The goals of the City of San Luis Obispo Promotional Coordinating Committee are to (1) improve the quality
of life available to all residents of and visitors to San Luis Obispo and (2) promote, in a manner consistent with
long-range community goals, the development of San Luis Obispo as a regional and tourist center.

PUBLIC COMMENT: Each speaker is limited to three minutes of public comment. At this time, you may
address the Committee on items that are not on the agenda but are of interest to the public and within the
subject matter jurisdiction of the Promotional Coordinating Committee. The Committee may not discuss or
take action on issues that are not on the agenda other than to briefly respond to statements made or questions
raised, or ask staff to follow up on such issues.

BUSINESS ITEMS
1. FINALIZE 2015-17 GOAL SETTING 20 min
In preparation of the goal setting process for the 2015-17 Financial Plan, the committee will finalize their
recommended goals and achievements for Council to consider.
2. SLO HAPPENINGS PRESENTATION 20 min
As requested by the committee, Verdin will present proposal options for the committee to consider for the
six month continuation of the SLO Happenings program.
3. SLO HAPPENINGS TASKFORCE 10 min
The taskforce will update committee on the progress made at the taskforce meeting.

Staff presented the results of the TOT Report, consent item C7.

PRESENTATIONS
1. QUARTERLY REPORT BY CONTRACTOR
The Community Promotions contractors presented the quarterly activity reports.
Molly Kern from the Chamber of Commerce presented the activity report for the contracts with the PCC.
Highlights included: for GIA support 22 of the 26 events have been served. The monthly event sheet was
distributed to all hotels, restaurants and SLO wineries to keep them informed about what’s happening in our
city. From the PR perspective, numerous press releases were distributed in the quarter. By promoting SLO from
various angles, we continue to build traction with many different audiences. For example the Savor release was
sent out to Western US Food and Lifestyle outlets and focused on the San Luis Obispo city connection. A few
of the media results include: One of the 7 most bike – friendly small cities (Bicycling.com); #1 farmers’ market
to visit this summer (SaveOn Energy); Top 10 Drive ins in the US by Trip Advisor; #3 best Lighthouse hikes in
the US (Backpacker.com) 132,616 unique views. The largest and most SLO focused placement this quarter was
the 5 page spread in 805 Living magazine. The publication is based in Westlake and the main audience is the
affluent, northern LA market which is a wonderful SLO traveler and someone who will come back again and
again. The circulation for 805 Living is 30,820. For the Visitor Center Services, the staff continued to expand
the number of events that are added to the event calendar. Walk-in traffic was up 3.6% at 20,501 and these are
tracked through a people counter.

Ashlee Ackers and Christiana Newcomb presented the results of the activities for the SLO Happenings.
Highlights included: 1239 total app downloads, 6194 app sessions, and 6385 page views. There were more than
65 new events submitted to the app in the quarter. Advertising and promotions of the app continues. Facebook
ad impressions were 15,113 for the promotion of the Facebook page, and 104,772 for the splash page. In app
digital banners through KSBY program resulted in 159,884 impressions however the click through rate remains
low. In August the spend was switched to Charter ad program. Social media continues to be strong with 6-7
Facebook posts per week, which has resulted in 5% increase in page likes. For twitter the goal is to have 500
followers by December and they are on track to achieve that. There were 115 new followers this quarter and the
total followers count is 278.
BUSINESS ITEMS
1. 2015-17 GOAL SETTING
The committee had reviewed the 2013-15 goals submitted by the PCC and found many of them still
appropriate for 2015-17. The commissioners discussed the items and worked on writing the goals to be a more
general focus. They will continue to consider the goals during the November meeting.
2. SLO HAPPENINGS NEXT STEPS
The committee will considered options for the SLO Happenings program direction due to not receiving any
proposal submission from the Request for Proposal (RFP) Specification No. 91305 for Events Promotion
Outreach Services. Staff presented four suggestions for consideration of the SLO Happenings program. The
committee discussed the various options in great length. The received public comment from GFL Systems
expressing interest in the program should the RFP open again. The option number three seemed to stand out
amongst the committee. The options suggested that the committee seek a new proposal from Verdin to continue
the program through the end of the fiscal year which would allow the committee to re-evaluate the program and
release a new RFP.
ACTION: Moved by Pearce/Palazzo to move forward with option number three and move the
reconsideration of the RFP to a taskforce.

