McCluskey, Public Works Director.;JL Prepared by: Bridget 0. Fraser, Engineering Assistant SUBJECT: Design Services for the Swim Center Improvement Project CAO RECOMMENDATIONS: By motion, 1. Approve the Request for Proposals for"Design Services: Swim Center Improvements, Specification No. 9057.530.552' (estimated cost: $30,000) 2. Authorize the City Administrative Officer to award an agreement for design services if the cost does not exceed $30,000. DISCUSSION: The existing swimming pool complex located at 900 Southwood Drive was built in phases over the last 15 years. The 50 meter pool and mechanical/toilet room were constructed in 1979, followed by the new bath- house facility and tot pool in 1983. Because of budget constraints,the multi-purpose room interior and solar heating for the showers and tot pool were deferred. The parking lot and parking lot landscaping were completed in 1986. Landscaping and irrigation around the perimeter of the pool complex were originally scheduled for design and construction as part of the 1987/89 Financial Plan but was postponed with the onset of the drought. The proposed project incorporates all of the previously deferred work and includes the following Improvements: ♦ Multi-purpose Room. Complete the interior of the unfinished multi-purpose room and corridor. This area is intended to be used for lifeguard training and general instruction in water safety, CPR, and first aid. This portion of the project will include installation of interior walls, ceilings,floors, storage rooms, an office, and an accessible shower/bathroom. ♦ Shower/Tot Pool Solar Heating. The architect will reevaluate solar vs. conventional methods for heating the tot pool and showers based on current and projected energy costs. ♦ Tile Floors. Some existing floors in the bathhouse have smooth 44nch ceramic tiles that may be hazardous when wet. New non-slip 1-inch tiles will be installed on the floors in the showers,toilets, corridors, and dressing rooms. ♦ ADA Compliance. The bathhouse, the parking lot, and the path from the parking lot to the bathhouse will all be brought Into compliance with current Americans with Disabilities Act (ADA) requirements. ♦ Landscaping. Irrigation and landscaping will be installed along the south and west perimeter of the bathhouse. The project will address the weed problem under and around the solar collectors and the drainage problem on the north side of the bathhouse. ♦ Storage. The project will include a fenced concrete storage area on the north side of the bathhouse to store items such as lane lines, paddle boards, and waterpolo goals. ����i�u '�ullll�pa ill city of San _ AS OBISPO COUNCIL AGENDA REPORT Page 2 The engineering staff has prepared the attached request for proposals to solicit design services by contract from architects. Because of staff reductions over the past year, the engineering program has only enough employees to design streets and utilities projects. All other projects (including projects for parks, buildings, and alternative transportation) must be designed by contract. FISCAL IMPACT: $332,000 was originally appropriated for various swim center Improvements In the 1995/97 Financial Plan (pages E-8 and E-20). After construction of the bleachers and stairs and installation of the ozone/bromine equipment, there is$234,000 remaining In the project account. The estimated cost for design Is$30,000.
