Fraser, Engineering Assistant SUBJECT: Santa Rosa Ballfield and French Park Restrooms, Specification 94-20B CAO RECOMMENDATIONS: By motion, 1) Approve plans and specifications for "Santa Rosa Ballfield and French Park Restrooms, Specification No. 94-20B" 2) Authorize staff to advertise for bids 3) Authorize the CAO to award the construction contract if the lowest responsible bid is less than the engineer's construction cost estimate of $170,700. DISCUSSION: The 1993/95 Financial .Plan includes a CIP project to replace the Santa Rosa Ballfield Restroom. On December 16, 1993, the Council approved a CIP project to construct new restrooms at French Park. For efficiency, both projects were combined into one project. Proposals for design services were solicited via an RFP dated May 28, 1994. On October 4, 1994, the Council approved a contract with Bruce Fraser, AIA. The Mayor executed a design contract on October 13, 1994. Selection procedures were consistent with the formal proposal process defined in the Financial Management Manual. Santa Rosa Ballfield Restroom. The restroom at Santa Rosa Softball Field is one of the most heavily used within the City's park system. For eight months a year, this restroom is open for public use seven days a week for adult softball and youth baseball games. The existing building is over 40 years old and has extensive termite damage. Restroom fixtures do not meet health department standards or ADA standards for accessibility. French Park Restroom. The phased development of French Park is complete except for the community room, which was to house the only restrooms planned for the park. Because construction of the community room was postponed indefinitely, on December 16, 1993 the Council approved a project to construct restrooms only. The construction documents are now complete, and the project is ready to advertise for bids. CONCURRENCES: Schematic plans have been reviewed by the Parks and Recreation Commission, Community Development Department, and the Santa Lucia Homeowners Association. Community Development Department determined the project to be minor and waived Architectural Review Commission review. Community Development Department has given this project a categorical environmental review exemption. n �i,�N�� l�lllll>IIIP ��BUI MY Of San ' s OBISPO COUNCIL AGENDA REPORT Santa Rosa Ballfield and French Park Restrooms Specification 94-20B Page 2 FISCAL IMPACT: Estimated Construction Cost: Budget Available: French Park Restroom: $ 99,500 French Park Restroom $ 94,000 Santa Rosa Park Restroom: 71,200 Santa Rosa Park Restroom 77,000 Contingencies: 13.300 Design Fees (20,500) $184,000 Transfer from Parks Renovation 33.500 $184,000 The additional money needed to award a construction contract will come from the park renovations account, which has a current balance of $107,000. Although that balance has been reserved for renovations to Mitchell Park, preliminary cost estimates show that the cost of those renovations will be at least $250,000. With that in mind, Parks and Recreation Department will use the remaining balance for other smaller projects and seek grant financing for the Mitchell Park renovations. I:\WP51\9420BADV BOF 4/21/95 n
