/ Wilkins to revisit the opportunity next fiscal year if the opportunity
was available.

5. TBID MARKETING SERVICES PROPOSAL REVIEW
The Board reviewed the evaluation results of the Marketing Services proposals and determined which
agencies would be invited for an interview with the Board. The Board determined to invite the top 5 scoring
agencies for the interview.
ACTION: Moved by Wilkins/Patel to not invite the three lowest scoring agencies in for an
interview including: Asterix, Glougo, and Mental Marketing.

ACTION: Moved by Walker/Patel to invite the top scoring 5 agencies to interview with the Board
including: Agency Lead, BCA & Studio Good, Verdin, Catalyst, GumCo.

The Board also discussed having Rosetta involved in the agency interviews with the Board as an advisory
role.

you grow your business while connecting with the industry at large. We believe
the Community will be an effective platform to help you achieve success. It
originates from a survey of California's travel industry where 75 percent of
respondents urged Visit California to create an online forum that would allow
partners and organizations to stay connected and network.
