City Hall – Council Hearing Room The goals of the City of San Luis Obispo Promotional Coordinating Committee are to (1) improve the quality of life available to all residents of and visitors to San Luis Obispo and (2) promote, in a manner consistent with long-range community goals, the development of San Luis Obispo as a regional and tourist center. CALL TO ORDER: Vice Chair Sasha Palazzo PUBLIC COMMENT: Each speaker is limited to three minutes of public comment. At this time, you may address the Committee on items that are not on the agenda but are of interest to the public and within the subject matter jurisdiction of the Promotional Coordinating Committee. The Committee may not discuss or take action on issues that are not on the agenda other than to briefly respond to statements made or questions raised, or ask staff to follow up on such issues. CAL POLY FOUNDATION FOR THE PERFORMING ARTS FUNDING 15 mins The committee will consider the request from Cal Poly Foundation for the Performing Arts for an upcoming event in January. 2. EVENT SUBCOMMITTEE – FUNDING RECOMMENDATIONS 30 mins The committee will receive the 2014-15 funding recommendations for the event promotion agreements from the members of the Event Promotions subcommittee. 3. 2013-14 CARRYOVER UPDATE 10 mins Staff will update the committee on the request to carryover the remaining funds from the 2013-14 fiscal year budget into the current year’s budget. PCC LIAISON REPORTS & COMMUNICATION At this time Committee members make announcements, report on activities, refer to staff issues for study and report back to the Committee at a subsequent meeting. 1. Promotional Coordinating Committee Meeting Minutes Wednesday, August 13, 2014 5:30 pm at City Hall CALL TO ORDER: Vice Chair Sasha Palazzo PRESENT: Franciskovich, Palazzo, Pearce, Levi STAFF PRESENT: Molly Cano, Tourism Manager Meeting to order at 5:30 pm PUBLIC COMMENT No public comment. CONSENT AGENDA ACTION: Moved by Pearce/Franciskovich to approve the consent agenda . Motion carried 4:0 PRESENTATIONS 1. SAN LUIS OBISPO LITTLE THEATRE Representatives from the SLO Little Theartre shared a multimedia presentation about the future plans for a new Little Theatre in downtown San Luis Obispo. Kevin Harris the Executive Director for the Little Theatre thanked the committee for the opportunity to present. Bryce Engstrom, the Board Chair and architect for the project shared the background on how the theatre learned of the opportunity and the steps they have taken to prepare the project to date. He presented the schematic video of the design for the new theatre. The proposed project will include new location, 2 separate theaters more than doubling the size of the current space, office spaces, deck areas for intimate theater events. The project is expected to cost around $6 million based on the current design and plans. Currently a silent capital campaign has begun but over the next 2-3 years will begin the public campaign in line with the theater’s 70 year anniversary. BUSINESS ITEMS 1. 2014-15 CONTRACTOR WORKSCOPES The committee reviewed the 2014-15 contractor workscopes for approval. Contracts include: Chamber GIA Support and PR Services. ACTION: Moved by Levi/Franciskovich for the PCC to approve the 2014-15 contractor work scope for the Chamber of Commerce for the GIA Support agreement. Motion carried 4:0:1 Abstain: Pearce DRAFT Promotional Coordinating Committee Minutes Page 2 ACTION: Moved by Palazzo/Franciskovich for the PCC to approve the 2014-15 contractor work scope for the Chamber of Commerce for the PR agreement. Motion carried 4:0:1 Abstain: Pearce 2. IN-KIND EVENT SUPPORT PACKAGE The committee continued the discussion on the event support packages to offer to events that do not receive funding through GIA or Event Promotion application process. Staff requested that the committee outline the criteria for events to receive the benefits in addition to the package components. The committee discussed the criteria and outlined the following: 1. The event must meet the standard criteria outlined in the City’s GIA and/or Events Promotion application 2. Organizations/ Events that have termed out of funding support through the GIA program 3. Organizations/ Events that would have otherwise been considered for GIA funding but were thrown out due to technicality (ie. missing the mandatory meeting) COMMITTEE COMMUNICATION GIA Report: None. TBID Report: Commissioner Pearce updated the committee on the recent TBID meeting and reviewed the minutes included with the agenda. Tourism Program Update: Molly Cano presented the Tourism Program update on the following topics: - SLO Happenings RFP: will go to Council on 8/19 and if approved will open on 8/25 - Event Promotion Application process: closed on Friday 8/8; 7 applications received; binder are being finalized and will be distributed to the subcommittee; first meeting to review is scheduled for 8/25 - Hosted the winner of the Australia Promotion with Standbags: Dovetailing with one of Visit California Australia’s marketing pillars for 13/14 – Luxury & Indulgence – and focusing on growing the Australian/New Zealand consumer database, Visit California Australia has partnered with one of Australia’s largest, premium speciality retailers, Strandbags, providing a California trip as a prize for a national consumer promotion. The Strandbags promotion ran in November 2013 across 300 retail stores nationally during Strandbags’ annual sale month and reached 1.2 million Australians and New Zealanders via in store-signage, e-newsletter, social media and online platforms. Part of the prize was 2 night