Mayor Erica A. Stewart will call the Regular Meeting of the San Luis Obispo City
Council to order.

4.a CITY MANAGER REPORT
Receive a brief report from City Manager Whitney McDonald.
5.PUBLIC COMMENT PERIOD FOR ITEMS NOT ON THE AGENDA
The Council welcomes your input. State law does not allow the Council to
discuss or take action on issues not on the agenda, except that members of the
Council or staff may briefly respond to statements made or questions posed by
persons exercising their public testimony rights (Gov. Code sec. 54954.2). Staff
may be asked to follow up on such items.
6.CONSENT AGENDA
Not to exceed 15 minutes. Matters appearing on the Consent Calendar are
expected to be non-controversial and will be acted upon at one time. A member
of the public may request the Council to pull an item for discussion. Pulled items
shall be heard at the close of the Consent Agenda unless a majority of the
Council chooses another time. The public may comment on any and all items on
the Consent Agenda within the three-minute time limit.
Recommendation:
To approve Consent Calendar Items 6a to 6g.
6.a WAIVE READING IN FULL OF ALL RESOLUTIONS AND
ORDINANCES
Recommendation:
Waive reading of all resolutions and ordinances as appropriate.
6.b MINUTES REVIEW - AUGUST 4, 2026 COUNCIL MINUTES 13
Recommendation:
Approve the minutes of the City Council meeting held on August 4,
2026.
6.c ACCEPTANCE OF STATE COASTAL CONSERVANCY GRANT
FUNDS FOR THE CITY OF SAN LUIS OBISPO OPEN SPACE
WILDFIRE RESILIENCE PROJECT

Recommendation:
Adopt a draft Resolution entitled, “A Resolution of the City
Council of the City of San Luis Obispo, California, Approving
Acceptance of Grant Funds from the State Coastal
Conservancy for the ‘City of San Luis Obispo Open Space
Wildfire Resilience Project’”; and
1.
Authorize the Mayor to sign the Resolution supporting the
partnership between the City of San Luis Obispo and the State
Coastal Conservancy (SCC) and delegating authority to the
City Manager to accept the grant funds and sign the grant
agreement and any other necessary instruments to carry out
the terms of the grant; and
2.
Appropriate up to $770,000 in grant funds and authorize the
Finance Director to amend the budget accordingly.

6.d AMENDMENT NO. 1 TO MEMORANDUM OF UNDERSTANDING
WITH FRIENDS OF LA LOMA ADOBE

Recommendation:
Authorize the City Manager to execute Amendment No. 1 to
Memorandum of Understanding with the Friends of La Loma Adobe in a
final form satisfactory to the City Attorney.
6.e AUTHORIZE THE FIRE DEPARTMENT TO APPLY FOR AND
ACCEPT GRANT FUNDS IF AWARDED

Recommendation:
Authorize retroactively the Fire Department to apply for and
accept the award, if awarded, from Federal Emergency
Management Agency (FEMA) Staffing for Adequate Fire and
Emergency Response (SAFER) Grant in the amount of
$3,600,006.67 for firefighter staffing costs; and
1.
Authorize retroactively the Fire Department to apply for and
accept the award, if awarded, from FEMA Fire Prevention and
Safety (FP&S) Grant in the amount of $33,155 for the purchase
of investigations equipment; and
2.
Authorize retroactively the Fire Department to apply for and
accept the award, if awarded, from CALFIRE in the amount of
$720,590 for expansion of the wildfire resilience education
project; and
3.
Authorize the City Manager, or their designee, to execute the
grant documents and approve the budget changes necessary
to appropriate the grant amount upon acceptance of the grant
award, if awarded.

6.f FY 2026-27 ALCOHOL BEVERAGE CONTROL - OFFICE OF TRAFFIC
SAFETY GRANT APPLICATION

Recommendation:
Authorize staff to submit a grant application to the California
Department of Alcoholic Beverage Control, sponsored by the
Office of Traffic Safety, in an amount not to exceed $25,000.
1.
Adopt a draft Resolution entitled, “A Resolution of the City
Council of the City of San Luis Obispo, California, authorizing a
grant application for funding provided through the Department
of Alcoholic Beverage Control-Office of Traffic Safety through
the National Highway Traffic Safety Administration to increase
education and enforcement programs focusing on underage
drinking and authorizing the City Manager or Designee to
execute all related grant documents”.
2.
If the grant is awarded, authorize the City Manager, or the Chief
of Police, to execute grant related documents and authorize the
Finance Director to make the necessary budget adjustments
upon the award of the grant.

6.g RESOLUTION TO SUPPORT NOMINATION OF FIVE CENSUS
TRACTS TO THE STATE OF CALIFORNIA FOR DESIGNATION IN
THE FEDERAL OPPORTUNITY ZONE 2.0 PROGRAM

Recommendation:
Adopt a draft Resolution entitled, “A Resolution of the City Council of the
City of San Luis Obispo, California, Supporting the Nomination of
Eligible Census Tracts Within the City for Designation Under the Federal
Opportunity Zone 2.0 Program.”
7.PUBLIC HEARING AND BUSINESS ITEMS
7.a APPROVAL OF PARTICIPATION IN THE NACIMIENTO WATER
PROJECT 2026 REVENUE REFUNDING BONDS

Recommendation:
Adopt a draft Resolution titled “Resolution of the City Council of
the City of San Luis Obispo, California, in Connection with the
Refunding of the 2015 Nacimiento Water Project Revenue
Refunding Bonds, Approving Certain Disclosures Regarding the
City and Authorizing Certain Actions in Connection with Such
Refunding”, and;
1.
Approve certain disclosures regarding the City of San Luis
Obispo, describing certain demographic, financial, statistical
and other information of the City of San Luis Obispo to be
included in Appendix A to the Preliminary Official Statement
and the Official Statement that will be used by the Underwriter
in the marketing and sale of the SLO County Financing
Authority (County of San Luis Obispo, California) Nacimiento
Water Project Revenue Refunding Bonds, 2026 Series A (the
“2026 Revenue Refunding Bonds”); and
2.
Authorize the refunding of the SLO County Financing Authority
Nacimiento Water Project Revenue Refunding Bonds, 2015
Series A; and
3.
Approve the execution and delivery of a Continuing Disclosure
Agreement; and
4.
Authorize the taking of all necessary actions in connection with
such issuance of 2026 Revenue Refunding Bonds.

7.b INTRODUCE AN ORDINANCE AMENDING THE MOBILE HOME
PARK RENT STABILIZATION ORDINANCE, SLOMC CHAPTER 5.44

Recommendation:
Introduce a draft Ordinance Amendment entitled, “An Ordinance of the
City Council of the City of San Luis Obispo, California, Amending
Chapter 5.44, Mobile Home Park Rent Stabilization Ordinance, to apply
restrictions on space rent increase upon transfer (5.44.060(C)) to certain
existing long-term leases and to require park owners/operators to
provide notice to tenants. (5.44.143)”

Not to exceed 15 minutes. Council Members report on subcommittee
assignments, listed below, and other City activities. At this time, any Council
Member or the City Manager may ask a question for clarification, make an
announcement, or report briefly on their activities. In addition, subject to Council
Policies and Procedures, they may provide a reference to staff or other
resources for factual information, request staff to report back to the Council at a
subsequent meeting concerning any matter or take action to direct staff to place
a matter of business on a future agenda. (Gov. Code Sec. 54954.2)
