The goals of the City of San Luis Obispo Promotional Coordinating Committee are to (1) improve the quality
of life available to all residents of and visitors to San Luis Obispo and (2) promote, in a manner consistent with
long-range community goals, the development of San Luis Obispo as a regional and tourist center.
CALL TO ORDER: Chair Jill LeMieux
PUBLIC COMMENT: Each speaker is limited to three minutes of public comment. At this time, you may
address the Committee on items that are not on the agenda but are of interest to the public and within the
subject matter jurisdiction of the Promotional Coordinating Committee. The Committee may not discuss or
take action on issues that are not on the agenda other than to briefly respond to statements made or questions
raised, or ask staff to follow up on such issues.
OATH OF OFFICE
Brandon Collins, appointed by the City Council on October 7, 2014, will take the Oath of Office to serve on
the PCC.

PRESENTATIONS
1. QUARTERLY REPORT BY CONTRACTOR 20 mins
The Community Promotions contractors, SLO Chamber of Commerce and Verdin, will present the
quarterly activity reports.
BUSINESS ITEMS
1. 2015-17 GOAL SETTING 20 min
In preparation of the goal setting process for the 2015-17 Financial Plan, the Council asks its advisory
bodies to set forth goals and achievements for Council to consider.
2. SLO HAPPENINGS NEXT STEPS 30 mins
The committee will consider options for the SLO Happenings program direction due to not receiving any
proposal submission from the Request for Proposal (RFP) Specification No. 91305 for Events Promotion
Outreach Services.
3. 2013-14 CARRYOVER UPDATE 5 mins
Staff will update the committee on the request to carryover the remaining funds from the 2013-14 fiscal
year budget into the current year’s budget.

Meeting to order at 5:32 pm
PUBLIC COMMENT
Dave Schermer of Verdin Marketing informed the committee that Verdin would not be submitting a
proposal to the RFP request for the SLO Happenings program. He read a letter prepared by the agency to
the committee.

ACTION: Moved by Pearce/Levi to approve the consent agenda .

BUSINESS ITEMS
1. CAL POLY FOUNDATION FOR THE PERFORMING ARTS FUNDING
The committee received a presentation from Heather Cochrane, Executive Director of the Foundation for the
Performing Arts Center. The presentation outlined for the committee a new event called “Curtain Up!”. This
event is scheduled to take place in January and will serve as the launch for the Foundation’s capital campaign.
The event is design to showcase 6-8 performance groups as a way to celebrate performing arts in the
community. The event is scheduled for January 22 and will be free and open to the public. This would be a
repurposing of the funds awarded through GIA process to BravoSLO (a similar event traditionally held in the
fall). Due to availability conflicts for scheduling at the PAC, Bravo SLO would not be taking place so they
would not be able to redirect the funds to a similar event by the organization but held at a different date.
Public comment was received on this item from Scott Andrews supporting the event.
ACTION: Moved by Levi/Franciskovich to fund Curtain Up! Through the Foundation for the
Performing Arts at $2300 from the funds originally allocated for BravoSLO though the
GIA process.

2. EVENT SUBCOMMITTEE – FUNDING RECOMMENDATIONS
The committee received the 2014-15 funding recommendations for the event promotion agreements
from the members of the Event Promotions subcommittee.

ACTION: Moved by Levi/Franciskovich to conditionally accept the funding amount recommended
by the subcommittee until the consideration at the joint meeting with the TBID for the
Mud Mash at $6900 with funds to be used for facebook and radio promotions only and
require the event to track where attendees the came from and survey where they stayed.
Motion carried 4:0:1
Abstention: Pearce
Additional Committee Discussion on Mud Mash: the committee felt strongly about requiring the results
on the attendee information from the event in the wrap up. The committee also agreed that this funding
was a one-time opportunity to support the event growing this year.
ACTION: Moved by Pearce/ LeMieux to conditionally accept the funding amount recommended
by the subcommittee until the consideration at the joint meeting with the TBID for Cal
Poly Open House at $2500.

3. 2013-14 CARRYOVER UPDATE
Staff updated the committee on the request to carryover the remaining funds from the 2013-14 fiscal
year budget into the current year’s budget. The requested carryover amount from the PCC was
$3,000. On September 15th, the City Manager would be reviewing the request for final approval. Staff
will inform the committee at the October meeting on the final decision if it was available.