3. 2013-14 CARRYOVER UPDATE
Staff updated the committee that their request to carryover the remaining funds from the 2013-14
fiscal year budget into the current year’s budget was approved. The requested carryover amount from
the PCC was $3,000.

- FAM trip- UK SuperFAM: September 29 & 30- Luxury pillar was very successful

Sam Eichblatt- during SAVOR
a freelance journalist, Sam Eichblatt with an upcoming press trip. Sam is planning to visit
California and will be writing a travel feature for Air New Zealand’s in-flight magazine, Kia Ora.
Specifically, the article will be about a road trip on the Pacific Coast Highway, including a
stopover at San Luis Obispo.

and is being reviewed. TBID’s Management Committee will meet to receive feedback from

San Luis Obispo Unveils New Tourism Logo, Campaign – Edited release regarding
the new San Luis Obispo tourism logo and campaign distributed to local media.
Enjoy some holiday cheer this year in San Luis Obispo – Wrote and distributed
release regarding Holiday events and celebrations in San Luis Obispo with a focus on
large cultural events and GIA recipients.
Media/Community Relations:
1. Worked with Monika Joshi, a researcher with National Geographic Traveler,
to verify information for a story featuring Bubblegum Alley.
2. Worked with Sandra Foyt, editor of Albany Kid and GetawayMavens and
contributor to TheVacationGals.com, BeingLatino.us and Saratoga Mama on
a travel story about the quirky and offbeat in San Luis Obispo.
3. Pitched top line story ideas to Black Diamond and Visit California that
highlighted San Luis Obispo and the Highway One ‘ultimate road trip
experience.’
4. Worked with Todd Elliot, publisher and editor in chief of Coast to Coast
Newspaper, on a family friendly press visit for the New Year.
5. Pitched Tina Swithin, a freelance journalist working on a story for Huffington
Post and Examiner, the Dia de Los Muertos celebration in Mission Plaza
and OKTOBERFEST at Madonna Expo Center as great autumnal festivals in
California.
6. Provided photos of the mission and various arts events in San Luis Obispo to
Visit California.
7. Connected with Pricilla Mayfield, author of a blog post about SLO Farmers’
market for Orange Coast Magazine regarding follow up features about San
Luis Obispo.
8. Submitted several holiday events and attractions in San Luis Obispo to Visit

on a story regarding Olive Oil in San Luis Obsipo.

coming craft brewery scene.
13. Provided photos and content to Clara Eckert-Framm, a content developer

14. Promoted the Little Theatre’s new late night comedy series as part of San
Luis Obispo’s expanding cultural offerings.
15. Worked with Heather Muran and SLO Wine to pitch San Luis Obispo as the
best wine destination for weekend travel.
16. Staffed booth at Cal Poly’s Parents’ Weekend celebration to answer
questions and distribute information about our community.
17. Pitched unique animal experiences in San Luis Obispo to Carri Wilbanks, a
writer with USA Today.
18. Pitched Petit Soleil owner John Conner, Apple Farm Director of Rooms &
Marketing Kim Wykoff as possible participants in a TV show about hoteliers.

20. Worked with Katrina Hunt to feature San Luis Obispo in her Travel+Lesiure

SLO HAPPENINGS MONTHLY REPORT

APP SUMMARY
The SLO Happenings app has continued with a
solid rate of monthly downloads. During the
month of October, the app had 356 total
downloads, 1,924 sessions and 1,983 page views.
The splash page continues to direct iPhone and
Android users to their appropriate app stores for
instant downloading. Printed cards promoting the
app are distributed monthly to local hotels and the
SLO Visitor’s Center.

SOCIAL MEDIA
In October, we continued posting upcoming events and information on the Facebook page 6-7 times
per week, which has been successful at increasing engagement of the page. During the month of
October we gained 371 additional likes, which brought our total likes to 16,833. Our average weekly
reach, which is the number of unique people who saw any content from our page, was 10,743.