accommodation in San Luis Obispo for two people hosted by the TBID. - FAM trip- UK SuperFAM: September 29 & 30- The SuperFAM is in partnership with British Airways and the selection process is incentive program to the top selling agents based on the number of BA flight bookings to the three main California gateways over a defined period of time. The FAM trip provides agents in our top overseas market, a firsthand experience of our area in order to better sell our destination to potential visitors. The theme for this trip is “Luxury and Indulgence”. Promotional Coordinating Committee Minutes Page 3 - Upcoming Visit California media requests: o two Italian journalists for 23rd of September to 8th of October in assignment from 7 media outlets to write articles about California o Sarah-Kate Lynch is a New Zealand journalist visiting California and would like to write a piece titled ‘5 reasons to love San Luis Obispo’; Dates traveling: 31 August – 2 September (2 nights) Events Promotion Subcommittee representatives: Due to the resignation of Dave Cox the committee considered appointing a new committee member. The committee requested staff to reach out to Marco Rizzo since he was absent from the meeting to ask him to fill the open seat on the subcommittee. If Marco is not available then staff was directed to notify Sasha Palazzo. The committee discussed the feedback on Cal Poly Feasibility Study. The committee had questions as it related to the TBID’s perspective and the effect on hotels in the city. Commissioner Pearce shared the TBID’s perspective that was discussed at TBID meeting with the PCC. The committee also discussed the location of the facilities on campus and committee members expressed the need for transportation to be available from campus into the city core. The PCC also requested to be informed for the presentation from Cal Poly on the study. San Luis Obispo fall events – Wrote press release regarding upcoming fall events (including GIA events) in San Luis Obispo and distributed it to local media outlets. Fall outdoors in SLO – Wrote release on the best fall outdoor activities in San Luis Obispo, for distribution to industry publications in early September. Media/Community Relations: 1. Provided Keren Fishbein, a researcher with Apple’s Retail Space Planning Database, visitor and tourism data on both the city and County of San Luis Obispo. 2. Worked with Amy Silberman to feature Cayucos in the October issue of San Francisco Magazine as part of a story on small funky towns in California. 3. Organized a press trip for Italian journalists Palo Ferrari and Bianca Maria Rossi who will be in San Luis Obispo in September. They are writing for multiple Italian magazines including DEGUSTA, Mantova chiama Garda and Travelling Interline. 4. Responded to an inquiry for family-friendly small towns. Cited San Luis Obispo’s recent press recognition as the friendliest town in America as well as the numerous family vacation articles that San Luis Obispo has recently been featured in. 5. Organized a trip for Wendy O’Dea, a freelance journalist writing for GayFamilyTrips.com. 6. Worked with Cliff Matheson, a reporter with New Times, on an article regarding art and tourism including everything from city processes to public art. 7. Coordinated a press trip for Sarah-Kate Lynch, a journalist with Woman’s Day, New Zealand’s number-one selling weekly women’s magazine, for her August 31 trip to San Luis Obispo. 8. Worked with Laura Meader with AAA Magazine, on an article titled ‘Dogs in the City’ that features San Luis Obispo as a dog-friendly travel destination. 9. Worked with Nubia Wilson, with men’s luxury lifestyle website LuxuriousPrototype.com, to feature Granada Hotel & Bistro in an article on the best cocktail bars at hotels around the world. 10. Reached out to freelance journalist Janene Mascarella regarding a story on romantic fall destinations for couples ages 45 and over. 11. Coordinated a press visit for Zlata Faerman who is writing an article for Fashion Affair and Destination Luxury magazines on the perfect road trip between LA and San Francisco; she will be in San Luis Obispo this October. 12. Worked with Mikey Rox with Grab Magazine, a bi-weekly LGBT publication in Chicago, on a story about LGBT and budget-friendly fall getaways. 13. Worked with Adam Brinklow at ModernLuxury.com to fact-check an article about San Luis Obispo County. 14. Coordinated unique and quirky activities for Nicole Daddona of HelloGiggles.com to do while in San Luis Obispo over Labor Day weekend. 15. Coordinated press trip for Sam Eichblatt who will be writing a travel feature for Air New Zealand’s in-flight magazine, Kia Ora. Specifically, the article will be about a road trip on the Pacific Coast Highway & include a night in San Luis Obispo. 16. Worked with Mimi Slawoff, columnist for Let's Go and L.A. Parent Magazine to features San Luis Obispo hotels in her article on family- friendly hotels that also offer parents time for romance. 