Agenda Promotional Coordinating Committee City of San Luis Obispo Wednesday, May 14, 2014 5:30 p.m. Regular Meeting Council Hearing Room The goals of the City of San Luis Obispo Promotional Coordinating Committee are to (1) improve the quality of life available to all residents of and visitors to San Luis Obispo and (2) promote, in a manner consistent with long-range community goals, the development of San Luis Obispo as a regional and tourist center. WAYFINDING PROGRAM UPDATE 20 mins City Engineer will present a program update and discuss the phase of the project with committee. 2. 2014-2015 BUDGET 30 mins The Board will discuss possible recommendations as to 2014-2015 budget allocations. 3. GRANTS-IN-AID – PRELIMINARY RECOMMENDATION 20 mins The Grants-in-Aid Subcommittee will present the preliminary recommendations. Based on those findings, the committee will form its recommendation to the Council. This recommendation will be presented to the applicants in a special meeting of the PCC on May 22, 2014 at 5:30 pm. Promotional Coordinating Committee Meeting Minutes Wednesday, April 9, 2014 5:30 pm at 919 Palm CALL TO ORDER: Chair Jill LeMieux PRESENT: Palazo, Levi, Pearce (Present bot not official pending City Council Action STAFF PRESENT: Molly Cano, Tourism Manager Chair LeMieux called the meeting to order at 5:33 pm Daniel Levi, Jill LeMieux and Sasha Palazzo, appointed by the City Council on March 18, 2014, took their Oath’s of Office to serve on the PCC. CONSENT AGENDA ACTION: Moved by Cox/Palazzo to approve the consent agenda. Motion carried 4:0 BUSINESS ITEMS 1. SAN LUIS OBISPO CHAMBER OF COMMERCE Representatives from Chamber of Commerce presented the quarterly contractor update report. They noted the City was #1 in Gallup poll. CNN picked it up and then the local media was connected to the story. Chamber staff also highlighted that the new visitor center has been a success in terms of year over year increases. 2. 2014-2015 BUDGET DISCUSSION The Committee discussed possible recommendations as to 2014-2015 budget allocations. The Committee asked what constitutes the $2,500 increase in support cost listed in the budget. It was noted that the request for the Visitor Center in 2014-15 is $95,000, so next year’s budget is $10,000 short. The Committee listed its priorities for meeting the available budget in 2014-15, as follows: (1) Carryover, (2) Beautifications, (3) Support Costs. The Committee requested a break-down of the expenditures under Events and Activities. The questions and comments will be addressed prior to the next meeting. 2. 2014 SLO HAPPENINGS PROGRAM APP UPDATE Verdin presented an update on the 2014 SLO Happenings app. Committee Member Palazzo mentioned that the app needs a home button. Committee Member Levi asked how community members get listed on the app. COMMITTEE COMMUNICATION GIA Report: DRAFT Promotional Coordinating Committee Minutes Page 2 No update on last year’s GIA. The subcommittee will be reviewing and recommending this year’s applications. The first meeting of the subcommittee is next Thursday, April 17, 2014. The full Committee would like a total of all of the requests. TBID Report: Clint Pearce updated the committee on the recent TBID meeting and reviewed the minutes included with the agenda. During the month of April, the app had 611 total downloads, 2,332 sessions (previously called visits) and 2,421 page views. The splash page continues to direct iPhone and Android users to their appropriate app stores for instant downloading. Printed cards promoting the app were again distributed to local hotels and the SLO Visitor’s Center. From: Bridget Fraser, Sr. Civil Engineer/Project Manager     Subject: Redirect portion of Directional Signs project funds to support Highland Gateway project      The Highland Gateway Project proposed for the corner of Highland and Highway 1(Santa Rosa) is a SLOCOG  managed project primarily funded by a federal Scenic Byways grant which includes gateway projects for  three communities – San Luis Obispo, Cambria and San Simeon.   The conceptual designs for the monument,  as well as the directional wayfinding signs, were approved by Council at their Oct 18, 2011 meeting    SLOCOG is in the final stages of preparation of the construction documents and finalizing grant documents.   Based on current cost estimates, SLOCOG has determined that the original grant will not cover the cost of  the three projects and have asked each of the three recipient agencies to contribute to the cost of  construction.  The City of San Luis Obispo has been requested to contribute $100,000 towards construction  of the Highland monument. The project is tentatively scheduled for bidding this fall with construction next  winter/spring.     