Proposed Major City Goals for 2015-17
Background
Consistent with its assigned role, the adopted goals concentrate on
improvements and enhancements that would make the City of San Luis Obispo
an even better place to reside and visit. The PCC did not weigh the goals since
the members felt that they were equally important.
Goals
Beautification of the City and opportunities to incorporate art into public
spaces.
Increase the efforts to make SLO more pedestrian and bike friendly by
enhancing the local infrastructure and signage, and increase the
awareness of their availability.
Enhance awareness and availability of the natural spaces in and around
town to residents and visitors.
Support the collaboration between the PCC and TBID to ensure an
excellent and unique SLO experience for residents and visitors.
Support collaboration with local cultural, recreational and competitive
sports events to drive visitors to San Luis Obispo.
Continue to implement the process to make event organization and
permitting easy, cost effective, and user friendly. As a City embrace and
facilitate events as much as possible.
Finish the build-out of the directional wayfinding program.
Increase PCC funding to promote cultural, recreational, and social events
that enhance the quality of life for residents and bring and keep tourists in
San Luis Obispo. Consider establishing a correlation between PCC
funding and TOT collection.

BUSINESS ITEMS
1. COUNTYWIDE TMD UPDATE
The Board received an update from Chuck Davison of Visit San Luis Obispo County on the countywide
Tourism Marketing District initiative. Davison presented that the Pismo Beach City Council unanimously
approved supporting the formation of the TMD. Next, the item will be reviewed in a study session by
Morro Bay City Council and followed by consideration of support by the Paso Robles City Council. On
November 10th the item will come before San Luis Obispo City Council. Currently 21 petitions in support
from San Luis Obispo properties have been submitted to the County and at least two more are expected
to be returned. The Board discussed formalizing a recommendation to City Council.
No public comment was received on this item.
ACTION: Moved by Walker/ Pearce to recommend to City Council to support the establishment
of the Countywide Tourism Marketing District should two-thirds of San Luis Obispo
properties support it.

2. REVIEW OF THE PROPOSED HOMESTAY ORDINANCE
The Board received a presentation on the proposed Homestay Ordinance. The Board asked questions
regarding items within the presentation. Public comment was received on the item. The consideration of this
item is expected to go before City Council on November 10th.

3. 2015-17 GOAL SETTING
The Board began the discussion on their suggested goals for City Council. They drafted the first
considerations and will finalize the goals at the November meeting.
4. 2013-14 FUND BALANCE UPDATE
Staff presented the updated fund balance amount. The fund balance for 2013-14 is $121,500. The Board
discussed applying the fund balance to the 2014-15 program budget.
ACTION: Moved by Conner/ Walker to move the 2013-14 un-appropriated funds into the current
TBID operating budget.

PRESENTATIONS
1. SLO COUNTY REGIONAL AIRPORT
The Board received a presentation from Kevin Bumen on the San Luis Obispo County Regional Airport.
The presentation included updates on the new terminal area improvements and capital project. Bumen
also informed the Board of the Airport’s upcoming bid on the annual airport conference called Sixel and
requested their consideration to support.
The Board directed staff to follow up with the Airport for the consideration of support for the Sixel
conference.
2. MARKETING AGENCY MONTHLY UPDATE
BCA & StudioGood presented the monthly marketing activity update. The report included highlights of
first use of the new branding; results of SAVOR activities focused on ShareSLO awareness including 632
#ShareSLO posts & 473K social media impressions; updates & metrics on SanLuisObispoVacations.com;
and ShareSLO activities including the mixer and site updates.
3. SLO CHAMBER OF COMMERCE
Grace Allen from the SLO Chamber presented the quarterly report for the contract with the SLO TBID.
Highlights of the reported included: a recap of the property visits; delivery of the tear off map; Phone
Line and Hotel Availability Tracker; results included a 17% increase in phone calls; update on Impacted
Weekend report; Events promoted through the Visitor Center; and Visitor Center data. Allen also
announced that she will be departing from her role at the Visitor Center after 7 year. The Board thanked
her for her work and gave well wishes.