17. During the month of August, the app had 377 total downloads, 1,947 sessions and 2,007 page views. The splash page continues to direct iPhone and Android users to their appropriate app stores for instant downloading. Printed cards promoting the app are distributed monthly to local hotels and the SLO Visitor’s Center. SOCIAL MEDIA In August, we posted upcoming events and information on the Facebook page 6-7 times per week, which has been successful at increasing engagement of the page. During the month of August we gained 293 additional likes, which brought our total likes to 16,293. CONSENT AGENDA ACTION: Moved by Pearce/Hutton to approve the consent agenda. Motion carried 5:0 Commissioner Wilkins arrives. PRESENTATIONS 1. SAN LUIS OBISPO LITTLE THEATRE Representatives from the SLO Little Theartre shared a multimedia presentation about the future plans for a new Little Theatre in downtown San Luis Obispo. Kevin Harris the Executive Director for the Little Theatre thanked the committee for the opportunity to present. Bryce Engstrom, the Board Chair and architect for the project shared the background on how the theatre learned of the opportunity and the steps they have taken to prepare the project to date. He presented the schematic video of the design for the new theatre. The proposed project will include new location, 2 separate theaters more than doubling the size of the current space, office spaces, deck areas for intimate theater events. The project is expected to cost around $6 million based on the current design and plans. Currently a silent capital campaign has begun but over the next 2-3 years will begin the public campaign in line with the theater’s 70 year anniversary. 2. MARKETING AGENCY UPDATE Representatives from BCA & StudioGood presented an update to the Board on the marketing activities over the past month. Highlights included: the rebranding process; ShareSLO campaign updates to the website, brand, and program overall; website updates to SanLuisObispoVacations.com; SAVOR strategy including booth design and features, giveaways, and ShareSLO/GoSLO activations at the event. The agencies presented a brief snapshot of the PR efforts and achievements from the Chamber. Next meeting they will present the media plan, new tourism logo design and campaigns based on the recommendation from the marketing committee, and the ShareSLO reception. VISIT SLO COUNTY YEAR-END REPORT Stacie Jacob from Visit SLO County will presented the 2013-14 year-end report for their contract with the SLO TBID. The report included highlights for the work effort over the year including: the launch of the new Visit SLO County website, tradeshows, press coverage, film projects, and partnership success with Visit California and Brand USA. Stacie also provided an update on the countywide TMD initiative stating that the petition process was about to begin and August 20th VSLO County board meeting would be the first official signing party. BUSINESS ITEMS 1. TBID ANNUAL REPORT 10 min The Board discussed the annual report. They directed staff on development of the TBID’s written annual report to the City Council on October 7, 2014. The Board directed staff to follow the same format as used in the previous year but update with the content and achievements from the 2013-14 year. The Board will review the report for recommendation to City Council at the September meeting. TOURISM PROGRAM UPDATE Tourism Program Update: Molly Cano presented the Tourism Program update on the following topics: - SLO Happenings RFP for PCC: will go to Council on 8/19 and if approved will open on 8/25 - Event Promotion Application process: closed on Friday 8/8; 7 applications received; binder are being finalized and will be distributed to the subcommittee; first meeting to review is scheduled for 8/25 - Hosted the winner of the Australia Promotion with Standbags: Dovetailing with one of Visit California Australia’s marketing pillars for 13/14 – Luxury & Indulgence – and focusing on growing the Australian/New Zealand consumer database, Visit California Australia has partnered with one of Australia’s largest, premium speciality retailers, Strandbags, providing a California trip as a prize for a national consumer promotion. The Strandbags promotion ran in November 2013 across 300 retail stores nationally during Strandbags’ annual sale month and reached 1.2 million Australians and New Zealanders via in store-signage, e-newsletter, social media and online platforms. Part of the prize was 2 night accommodation in San Luis Obispo for two people hosted by the TBID. Tourism Board Improvement District Minutes Page 3 - FAM trip- UK SuperFAM: September 29 & 30- The SuperFAM is in partnership with British Airways and the selection process is incentive program to the top selling agents based on the number of BA flight bookings to the three main California gateways over a defined period of time. The FAM trip provides agents in our top overseas market, a firsthand experience of our area in order to better sell our destination to potential visitors. The theme for this trip is “Luxury and Indulgence”. - Upcoming Visit California media requests: o two Italian journalists for 23rd of September to 8th of October in assignment from 7 media outlets to write articles about California o Sarah-Kate Lynch is a New Zealand journalist visiting California and would like to write a piece titled ‘5 reasons to love San Luis Obispo’; Dates traveling: 31 August – 2 September (2 nights) The committee discussed the feedback on Cal Poly Feasibility Study. The discussed that TBID would want to ensure “fair competition” of the prospective hotel i.e. contributes to TOT, TBID, land costs, business taxes, etc. They see the project as a whole being a positive new asset to the community; however it would not be the case should the project move forward with just a hotel property and no event or conference facility. The also see the event and conference center generating new business and increased lodging demand for the local hotel community as well. Finally, they believe the development/enhancement of hospitality program (i.e. hotel management, culinary, food service, etc.) to be a great benefit to the University and local lodging community Meeting adjourned at 11:00 am