Funds for the match have not been allocated and due to the timing of the SLOCOG project, a funding  commitment cannot wait for the City’s next budget cycle. Therefor funds will need to come from current  allocations. Staff is recommending requesting Council to make the following appropriations in order to fund  the $100,000 match.                Account Proposed  Transfer   Recommendations for match  City Gateway ‐Design  $17,000 Use these remaining Gateway design funds for match.   Completed Projects $28,000 Transfer available balance. These funds are available for capital  projects in need of additional funding on a first come first serve  basis.  Directional Signage ‐  Design   $30,000 Transfer $30,000 from Directional signs design account. These  funds are slated for design of the You‐are‐hear maps & City Hall  Kiosk.; however, the 14/15 design allocation of $30,000  (available in July) will backfill this task.   Directional Signage ‐  Construction  $25,000 Transfer $25,000 from Directional Signs construction account  leaving a balance of $55,000±. The 14/15 construction  allocation of $35,000 (available in July) will result in  a balance  of $90,000 for the next sign project. Number of signs will be  reduced by  ± 7 signs due to this transfer.  Total Transfers $100,000     Staff requests that the Promotional Coordinating Committee forward a recommendation to Council to  approve these funding transfers to the Gateway project account and approve a $100,000 match as  requested by SLOCOG in support of construction of the Highland Gateway project.       Community She highlighted the airport shuttle, event transportation and other services. CONSENT AGENDA ACTION: Moved by Hutton/Walker to approve the consent agenda. Motion carried 5:0 PRESENTATIONS 1. CHAMBER QUARTERLY UPDATE Representatives from the Chamber presented the quarterly report for all activities performed by the Chamber. They shared quarterly highlights including visits to all TBID properties, distribution of 16,000 tear off maps to TBID hotels, the events promoted as well as the data on the phone line and hotel availability tracker. BUSINESS ITEMS 1. SELECT REPRESENTATIVE TO THE PCC The board members nominated Clint Pearce as the PCC representative from the TBID. ACTION: Moved by Westrope/ Hutton to appoint Clint Pearce to be the TBID representative to the PCC. Motion carried 5:0 2. 2014-2015 BUDGET TASK FORCE UPDATE The Board received a report from the budget task force. MARKETING AGENCY CONTRACT REVIEW The Board reviewed the MOA between BCA and StudioGood and reaffirmed their recommendation to the City Council. ACTION: Moved by Westrope/ Hutton to recommend to the City council to award the contract (Specification No. 91275) for tourism marketing services to BCA/StudioGood. Motion carried 5:0 4. SAVOR BAG DESIGN CONSIDERATION Rosetta presented the creative design concept for the for the SAVOR 2014 bag for the Board’s review and approval. The Board provided feedback that they wanted to use the green gussets and change one picture. 5. COUNTY WIDE TOURISM MARKETING DISTRICT PRESENTATION Stacie Jacob of Visit San Luis Obispo County updated the Board on the status of the Countywide TMD (Tourism Marketing District). Jacobs mentioned that the draft district management plan was being further reviewed and updated information would be available after the TMD taskforce meeting and the VSLOC Board meeting during the week of April 14. The Board discussed possibly providing a recommendation to the City Council during the upcoming study session. The TBID was not in a position to make a recommendation and also agreed that the TMD process had not progressed sufficiently to be presented to City Council in a study session. During public comment it was highlighted by John Conner that the City Council required that the TBID secure 2/3 of the hoteliers’ signatures to move ahead. Council person Kathy Smith highlighted concerns about the amount of bureaucracy being created with the current plans. (Board member Pearce left the room for the discussion) ACTION: The Board directed staff to provide an updated liaison list. The Board agreed to use the list to contact their respective hotels and perform an informal straw poll. The results are to be reported back to staff by April 21st. COMMITTEE COMMUNICATION HOTELIER UPDATE Nothing to report. PCC UPDATE Clint Pearce reviewed the minutes with the Board of the PCC’s February meeting. TOURISM PROGRAM UPDATE Lee Johnson reported that things were moving along and that Molly Cano the Tourism manager was expected to return from maternity leave at the end of April.
