McCluskey, Director of Public Works Wayne A. Peterson, City Engineer SUBJECT: Parking Lot #3 Extension, (former Kozak Parking Structure), Specification No. 94-26. CAO RECOMMENDATION: A. By motion, authorize the distribution of a Request for Proposals to conduct Archaeological Exploration and a Final Report for the former site of the Kozak Garage, authorize the City Administrative Officer to award a contract to the firm offering the best proposal within the estimate, and direct staff to fence the site as soon as possible. B. By motion, authorize transfer of funds in the amount of $30,000 from the un-appropriated Parking Fund balance. DISCUSSION The approval of the demolition of the Kozak Garage on the corner of Morro and Palm included a requirement that an archaeologist prepare a survey report. The City hired Clay Singer to conduct a survey as the building was demolished. Mr. Singer was on the site during the demolition and advised staff and the contractor on how demolition could occur so as to protect any potential archaeological deposits that may be found on the site. At the completion of the work Mr. Singer submitted a report which was reviewed by the Cultural Heritage Committee (CHC) on April 24th. The CHC requested that Staff prepare a "Request for Proposals" (RFP) for additional subsurface archaeological evaluation. The CHC also requested that the site be fenced and posted with no trespassing signs. An RFP has been prepared and is attached. The description of work to be done has been prepared by the Community Development Department (CDD). The RFP has been discussed with two archaeologists in order to identify the magnitude of the project both in time and cost. The allowed time in the RFP is shorter than that recommended by the Community Development Department and what is suggested in the Draft Archeological Resources Preservation Guidelines. This is necessary in order to complete the field work and still have time to construct the parking lot before winter rains and the Christmas shopping season. Surface water on the vacant lot will continue to damage 955 Morro offices if it cannot be caught and carried around the building as planned in the parking lot plans. CONCURRENCES The CDD has reviewed this RFP and concurs that the work should be done, but are concerned about the tight schedule. The CHC has requested the work be done. FISCAL IMPACT This is not a part of the original Council approved project and as such no funding has been I Jll city Of San LUIS OBI SPO COUNCIL AGENDA REPORT previously approved. The estimated cost for this work is $25,000. Fencing is estimated to cost $600. Staff recommends $30,000 be appropriated from the un-appropriated Parking Fund for this project to cover contract costs and contingencies. ALTERNATIVES Council could choose to make findings that the archeological resources could be better protected by covering the site with a paved parking lot and deferring the work until the site was proposed for actual development. When a building or other structure is proposed, foundation excavation would be necessary and that would then be the ideal time for archaeological resource recovery. Additionally, such work would be cost efficient, providing the best return on the City's investment, as excavation expenses would only be incurred once rather than twice. Finally, depending on the length of time before construction, resource recovery techniques and technology could improve to allow better and more accurate results. This option would save the expenditure of $30,000 .mentioned above.