- Presented the TBID’s new logo and marketing campaign
- PCC’s SLO Happenings RFP is currently open and scheduled to close on Friday, 9/19
- Working on the itinerary details for the upcoming travel trade FAM trip- UK SuperFAM:
September 29 & 30- Luxury pillar
- Continuing to work with the Chamber on the Visit California media requests:
two Italian journalists for 23rd of September to 8th of October in assignment from 7 media outlets
to write articles about California

1. Organized a press trip for Italian journalists Palo Ferrari and Bianca Maria
Rossi who were in San Luis Obispo on September 24. To complement their
focus on California Missions, they took the guided cultural history walk,
stayed at Petit Soleil and had dinner at Luna Red. They are writing for
multiple Italian magazines including DEGUSTA, Mantova chiama Garda and
Travelling Interline.
2. Organized press trip for Sam Eichblatt who will be writing a multi-page travel
feature for Air New Zealand’s in-flight magazine, Kia Ora. Specifically, the
article will be about a road trip on the Pacific Coast Highway & include a night
in San Luis Obispo. She stayed at the Apple Farm, explored San Luis Obispo
with Molly Cano and Molly Kern and had dinner at Meze wine bar.
3. Organizing a press visit for Zlata Faerman who is writing an article for
Fashion Affair and Destination Luxury magazines on the perfect road trip
between LA and San Francisco; she will be in San Luis Obispo this next
month and will be staying at Granada Hotel & Bistro.
4. Pitched Madonna Inn & Firestone Walker’s Oktoberfest as one of the Best
Oktoberfest Celebrations in the U.S.
5. Worked with Aly Walansky of the The Daily Meal to feature San Luis Obispo
as an awesome food city that is off the beaten path.
6. Provided Dana Trozak, Art Director of Touring&Tasting Magazine, photos of
recreation in the San Luis Obispo Wine region.
7. Worked with Rajeev Sharma of the The Sunday Guardian to feature
Madonna Inn & Firestone Walker’s Oktoberfest as one of the 5 Alternative
Oktoberfests in the U. S. A.
8. Responded to an inquiry for family-friendly small towns. Cited San Luis

SLO HAPPENINGS MONTHLY REPORT

APP SUMMARY
The SLO Happenings app has continued its
impressive rate of monthly downloads. During the
month of September, the app had 411 total
downloads, 2,086 sessions and 2,132 page views.
The splash page continues to direct iPhone and
Android users to their appropriate app stores for
instant downloading. Printed cards promoting the
app are distributed monthly to local hotels and the
SLO Visitor’s Center.

In September, we posted upcoming events and information on the Facebook page 6-7 times per week,
which has been successful at continually increasing engagement of the page. During the month of
September we gained 169 additional likes, which brought our total likes to 16,462. Our average weekly
reach, which is the number of unique people who saw any content from our page, was 8,899.

Proposed Major City Goals for 2013-15
Background
The PCC had a lively discussion during its October regular meeting regarding
goal setting for the 2013-15 Financial Plan. Consistent with its assigned role, the
adopted goals concentrate on improvements and enhancements that would
make the City of San Luis Obispo an even better place to reside and visit. The
PCC did not weigh the goals since the members felt that they were equally
important.
Goals
Beautification
• Concentrate on median beautification and create an “Adopt a Median”
program.
• Include all business districts (Railroad, Old Town, China Town) in
beautification instead of concentrating solely on Downtown.
Create signage for bicycle trails with a distinct look so they visually link
together. Utilize green paint for street marking of bike lane.
Enhance and increase capacity, awareness, and information about all
modes of public transportations in and around San Luis Obispo.
Support collaboration with local cultural, recreational and competitive
sports events to drive visitors to San Luis Obispo.
Establish a process to make event organization and permitting easy, cost
effective, and user friendly. As a City embrace and facilitate events as
much as possible.
Install proper pedestrian lighting on residential and perimeter streets to
increase safety. Consider implementing an “Adopt a Street Light” program
for this purpose.
Finish the build-out of the directional wayfinding program.

PUBLIC COMMENT
Shari Danoff spoke to the TBID Board about the protecting Highway 101 as a scenic route and the
removal of the billboard signs. She spoke as a member of the community group “Protect Scenic 101” or
PS101. She shared facts about the billboards and what has been done in other areas. It was requested that
the Board contact the group if they are interested in supporting the effort or if they have any questions,
comments, or suggestions. Photos of the billboards were distributed for the Board to review.
Rosemary Wilvert spoke to the TBID Board about the removal of the billboard signs. She shared that
PS101 is committed to the objective to retire billboards within SLO’s Highway 101 corridor. Among
other comments, it was stated that other states have banned billboards altogether. It was requested that the
Board contact the group if they are interested in supporting the effort or if they have any questions,
comments, or suggestions.

PRESENTATIONS
1. MARKETING AGENCY QUARTERLY UPDATE
Representatives from BCA + StudioGood presented the quarterly update to the Board on the
marketing activities since July. The agencies highlighted the extensive work with the Marketing
Committee on the rebrand which will be presented later in the meeting. Studio Good spoke about the
updates on the website and the redesign and updates on ShareSLO.com. The agencies reported on the
metrics for the sites and mobile experience. BCA presented the booth plan and approach to SAVOR
focusing on showcasing ShareSLO and the mobile experience. Molly Kern from the Chamber
highlighted media coverage garnered over the recent months. BCA presented to upcoming media
buys for 2014-15.

2. COUNTYWIDE TMD UPDATE
Chuck Davison from Visit San Luis Obispo County, presented an update to the Board of Visits SLO
County’s activities over the month. He informed the Board that he had been personally meeting with
the 38 properties in SLO and throughput the County . He informed the Board that he was not able to
present the update on the amount of petitions because the County was having an issue resolving the
weighted vote count. He mentioned that Pismo Beach City Council would hear the item at their
October 7 meeting. Morro Bay BID Board gave a dissenting recommendation however individual
properties in Morro Bay could sign the petitions and the item would still go to Morro Bay City
Council for consideration. Staff noted that SLO City staff were reviewing the weighted vote issue and
would be discussing options with the County.
BUSINESS ITEMS
1. TBID ANNUAL REPORT
The Board reviewed the FY 2013-14 TBID annual report for recommendation to City Council on
October 7, 2014. Staff discussed the report and asked for any feedback. The Board was pleased with
the results of the report. Pending the City Council’s approval of the report, the annual public hearing
for the TBID will be scheduled for the October 21, 2014 City Council meeting.
ACTION: Moved by Hutton/Conner to accept the 2013-14 TBID Annual Report for submission to
City Council.

2. EVENT SUBCOMMITTEE – FUNDING RECOMMENDATIONS
The committee received the 2014-15 funding recommendations for the event promotion agreements
from the members of the Event Promotions subcommittee.
ACTION: Moved by Conner/Hutton to conditionally accept the funding amounts recommended by
the subcommittee until the consideration at the joint meeting with the PCC. Recommended funding
amounts include: Mud Mash: $0; Cal Poly Open House $2500 with potential of additional $5000 for
an event on Saturday night/Sunday; SLO Marathon $30,000; Concours $8,000; SLO Jazz Festival
$13,000.

The Board also discussed the consideration of the support for SLO Wine on a new event once more
information was available from SLO Wine. The TBID Board would also like to invite Cal Poly
Orientation to present to the committee in an upcoming meeting for consideration.
3. MARKETING COMMITTEE - REBRAND UPDATE
The marketing committee and marketing agencies presented the recommendation for the new logo
and advertising concepts. The agencies went through several rounds of logo designs with the
members of the TBID’s marketing committee through the process. It was important for this new logo
to have an artisan feel and a unique, handcrafted look that reflects SLO. The agencies’ designers
hand-drew the script for San Luis Obispo to show whimsy and playfulness but contrasted it with the
structure of circle and typeface used for California which has the sense of sophistication. The colors
were inspired by the true colors of SLO using palettes derived from iconic San Luis Obispo images.
The clean simple design of the logo really makes San Luis Obispo the focal point. The dot of the “i”
in Obispo represents the sun and hills and the circle loosely represents a wine glass stain as a nod to
the areas robust wine culture. The design is extremely versatile as a logo. He ad campaign “It means

something different here” is aimed at redefining what the drive markets of LA and the Bay Area think
of negative words like “rush hour” or “crowded”. The Board discussed the logo and campaign and
was very happy with the outcome.
ACTION: Moved by Adams/Hutton to adopt the new logo design and ad campaign as present by
the marketing agencies and begin the application.

4. 2013-14 FUND BALANCE UPDATE
Staff presented to the Board the end of the year result for the TBID collections of the fund balance of
$70,000 from the 2013-14 fiscal year. The Board discussed having these funds added to the general
unallocated line item within the Board’s program budget. This will increase the contract services
portion of the TBID’s budget with the city, so the TBID can begin allocating these dollars as
appropriate for upcoming projects.
ACTION: Moved by Conner/Hutton to move the remaining $70,000 un-appropriated funds into the
current TBID operating budget.

HOTELIER UPDATE
Commissioner Adams met with all the properties on his liaison list. His visit was welcomed and well
received by the properties.
Commissioner Conner asked staff to redistribute the liaison assignment list.

Subcommittee members and staff reviewed the minutes with the Board.
PCC UPDATE
Commissioner Pearce reviewed the minutes with the Board of the PCC’s August meeting.
TOURISM PROGRAM UPDATE
Tourism Program Update:
Molly Cano presented the Tourism Program update on the following topics:
- PCC’s SLO Happenings RFP is currently open and scheduled to close on Friday, 9/19
- Working on the itinerary details for the upcoming travel trade FAM trip- UK SuperFAM:

- Continuing to work with the Chamber on the Visit California media requests:
o two Italian journalists for 23rd of September to 8th of October in assignment from
7 media outlets to write articles about California
